Said that the financial and administrative corruption in the ministries of trade and finance and border crossings and fiscal austerity plans applied by the federal government behind the delay in the delivery of ration card items to the citizen, stressing that the year 2018 will not see the delivery of all vocabulary to the citizen in full.

For his part, a member of the Finance Committee parliamentary Najiba Najib told "News Agency News" that "the Finance Committee in the House of Representatives put forward a proposal to compensate Iraqi families with amounts of money instead of food that was not received last year."

She added that "the lack of financial allocations to the government behind the lack of implementation of this proposal, pointing out that the Commission is in the process of a study between it and the Ministry of Finance and Trade to deliver ration items."

She added that "some of the ration card items last year were not received by families because of financial and administrative corruption."

For his part, said member of the Commission on Integrity Parliamentary High Nassif for "News Agency for news" that the Ministry of Commerce contracting to import some of the ration items that are used as animal feed to be distributed to citizens in the provinces.

She added that "the most prominent of these vocabulary is wheat flour, noting that this article used as feed and unfit for consumption, pointing out that there are executive bodies in the Ministry of Commerce insists on contracting to import such materials and distribution to citizens.

More than six months after Iraq's leadership proclaimed the defeat of ISIS on Iraqi territory, the country is on a path to rebuild and has seen promising signs of international investment for its reconstruction, CNBC News reported.

Though the country's reconstruction is in its early stages, Prime Minister Haider al-Abadi told CNBC Sunday at the Munich Security Conference, he described the progress as "encouraging" and as evidence of trust from the international community in Iraq.

"We never anticipated this number of companies, investors or would-be investors, governments, to be so enthusiastic about taking part," Al-Abadi said, in reference to an international conference held last week in Kuwait for the rebuilding of Iraq. "This is a sign that there is a trust with Iraq. There is a trust that Iraq is moving to a different direction than before, which is very encouraging for us, and very encouraging for them."

The Kuwaiti-sponsored conference drew representatives from more than 70 countries, 51 international aid organizations, and several hundred businesses. The enthusiastic gathering of international donors, which culminated in $30 billion worth of pledged investment, represented widespread support for a stabilized Iraq. International leaders have warned that insufficient resources for Iraqi reconstruction could undo all the progress made against ISIS and enable social and economic problems to fuel further sectarian strife.

Just three months away from elections, reconstruction efforts are the key focus for the government of Iraq as more than 900,000 people return to communities demolished after years of fighting. In Mosul alone, aid organizations estimate it will take a decade to rid the city of its remaining improvised explosive devices and dangerous remnants of war.

Iraqi officials have said that $88.2 billion would be needed to rebuild the war-battered country, with housing among the most urgent priorities. They noted that the $30 billion pledged in Kuwait fell significantly short of that figure, though Al-Abadi described it as very positive regardless.

Still, while the security situation may have improved, many investors are wary of deep-seated corruption and a dense web of red tape and bureaucracy. Transparency International ranks Iraq as the 10th most corrupt country in the eyes of investors.

Asked how the government would reassure investors that their funds would be allocated properly, the prime minister stressed his focus on tackling corruption.

"We are laying down all the legal framework ... I think the worry is corruption, number one, which is hiding behind red tape and bureaucracy. We have established a higher committee which is headed by the prime minister and it has a follow up team to make sure to remove blocks as they are there because of the bureaucracy," Al-Abadi said.

"I think this will be a huge bonus for companies; sometimes they are pressed to pay bribes or something like that. We want to keep away from this, we want every dollar which goes into investment or donation to serve the people, not to go to the pockets of corrupt people."  Al-Abadi appeared confident, despite the significant challenges ahead.

"I think now that the process of engaging investors in Iraq, I am sure in the next few months will be the foundation of this. We've already appointed a committee. Next month is going to be a meeting with major investors to follow up … And I hope that after the election they'll immediately start."

The head of the Integrity Commission, a British parliamentary delegation, unveiled  ways to remove obstacles and uncertainties that prevent money from being recovered and convicted of corruption in the United Kingdom.
 
He stressed, the Chairman of the Commission  Hassan Yasiri, During his meeting with the British delegation at the headquarters of the Commission, on the importance of not repeating dual nationality as an obstacle to the recovery of convicted persons in administrative or financial corruption cases, and that the Board faced real obstacles preventing them from recovering those convicted of corruption in the Kingdom.

The obstacle of dual nationality stands in the way of recovery of convicts, In spite of the completion of files recovered by judicial decisions and the announcement of red bulletins, "adding that" in his recent visit to the United Kingdom touched the cooperation of the British public prosecution and police, as the visit resulted in the An agreement to conclude a memorandum of understanding with the British Justice Department aimed at assisting Iraq in the file of the recovery of funds and accused, highlighting the main tasks entrusted to the body and its departments and steps taken by the Board during the last two years of its work.

The meeting, which was attended by the director general of the recovery department in the body, according to a statement issued by "the number of convicts wanted for the Iraqi judiciary in the United Kingdom, and ways to recover them to Iraq, especially after the completion of files recovered by the body.


For his part, the British parliamentary delegation expressed its readiness to provide assistance to the Iraqi side represented by the integrity and the importance of enabling Iraq to do so.  The British parliamentary delegation was led by Anne Clwyde, a member of the House of Lords, and included Lords (Fabian Hamilton), Baroness Blackstone, Howard Opey and Matthew O'Fred. The accompanying delegation included Rick Nemo, The British Parliament and Dominique Rees, Deputy Director.

The Supreme National Authority for Accountability and Justice announced on Monday the completion of the investigation of the names covered by the law (72) for the year 2017 on the seizure and confiscation of movable and immovable property of the elements of the ousted regime.
 

A statement issued by the agency received the agency {Euphrates News} a copy of it, that the forces included "the confiscation of movable and immovable property and record their return to the Ministry of Finance for: 

First: Saddam Hussein Majid former regime president and his children and grandchildren and relatives to the second degree and their agents who transferred the ownership of the funds referred to In this law and according to their agencies 

Second: The persons listed in the text of the above law on the list that begins with the name of {1 - Abd-Hamid Mahmoud Al-Khattab Al-Tikriti and ends with the name of 52- Khamis Sarhan Al-Mahmoud}, according to Article I. 

The statement added, "With regard to the custody of movable and immovable property He answered Article III of the Act on the movable and immovable funds for each of the book, {conservatives, and was a member of a branch degree or above in the dissolved Baath Party. Iraq orders seizure of assets of over 4,200 Saddam-era officials

Iraq has ordered the seizure of assets that belonged to executed dictator Saddam Hussein and more than 4,200 officials from his former regime, an official statement said Monday.

The list of ex-regime bosses was drawn up by the Iraqi agency charged with tracking down former officials from Saddam's Baath party, and includes their spouses, children and grandchildren.

A letter urging the seizure was sent Sunday by the Accountability and Justice Committee to the prime minister's office as well as to the ministries of finance, justice and agriculture.

Among those named is Ali Hassan al-Majid, a cousin of Saddam better known as "Chemical Ali," who was hanged in 2010 for ordering the 1988 gassing of thousands of Kurds.

Tareq Aziz, a veteran foreign minister who held the post of deputy prime minister before Saddam was ousted in the U.S.-led 2003 invasion of Iraq, is also named in the letter.

Sentenced to death in 2013, Aziz, the only Christian in Saddam's inner circle, died two years later in prison.

His son Ziad, who lives in Jordan, condemned the letter as nothing more than "a stunt to win votes" in Iraq's May 12 legislative election.

"We've been subjected to pressure and injustice for 15 years, it's enough," he told AFP in a telephone interview. "When will the spite of this so-called government end?"

Ziad Aziz denied his family had any assets, saying his father's house in Baghdad had already been seized by prominent Shiite politician Ammar al-Hakim.

In February, Iraqi authorities published lists of names of people wanted on suspicion of belonging to the Baath Party, the Daesh terror group and Al-Qaeda.

It included the name of Saddam's daughter Raghad, who lives in Jordan.
