BAGHDAD / Al-Ghad Press: The 
spokesman for the popular crowd Ahmed al-Asadi, on Thursday, that Article 52 of the Federal Budget Law is in force but has not been implemented so far. 
Al-Asadi said in a joint news conference with the head of the Badr parliamentary bloc Mohammad Naji and MP Faleh al-Khazali and attended by "Al-Ghad Press" that "there are continuous statements and positions from the commander-in-chief of the armed forces in support of the popular crowd, which said at last that the popular crowd is the security of Iraq in the present and future" .

Al-Asadi said that "according to the popular popular law No. 40 of 2016 in Article One / II / 3 and its text, this composition and its members are subject to the military laws in force in all respects, in addition to Article 1 / II / 4, which stipulates that my employees will undergo this Formation in accordance with military contexts of sustainability, salaries, allowances, rights and duties. " 
Al-Asadi stressed that "the federal budget law for 2017 stipulated in Article 52 first, which was written on the Council of Ministers and clarified the formula of the obligation to add the necessary allocations or carry out the transfer to ensure the implementation of the provisions in the law of the popular crowd in relation to Protab and the allocations of volunteers of this body," pointing out that "The federal government challenged 21 articles of the federal budget, but did not contest this article and therefore it is considered valid and effective but has not been implemented until this time."
Al-Asadi called for "calculating the salary differentials for all members of the popular mobilization according to the laws that were mentioned and as of January 1, 2017 and fixing these salary differentials as an acquired right for each member of the crowd. The government is still entitled to payment to pay for it." At the same time, Which was acquired within the budget of 2018, which the government must pay to the members of the crowd, as mentioned above legal provisions with the inclusion of the increase of salaries of the members of the mobilization by the budget of 2018 to be equal with their counterparts in the armed forces and according to the Manas Constitution.
"There is an important issue concerning the legal status of all members and members of the popular mobilization, as the Law No. 40 does not talk about detailed matters to these associates and about the matter to the Council of Ministers through a law issued and voted by the Council of Ministers and then sent to the House of Representatives to legislate and vote on it "He said, adding that" a draft law has been submitted to the Council of Ministers pending the presentation of the Council of Ministers and vote on it as soon as possible to clarify the legal status of all members of the popular mobilization to ensure their pension rights and the rights of their families. "

...The quick answer is 'No'...The main Article is 140....Articles 140 directs how the HCL is allocated...As far as the RV is concerned "internationally"...Chapter VII sanctions must be released by the UN for the dinar to become an international tradable currency...which in turns puts Iraq in Chapter Vlll...Chapter VIIl is nothing more than an international agreement that Iraq will have to agree upon...Then the CBI will consider the IMF's recommended international rate for a fare value on the dinar...The CBI can set the dinar rate at whatever they want, regardless of the IMF's suggested....but to go international with the dinar's RV, Iraq must be released from Chapter VII....This's how I understand the process...I maybe wrong but then again...I throw a mean game of "Horseshoes"....B)
