They have to establish quorum, and then the laws they are talking about have to be passed by a 2/3rds majority vote by all members of parliament. They want to blame the kurds for holding up the federal court law and that i can agree with. The shiites want the fed court to pass decisions with 8 members and the kurds said 9 so that there are no ties to hold up decisions. That's a no brainer. The shiites also want to have 4 islamic scholars to sit on the fed court and be able to make decisions also. That in my opinion would be a disaster, and the kurds dont mind the 4 their for guidance but they didnt want them to have decision making capabilities because iraq is made up of so many different sects. Now as far as the hcl we all know they have 2 versions and the biggest hold up is the decision on the oil wells that were drilled after the constitution came into affect in 2005. The kurds dont have a problem with that but they did have a problem that article 140 hasnt been settled yet according to the constitution and that is what is holding up the hcl because if certain areas do belong to kurdistan then they would receive a greater share based on their population just as any other province would also. The big shiite parties do not want the hcl to pass because that would mean that the iraqi people with have power through wealth. Cant blame that one on the kurds. Oh and there are also lebanese banks in baghdad and other provinces also.

The head of the Legal Committee MP for the Kurdistan Alliance Mohsen al-Saadoun that all Kurdish MPs will attend the next parliament. 

Al-Saadoun said in a press statement that all the Kurdish deputies, including the deputies of the Kurdistan Democratic Party will attend the meetings of the House of Representatives after the call of the Speaker of the House of Representatives Salim al-Jubouri, for them and all members of the other political blocs to participate in future meetings of Parliament, explaining that the parliament will discuss in its next meetings the state budget For the year 2018, and this requires the presence of all the political blocs meetings of the parliament, including members of the Kurdistan Alliance to discuss the share of the province in the budget, and the rest of their materials. 

He said that there are very important laws need to be approved in the remaining period of the current parliament, including the laws of parliamentary elections, oil and gas, and the Federal Court, the Federal Council, which is not yet legislated a constitutional violation.

Personal Status Law The 

text of the draft amendment 
............. .. 
on behalf of the people 
of the Presidency of the Republic 
on the basis of what was approved by the Council of Representatives and approved by the President of the Republic, and based on the provisions of paragraph (a) of item (I) of Article (2) first) of Article (61), and Article (41), item (iii) of Article 73 of the Constitution, the following law was issued: 

law No. () of the 2016 
Act to amend the personal status law No. 188 of 1959 , the 

first article: 
add the following to another Article II of the personal status Law No. 188 of 1959 , as amended and the item (3) have: 
3. 
a. Muslims subject to the provisions of this law may submit an application to the competent personal status court for the application of the religious rulings of personal status according to the doctrine that they follow.
B. The competent court shall, for the persons mentioned in paragraph (a) of this section, issue its decisions in all matters dealt with in the provisions of the amended Personal Status Law No. 188 of 1959 and other matters relating to personal status, And the scientific and advisory council in the bureau of the Sunni Endowment, and according to the doctrine of the husband, and it is true that it is a reason to rule. 
C. The Scientific Council in the Shiite Waqf Bureau is committed to the court's interpretation of its interpretations, according to the famous jurisprudence of the Shiites and the fatwas of the scholars of the media. In the absence of fame, the opinion of the "highest religious authority" is attributed to the most Shiites in Iraq. 
Dr.. The Scientific and Plenipotentiary Council in the Sunni Endowment's Office is obliged to answer the Court's inquiries, according to the famous Sunni jurisprudence.

Article (4): 
Marriage contracts prior to the entry into force of this law shall be deemed to have been concluded in accordance with the Shiite doctrine, if the marriage argument includes the words "when the claim is made and the facilitator" On the maturity of the dowry, unless otherwise proven. 

Article (3): The 
text of Article (5) of Article 10 of the Personal Status Law No. 188 of 1959 shall be repealed and replaced by the following: 
5. The marriage contract for the followers of the two sects (Shiite and Sunni) may be concluded by the author of the doctrine Of the contract after ascertaining the availability of the elements of the contract and its conditions and the absence of impediments in the spouses, provided that the contract is ratified by the personal status court within a period not exceeding 60 days from the date of its conclusion. 

Article 4:
Article 5 of the Personal Status Law No. 188 of 1959, amended as follows: 
5. The wife may require the husband in the marriage contract to be an agent for him to divorce herself when she violates her marital rights from maintenance and good cohabitation . 

Article 5: The 
provisions of Article (a) of Article 9 of the Personal Status Law No. 188 of 1959 shall be repealed and replaced by the following: 
1. No relatives or non-nationals shall be obliged to compel any male or female person to marry without his consent. Forced marriage is void unless it is satisfied by consent, and no relatives or non-spouses are entitled to prevent those who are eligible for marriage under the provisions of this law from marriage. 

Article (6): The 
provisions of Article (a) of Article 24 of the Personal Status Law No. 188 of 1959 shall be repealed and replaced with the following:
1- The expense of the wife who does not win a debt shall be considered as a debt in her husband's custody from the time of his abstention from spending on it. 

Article 
(7): Article 26 of the Personal Status Law No. 188 of 1959 shall be repealed and replaced by the following: 
2. The husband is entitled to housing his parents or one of them with his wife in the marital home and the wife has no right to object unless she insists with it. 

Article 8: 
The following shall be added to the Personal Status Law No. 188 of 1959 as amended. The 95th Article: 
No violation of any of the provisions of this Law or its articles or paragraphs shall be subject to the provisions of the provisions of Islam unless a majority of Islamic jurisprudents of the Federal Supreme Court . 

Article 9: It shall 
not be in any way contrary to the provisions of this law. 
Article 10:
This Law shall be effective from the date of its publication in the Official Gazette. 

Positive reasons In 
line with Article 2 of the Constitution, it is not permissible to enact a law that contradicts the principles of Islam. Article 41 of the Constitution guarantees the freedom of individuals to abide by their personal status according to their religion, sects, beliefs or choices, In order to implement the legal provisions of personal status after reference to the competent authority, this law was enacted.

The head of the Labor and Social Affairs Committee, Sadiq al-Mahna, announced on Saturday that the Social Insurance Law recently came from the Council of Ministers to parliament and will be presented in the agenda of the next legislative session.

"The law will take its legislative course after the approval of the local elections law and the public budget, and therefore there is not enough time to discuss it during the current session, noting that the draft law does not include financial consequences and the most correct designation of the law of the distribution of wealth, Millions of barrels of oil to pay the salaries of 4 million employees in the state, and we have 4 million others in the private sector do not get anything.

He added that "the legislation of the Social Insurance Act will balance everyone and provide equal incomes for all segments without exception."

Yota Thanks,  DV,  I believe PM Abadi & COM will compromise with KRG on their share of the budget.  However the KRG must turn over all Oil Revenues,  Border Crossings, Airports,  Audit of all Gov't Employees & Pershmerga payments since GOI will pay for their salaries and of course cancel referendum altogether.  I predict the share of the budget will be between 12.6 - 17 Percent for KRG IMHO when they vote on the Budget 2018.  There is a lot of pressure from USA and others for both GOI & KRG to settle all outstanding issues ASAP.

Delay, Postpone. Put Off, In The Near Future and on & on they go - no sense of urgency on anything. The citizens of Iraq wait on the most illiterate, feckless, hapless miscreants to determine the fate of their Nation.
