Thanks DT...We've all wondered... 'Whazup with the HCL'....now we're getting a bigger insight of what the hold has been...There's been too much inside corruption that Abadi has had to deal with...Barzani, who was somewhat less zealous than Maliki, has proven to be as obstructive as Maliki in causing the sovereignty of Iraq...Now that Barzani is out of the picture, along with his 'ghost employees/citizens'....Maybe now some accountability can be established where actual citizens can benefit from a revised Iraqi economy....

The parliamentary Finance Committee announced on Sunday, the basic condition for negotiating the share of the Kurdistan region of Kurdistan is to know the number of staff in the region.

"The position of the Iraqi government, headed by Prime Minister Haider Abadi, was very clear on the fate of the salaries of the staff of the region, where the Iraqi government does not have today documented data on the preparation of staff and the distribution of their places," said a member of the committee, Jabbar al-Abbadi.

Abadi stressed that "the access of government agencies in the center to accurate statistics on the preparation of staff of the region will accelerate the disbursement of salaries of staff, so the provincial government to deal seriously and transparently on these statistics

Of Kurdistan Prime Minister Najirvan Barzani, Baghdad is working to cancel the entity of the province through a series of decisions described unconstitutional.  "We do not want a break with Baghdad and we want to solve problems through dialogue and according to the constitution," Barzani told a news conference. But Baghdad and its unconstitutional decisions do not give any indication to start a dialogue to solve the problems. " 

He added that the Iraqi government and parliament and its unconstitutional decisions want to cancel the existential entity of the Kurdistan region. This is a danger to the people as a whole for a political party.  "We have identified the constitutional violations contained in the draft budget law and presented it to Baghdad." "We are ready to start a serious dialogue with Baghdad on the basis of the Constitution." 

He stressed that "the budget bill 2018 is the worst at all and seeks to resolve the constitutional entity of the Kurdistan region." He said: "We welcome Baghdad to pay the salaries of the Kurdistan region if they are serious about it, but in fact works with double." Explaining that "Baghdad announces its intention to pay the salaries of employees of Kurdistan, but on the other hand to allocate a budget for the region is not enough to pay the salaries of employees of one province."
 

He announced the sending of observations on the federal budget for 2018, including issues contrary to the Iraqi constitution.  "We have sent our observations on the budget to the Federal Prime Minister Haider Abadi, and we have recorded unconstitutional issues in them, and we have confirmed the previous agreement on the share of the region of 17%," noting that so far we have not received any response from Baghdad in this regard.
 
He pointed out that there are no military movements on the fronts between the Peshmerga and Iraqi forces, stressing that we reaffirm once again the dialogue on the basis of the Constitution and within the framework of resolving the differences and outstanding issues between Erbil and Baghdad.  Barzani complained of not sending the federal government medicine to the Kurdistan region, despite the presence of displaced from Syria and from inside Iraq, describing it as a "problem."

I think the Shite in Abadi is showing right now. No reason for them not to push ahead with the Kurds and put the 17% into place... with a written understanding that it is all contingent until an actual census of the Kurdish territories are done. Numbers all spelled out prior to the census being completed. The same should be done for all of the providences as they too could be doing the same thing, to a much lesser degree.....

If Abadi sits on this without making swift progress towards unity and a completed HCL, he will be no better then Barzani, stubborn,  counterproductive, and a sectarian at heart.....   :facepalm2:

I’m watching the “former glory” fixing to get ground up in the garbage disposal if he doesn’t stand up to Iran and think for Iraq...

Jubouri to Washington to discuss the possibility of postponement of the elections

Unexpectedly and publicly announced the head of the House of Representatives Salim al-Jubouri, to the United States to discuss the possibility of postponement of the elections.

"All political blocs agreed to postpone the elections, including Prime Minister Haider al-Abadi, who in turn announced in Karbala province not to delay the elections," said Mawazin News.

The sources, who stipulated not to reveal themselves, that "the Secretary-General of the Dawa Party Nuri al-Maliki, and the Secretary-General of the Badr Organization Hadi al-Amiri, agreed not to postpone the elections and take place on schedule next year."  

There is growing concern among the political circles with the imminent date of the elections, which coincides with the expansion of the base of Abadi, especially after the liberation of the country from the organization calling for terrorism and law enforcement in Kirkuk, according to observers noted the Iraqi political affairs.

The Iraqi Council of Ministers set the date for the legislative and local elections on 15 May 2018.

The sources pointed out that "there is concern about the solution of the grassroots crowd, especially after the government's assertion that it is not possible to nominate its leaders to the next elections," pointing out that "there is a trend of the leaders of the popular mobilization to leave the leadership in the crowd and to move towards forming small political blocs in order to run for general elections "He said.

Sources, herself pointed out that "the Speaker of the House of Representatives Salim al-Jubouri, met several days ago Prime Minister Haider Abadi, while met with Vice President Nuri al-Maliki before heading to the United States."

Observers confirmed that "Jubouri will discuss in Washington the possibility of postponing the elections to another notice, provided that the current government and not be drawn to the formation of an emergency government."

According to observers, "Sunni political blocs have lost their popularity very much, especially after the waves of displacement that hit the western regions of the country, and this is what worries all political blocs to believe that the interim government is an American game intended to drag Iraq to square one.

It is noteworthy that the Prime Minister Haider Abadi, called Saturday (November 11, 2017), to hold an urgent meeting of the countries of the region to avoid any new escalation may enter the tunnel of instability and lead to deterioration of the security situation in them, stressing not to postpone the elections.
