Working Party reviews Iraq’s trade legislation

Working Party members, on 2 April 2008, supported Iraq’s rapid accession to the WTO and argued it would contribute to the country’s integration into the world economy. Iraq’s Trade Minister, H. E. Dr. Al-Sudani, stated that Iraq was determined to overcome the country’s difficult circumstances to move forward on the accession process and added that Iraq’s membership would represent a significant addition to the international community.

Note:
The de-restriction of documents is a key component of the transparency obligations of the Multilateral Trading System.  Paragraphs 1 and 2(e) of the Ministerial Council Decision WT/L/452 of 14 May 2002 provide that “documents relating to working parties on accession shall be restricted and shall be automatically de-restricted upon the adoption of the report of the working party” by the Ministerial Conference/General Council.  The time of completion of the de-restriction process depends on the amount and complexities of the documents involved.  Prior to 2002, the de-restriction of accession-related documents was governed by a different set of rules (i.e. General Council Decision WT/L/160/Rev.1 of 26 July 1996), which only affect documents circulated prior to 2002.

Workshop on the WTO Accession of Iraq
16 - 17 November 2017
Building A, Salle XV
Geneva, Switzerland

On 16 November (10 a.m.–1 p.m.) the Trade Negotiations and Commercial Diplomacy Branch (TNCDB), within the UNCTAD Division on International Trade in Goods and Services, and Commodities (DITC), will host an information and experience sharing session on WTO accession negotiations for an Iraqi delegation. Headed by Mr. Adel Khudir Abbas, Director General, Foreign Economic Relations Department, in his capacity as Deputy Chair of Iraq’s National Committee on WTO accession, the delegation is composed of 10 officials from different Iraqi line ministries and government institutions. Experts and representatives from recently acceded Arab countries will share their respective countries' accession experiences with the members of the Iraqi negotiating team.

Presentations in this session will be made by Ms. Hilda Ali Rashid AL-HINAI, Deputy Permanent Representative, Permanent Mission of Oman to the UN in Geneva, Mr. Ahmad Khalil N. HAMMAD, Economic Counsellor, Permanent Mission of Jordan to the UN and Mr. Nagib HAMIM, Attaché, Commercial Affairs, Permanent Mission of Yemen to the UN in Geneva.

Objective of the visit

The visit is part of UNCATD technical assistance and capacity building activities in the area of WTO accession provided to Iraq under a joint programme with UNIDO and funded by SIDA (Sweden). The delegation will meet on the 17 November with Mrs. Isabelle Durant, UNCTAD Deputy Secretary General to discuss future UNCTAD support to the accession process of Iraq to the WTO. It will also have a series of meetings with other Geneva based concerned international organization including the WTO where it is due attend an informal meeting of the Working Party on the accession of Iraq to the WTO, to be organized by the WTO Accession Division.

UNCTAD Technical assistance activities delivered for Iraq

With UNCTAD assistance Iraq has been able to achieve the following accession objectives:

  • review and update of its Memorandum on Foreign Trade Regime (MFTR) which was also translated, under the supervision of UNCTAD experts from Arabic into English;
  • preparation and review of its draft initial market access offer in goods and transpose it from HS 2002 to HS 2012;
  • preparation and review of its draft initial offer on Services.
  • The Iraqi negotiating team has been coached by UNCTAD experts and received training courses on WTO issues and on trade negotiation skills and techniques, organized on a regular basis of 02 workshops per year from 2013- 2015.

At a time when the delegation of the National Committee on Iraq's accession to the World Trade Organization (WTO) in Geneva held a series of consultative meetings with experts in this field, two economic experts said that the reform measures of the Iraqi government bring Iraq closer to joining the organization. 
Thamer Al-Azzawi told Al-Sabah: "The government's reforms, which began more than two years ago, will prepare for accession within the next few years." The role of Iraq,  al-Azzawi pointed out that «Prime Minister Dr. Haider Abadi succeeded in implementing a package of economic reforms have borne fruit internally and externally, and won the confidence of the international community, which means increasing the world's conviction of Iraq's economic role, especially as the country began to gradually reduce dependence on oil returns Crude, but to export and achieve self-sufficiency in various sectors, which brings Iraq closer to the world organization ».

The National Committee for the accession of Iraq to the WTO discusses ways to support Iraq to complete the files of accession

The Ministry of Commerce announced that the delegation of the National Committee of Iraq’s accession to the World Trade Organization WTO discussed ways to support Iraq to complete the files of joining the World Trade Organization with representatives of Arab countries at the headquarters of the Arab League in Geneva

This was confirmed by Director General of the Department of External Relations Adel Khudair Abbas, head of the delegation and Vice-Chairman of the National Committee on Iraq’s accession to the World Trade Organization, adding that these discussions were to provide a clear explanation of the process of Iraq’s accession and the achievements in this area of legislation and specific legal obligations and detailed reforms In the institutions, practices and economic policies required by Iraq’s accession to the World Trade Organization and to be part of the international economic system.

For their part, the representatives of the Arab countries expressed their full support for Iraq in this field. The Saudi ambassador explained that he will do all in his power to mobilize international support for Iraq. The Egyptian and Omani ambassadors have indicated that they are ready to provide all the assistance requested by Iraq, And Oman will be at the disposal of Iraq in all it needs to complete the process of accession to the World Trade Organization.

I think your referring to multiple currency practice which is not what you think it is (that refers to the spread of more than 2%.... 

Iraq is working on reducing the MCP, and  Iraq will always have both dinar and dollars.  

Two different things.  

They would have to move to Article VIII and reduce the difference between the dinar and dollar for accession into the WTO...

but they are years away from that since they have nothing to export.

In 2001, Iraq produced hydraulic cement, nitrogen, phosphate rock (from the Akashat open-pit mine), salt, and native Frasch sulfur (from underground deposits at Mishraq, on the Tigris River, south of Mosul), as well as clay, gypsum, lime, limestone, industrial sand (glass or silica), sand, gravel, and stone.

Iraq’s mineral resources are some of the most exciting and profitable in the world and – due to the turmoil of the past decades – largely untapped. The second largest reserves of phosphate rock are in Iraq next to huge quantities of natural sulphur, limestone and quartz-sand of 98-99% purity. Especially for the fertilizer and cement industries Iraq is a place of nearly unlimited potentials.

Apart from possessing one of the largest oil reserves in the world, Iraq is also considered to gain enormous recognition for the production of gold in the near future. With a faint history of gold mining in Iraq, the government of Iraq foresees a developing economy in the country with the recent discoveries of gold reserves found in the Western Desert, Kurdistan and in the Aldajh area of Iraq. 

With such large quantities of gold found and with future prospects in gold mining, gold production value could someday rival the value of oil produced.
