The House of Representatives votes on four resolutions and ends reading two laws

The Speaker of the House of Representatives, Sheikh Hamam Hamoudi, in the presence of 181 deputies on Thursday, 16/11/2017, voted on four parliamentary resolutions and ended the reading of two laws, while he proceeded with the first reading of the proposed health insurance law. 
At the beginning of the meeting, Sheikh Hamoudi announced the adoption by the Presidency of the Council of videotaping of three timings in order to prove the attendance of the ladies and gentlemen of the deputies to the session instead of adopting the signature in order to ensure the performance of the House of Representatives. 
The Council voted in principle to proceed with the procedures related to the legislation of the draft law on the lease of agricultural land submitted by the committees of agriculture, water, Marshlands, finance, economy and investment.
The Presidency of the Council postponed the vote on a parliamentary resolution on the water crisis in Samawa to the next session after the view of the Minister of Water Resources after hosting the Committee on Agriculture and Marshlands and Water. 
For his part, Mr. Turhan Mufti, representative of the government in the House of Representatives that the issue of the water crisis is a general problem not limited to a specific province and was discussed a few days ago at the meeting of the National Water Committee, where the leadership of the operations of Rafidain to remove excesses on water and consider it exceeded public money, The water flow for this year is less than the previous years in the amount of 4 billion m 3.

The Council completed the vote on a parliamentary resolution concerning the salaries and allowances of volunteers of the Public Mobilization Authority, which requires the Council of Ministers to calculate salary differentials in accordance with the laws in effect from 1/1/2017 and to include in the budget of 2018 all the rights of members of the popular mobilization according to laws and equality with their counterparts in the armed forces, Service and retirement of the popular crowd and vote on it and send it to the House of Representatives for the purpose of voting on it and determine the legal description of the members of the crowd in accordance with the established regulations.
The Presidency of the Council decided to postpone the vote on a parliamentary decision submitted by the Legal Committee to a future session after the involvement of the financial committees, oil and energy for the purpose of deliberating on the resolution, which stresses the government's urging to follow up the smuggled money from oil revenues by officials in the federal government and the Kurdistan Regional Government and freeze their funds and the government Turkey and the United States and European countries to freeze their assets and confiscate them and turn them into the budget of the Iraqi state.

The Council completed the first reading of the proposal of the Second Amendment Law to compensate the victims who lost part of their bodies due to the practices of the former regime No. 5 of 2009 amended by the Committee of Martyrs, Victims and Political Prisoners, which comes to the presence of a representative of the Ministry of Human Rights canceled in the committee formed in accordance with Article 4 of this law For the continuity of the work, the Ministry is replaced by the High Commission for Human Rights. 
The Council also completed the first reading of the proposed arts law submitted by the Culture and Information Committee in order to sponsor Iraqi art and plastic artists and to facilitate the display and sale of their products inside and outside Iraq in order to strengthen the national economy and raise the status of the artist and his status and to promote aesthetic culture in society and combat counterfeiting and smuggling Cultural level in a way that enhances the Iraqi national identity.

Twilight News / revealed a source in the Iraqi Council of Representatives, on Thursday, the withdrawal of Kurdish deputies from the session of the Council.

The source told Ashqaf News that the session of the House of Representatives saw the inclusion of the vote on the dismissal of deputies participating in the referendum of Kurdistan, on the agenda of Parliament.

The source added that the Kurdish deputies withdrew from the meeting in protest against that, noting that the disruption of the ban prevented the vote on the dismissal of deputies participating in the referendum of Kurdistan.

He pointed out that in light of that was postponed the vote on the decision to dismiss the Kurdish deputies participating in the referendum of Kurdistan.
