An Iraqi banker said on Tuesday that the sale window of foreign currency has nothing to do with what is known as the issue of flying bonds, indicating that it is linked between the bank and its customers. 
"The subject of (volatile instruments) does not concern the window of sale of foreign currency, where there is no deal between the window selling foreign currency and customers of government or private banks, and is limited to deal with the sale of currency with banks only."

He added that "dealing with volatile instruments is taking place between banks and customers and the authority of the window on such transactions, as the instructions of the window selling foreign currency provides that all banks are responsible for the health and safety sources of funds of its customers participating through it, and this according to the law against money laundering and terrorism financing No. (39) for the year 2015 ". 
He stressed that "banks can eliminate the volatile instruments that are carried out through the accounts in the two banks (Rafidain and Rasheed) through the establishment of a sophisticated banking system Core Bank System."

Rafidain Bank announced the rehabilitation and maintenance of a number of branches in Baghdad to provide the best banking services for citizens.

"The bank has rehabilitated the buildings of a number of its branches and introduced advanced techniques in its work," the bank's media office said in a statement.

The Central Bank of Iraq, on Wednesday, all banks not to sell the dollar to its branches in the Kurdistan region.

According to a document issued by the Central Bank seen by Mawazin News, "Based on the decision of the House of Representatives No. 58 in 2017/10/12 on the non-sale of foreign currency to banks operating in the region or have branches in it, the Central Bank confirms commitment to this the decision".

The document stressed that "the failure of any bank to comply with this decision and within one week of its implementation, the bank will be prevented from entering the window of sale of foreign currency with the Central Bank of Iraq."

This news sounds very very good to me . Iraqi dinar notes were printed in Switzerland at great cost ,paid for by the US . It is so finely printed ,with gold treads ,anagrams ,oxbood for the red {that's why it smells ! }  , super grade paper ,stupendous printing by Delarouge . It is "uncounterfietable " . Buying the real dinar legally at no cost makes a lot more sense ,would you not say?  Kurdish language and symbols appear on one side of the banknote .This was a decision made a long time ago by the powers that be ,around 14 years ago . Are the kurds being guinea pigs ?

The Iraqi government issued a new resolution against the Kurdistan Region

Roudao - Baghdad , the 

face of the Iraqi Central Bank, all banks in the country to stop the work of its branches in the Kurdistan Region, warning of sanctions against anyone who does not abide by the new decision within one week. 

The bank said in an official letter addressed to banks: "We refer you to the resolution of the House of Representatives No. 58 on 12/10/2017 on the non-sale of foreign currency to banks operating in the region or have branches in it For the purpose of continued participation in the window of sale and purchase of foreign currency. Inform us of your actions regarding the suspension of your branches in the Region and within one week of the above date and until further notice. " 

The document is issued on 7-11-2017 and signed by the Deputy Governor of the Central Bank of Iraq. 

It is noteworthy that the Iraqi government has taken many political, economic and military measures against the Kurdistan Region, after the referendum on independence on 25 September 2017, to put pressure on Erbil and cancel the results of the referendum.

The Central Bank of Iraq on Thursday called on banks and private banks to close their branches in the Kurdistan Region.

According to Kurdish media reports, the central bank has given these banks and banks seven days to implement the order to close branches in the region.

A document issued by the Central Bank of Iraq, directed banks not to sell dollars to their branches in the Kurdistan Region.

The document issued on Tuesday, we refer to the decision of the House of Representatives No. 58 on 12/10/2017 on the non-sale of the foreign operation to banks operating in the region or have branches in it. And for the purpose of continuing your participation in the window of the sale and purchase of foreign currency. Please inform us of your actions regarding the suspension of the work of your branches in the region and within a week from the date above and until further notice. "

Baghdad took a series of security and logistical measures in response to the referendum held by the region on September 25.

The Iraqi Council of Representatives has issued a binding resolution demanding the Iraqi government to stop all financial and banking dealings with the Kurdistan Region.

These sanctions come in the wake of a ban on direct international flights to the Kurdistan Region.

MP Massoud Haider, on Thursday, the impact of the decision of branches of the Central Bank of Iraq on Kurdistan. 

Said Masoud Haider, a member of the Iraqi Council of Representatives in a press statement that the Central Bank to continue with the House of Representatives in general and linked with the Parliamentary Finance Committee, pointing out that the branches of the Central Bank in the Kurdistan Region 3 or 4 banks. Adding that I do not think that the suspension of the work of the Central Bank in the region has a significant impact on the exchange rate of the dollar or other foreign currencies, stressing that the suspension of the Central Bank in the region will affect all Iraq and not on the province of Kurdistan alone.

, Lebanon (AHN ) - A source at the Lebanese Bank of Lebanon (LIBB) said on Thursday that there was concern among Lebanese businessmen about the escalation of tension between Arbil and Baghdad. 
The source, who asked not to be named, told "Al-Ghad Press" that "Lebanese businessmen are concerned about the escalation of tension between Baghdad and Arbil." He added that "Bloom Bank did not receive notice of closure until the end of the session on Thursday, amid fears of increased tension between the government Center and Territory ".
"Information indicates that the Central Bank of Iraq issued orders to banks to close their branches in the Kurdistan region within a week to avoid the prohibition of entering the window selling the dollar, but did not respond to anything until the moment for us and did not understand whether we are covered or not that decision." 
Lebanon has about ten banks alone in Erbil and also in Sulaymaniyah and Dohuk, and many investors were working on projects within Erbil, but declined after 2014.

Iraq’s central bank has ordered private banks to close their branches in the Kurdistan region within a week to avoid a ban on dollar sales, Reuters quoted Iraqi banking sources on Thursday.

The central bank’s deadline expires on Nov. 14 and all banks must report back with confirmation they have closed their branches to avoid penalties, the sources said.

The new measures are part of financial restrictions imposed by Baghdad in retaliation for a Kurdish referendum held on Sept. 25, in which the region voted overwhelmingly for independence.

In Oct. 16, a lightening advance by Iraqi government forces captured the Kurdish-held city of Kirkuk and many disputed territories in response to the Kurdish referendum.

Iraqi banking sources said the new measures are intended to control the flow of hard currency into the Kurdish region.

“Central bank seeks to re-organise relations with Kurdistan regional banking industry,” said a government financial advisor who is close to central bank policy.

Central bank sources said a decision in October to stop selling dollars to four leading Kurdish banks was still effective.

The Baghdad government has also imposed a ban on direct international flights to and from the Kurdish region.

The Shiite-led Iraqi central government has rejected an offer by the Kurdish government to discuss independence.

Backed by Iran and Turkey, Baghdad has demanded that the Kurdish authorities cancel the referendum result or face continued sanctions and international isolation.
