For her part, MP Hoda Sajjad demanded to know the priorities of the decision of the Board of Directors of the Internet Company, which is related to the partnership contract between a company from the government sector and another from the private sector. He pointed out that the Internet services achieve financial revenues of the Ministry of 14 billion dinars annually, The cost of the license is 172 million dollars, indicating that the contract is contrary to Diwani, which emphasizes obtaining security approvals and from several parties before concluding a partnership with any company, and the opinion of the technical agent in the ministry did not take his view on some of the contract.
In his comment on the intervention, Minister of Communications Hassan Al-Rashed pointed out that the approval of the projects was made in accordance with the approval of the RAI and the approval of the Board of Directors of the Internet company and its internal regulations in accordance with a partnership contract and not an investment. He pointed out that the correspondence between the ministry departments is subject to change. The RAI approved the plan submitted by the Board of Directors of the Internet Company. 
MP Hoda Sajjad questioned the recommendations of the study and analysis committee, which did not recommend the referral to the company and asked for the formation of a ministerial committee through which the assignment, noting that the company did not provide documents or certificates for doing similar work and approved and the ministry companies apply to the instructions of government contracts.

MP Hoda Sajjad demanded to know the motives behind the negligence of the final settlement minutes approved by the former Prime Minister and the Iraqi Judiciary, and your agreement to give Simfoni Ertlenk new advantages and benefits that were not present in the contract with Norouztel, including five years over the contract period with the new company Get 17% instead of 26% of the company's first profits and increase connectivity with several countries.
The Minister of Communications stated that the settlement record was approved by the Prime Minister and the contract concluded with a key role in the development of the telecommunications sector. She called on Ms. Sajjad to know why the negligence in determining the value of the letter of guarantee for the partnership contract is 300 million dinars, contrary to the instructions and controls in force and this is very small compared to the value of the project and expected revenues and what is the legal and financial support that was adopted in determining the amount and what represents this amount of the proportion Of the project execution amount or the expected amount of revenue for the project. 
In his response, the minister stressed that there is no negligence in determining the value of the speech and the government did not spend any amount on it being the implementation of the private sector, which implements projects not subject to the instructions of the implementation of government contracts, but benefit from them, indicating that the Council of Ministers granted the fourth license to the Ministry of Communications to intervene In partnership with the operator. 
After that, the president of the council decided to complete the interrogation process on Tuesday after the session was resumed immediately after being lifted after the completion of the interrogation.

The House of Representatives is scheduled to complete the process of questioning the Minister of Communications Hassan Al-Rashed by MP Hoda Sajjad.

The Council had started at its 34th ordinary session held under the chairmanship of Dr. Salim Jubouri, Speaker of the House of Representatives and the presence of 181 deputies on Monday, 27/11/2017, questioning the Minister of Communications, where he was asked a set of questions to answer. 
According to a statement issued by the media department, Al-Sabah received a copy of it yesterday. Mowaffaq Mahmoud al-Obeidi was elected to the position of chief prosecutor and Jassem Mohammed al-Amiri was appointed to the post of head of the Judicial Supervision Authority. 
The Council voted in principle to proceed with the proposed law of the House of Representatives and its formations submitted by the Legal 
and Financial Committees  . 
The Council voted in principle to proceed with the proposed law to abolish the offices of the public inspectors provided by the Legal Committee. 
The Council completed the vote on a parliamentary decision submitted by the Legal Committee to consider the area of Zouieh in the province of Salah al-Din area 
Scared. 
On the other hand, the House voted on recommendations followed by MP Fratt Tamimi, Chairman of the Committee on Agriculture, Water and Marshlands on the crisis of water scarcity and its impact on agricultural land in a number of provinces, especially the  
south.
