The big shiite parties do not want the hcl to pass because that would mean that the iraqi people with have power through wealth. Cant blame that one on the kurds. Oh and there are also lebanese banks in baghdad and other provinces also. ;)

Yota Thanks,  DV,  I believe PM Abadi & COM will compromise with KRG on their share of the budget.  However the KRG must turn over all Oil Revenues,  Border Crossings, Airports,  Audit of all Gov't Employees & Pershmerga payments since GOI will pay for their salaries and of course cancel referendum altogether.  I predict the share of the budget will be between 12.6 - 17 Percent for KRG IMHO when they vote on the Budget 2018.  There is a lot of pressure from USA and others for both GOI & KRG to settle all outstanding issues ASAP.

The head of the parliamentary legal committee Mohsen Saadoun, on Saturday, that all Kurdish deputies, including deputies from the Kurdistan Democratic Party, will attend the next parliament sessions.
Saadoun said in a press statement: "All the Kurdish deputies, including the deputies of the Kurdistan Democratic Party, will attend the next session of the House of Representatives, after the call of the Speaker of the House of Representatives Dr. Salim Jubouri, to them and all members of the other political blocs. The Chairman of the Committee that «the parliament will discuss in its next meetings the state budget for 2018, and this requires the presence of all political blocs meetings of the parliament, including members of the Kurdistan Alliance to discuss the share of the province in the budget, and the rest of their materials». Saadoun said that «there are very important laws need to be approved in the remainder of the life of the current parliament, including the laws of parliamentary elections, oil and gas, the Federal Court, the Federal Council, which is not yet legislated a constitutional violation».

I suspect the Kurds will be a no-show. GOI wants to punish them for the referendum, why would they go to Baghdad?? They will banter about with the budget a few sessions, postpone anything else that doesn't line their pockets, push the budget through and knock each other down to get out the door until January. Pathetic idiots. GOI has always talked out of both ends. Folks should NOT get excited about the HCL, 140 or anything else important. They extended this 'session' until December 1 and they have no intention of getting much done, but blabber. They disgust me.

  Saad al-Hadithi spokesman for the Prime Minister's Office Haider Abadi, near the end of the Council of Ministers of the draft federal budget for 2018, adding that he will send him during the next few days to the House of Representatives. 
Al-Hadithi said in a press statement: "In the coming days, the federal budget for 2018 will be sent to the Iraqi parliament to enter into the space of discussions," noting that "data and figures in the budget as a project subject to change and amendment."
He added that "the government put in the budget (2016 - 2017 - 2018) a specific financial cover for the popular crowd," pointing out that "any increase in the salaries of the crowd took place without the knowledge of the federal government and in the budget of 2018 did not increase any." That "the position of Abadi on the non-nomination of members of the security forces for the elections is due to Article VII of the Constitution, which confirms (that the members of the security services are not eligible to run in the elections)." 
Al-Hadithi explained that "the law of the crowd put in detail the condition of giving up political work," noting that "in the event of leaving the military action allows him to exercise all his political benefits." 
And on what happened in the meeting of Prime Minister Haider Abadi with the leader of the Sadrist movement Moqtada al-Sadr, said Hadithi that "Abadi discussed with Mr. Sadr the issue of the referendum of the region, and stressed during the meeting the past of the federal government in imposing its authority across the country.

The legal committee in the Iraqi parliament accused the Kurdish blocs of disrupting important laws, including the Federal Court of Justice and Oil and Gas.

A member of the parliamentary legal committee Kamel al-Zaidi said in a statement on Friday that "there are important laws will impose itself on the agenda of the parliament in the coming weeks, including the laws on the elections," stressing that "all laws must be legislated, and need to agree blocks and achieve a quorum legal "He said.

He added that "the most important laws are broken is the law of the Federal Court and the law of oil and gas," accusing the Kurdish blocs in the House of Representatives to "insist on postponement and disabling."

And on the recommendations of the Follow-up Committee of the Kurdish deputies participating in the referendum on the separation of the Kurdistan region from Iraq, Zaidi stressed that "the parliament was supposed to vote on the recommendations, but there was a break for the quorum and thus raised the meeting after the visit of forty," noting that "the Presidency of Parliament promised to include recommendations The committee on the agenda after the visit of forty to vote on it. "

Remember false information. Maliki has a lot more to do with holding things up like letting thousand of terrorists into his country all so he could gain power. Hey, Maliki how's that hopey and changey thingy working out for you? Kind of like the last guy here in the US tried, eh? Hpe people will be too dumb so you can change the money from one hand to your pocket, right?
