Trend Press / Continue

The parliamentary legal committee said on Wednesday that the vote on the passage of the draft law on provincial and provincial elections will be preceded by a closed meeting of leaders of political blocs after the agreement representatives of components of Kirkuk .

The Committee member Salim Shawqi, in a press statement followed by "Trend Press", the Electoral Commission asked the House of Representatives to vote on the law before the 20th of this month, noting that this delay will negatively affect the date of elections in mid-May next year"He said.

He added that "constitutional contexts prevent the House of Representatives from voting on the laws during the extraordinary sessions, being dedicated only to discussions," noting that "the vote on the election law, after the agreement, will be during the last legislative year, early next year "He said.

"The remaining dispute is related to articles 37-52, which concern the province of Kirkuk, whose representatives did not agree to find a solution yet," he said, noting that "the government option is the closest to implementation and we may prefer other proposals "He said.

The parliament has postponed the vote on the draft law of provincial and district elections, since last August so far, because the deputies of the province of Kirkuk reached an agreement on articles 37 and 52 disputed.

Nuri al-Maliki for "Al-Ghad Press": We will enter the elections with two lists and there is no split in the Dawa Party and electoral competition is not honest

BAGHDAD / Al-Ghad Press: The
thinking of the political process towards one direction is the next elections, where the political blocs are moving within the parliament on the election law, and politicians are divided between those who support the holding of elections on time, and this is the view of the government of course, and others call for postponement, The final victory over the organization of calling the terrorist, and amidst this joy of victory and the intensification of the political process preoccupied with thinking about the fate of the elections, and outstanding problems between the central government and the Kurdistan region, and other axes articulated also included the future of popular mobilization, With the Vice President of the Republic, Secretary-General of the Islamic Dawa Party Nuri al-Maliki.

Full interview text:

viber4-636487033602093869.jpg
[Asharq Al-Awsat] With the announcement of the final victory over a preacher in Iraq, have we become immune to the emergence of terrorist organizations under new names?
"I bless Iraq and the people of Iraq and those who fought and fought against those who were martyred and we wish the wounded a recovery. I thank all those who took up arms to face the savage brutal invasion. Praise be to God, victory is achieved with the faithfulness of the faithful. It is true that the Iraqi society has become aware that going out on the law and going out on the state has no future. Some Shiites came out on the state and went out a year to the state, and they did sit-ins and made a da'wah. And it was But the state is not being overthrown by gangs or militias, but its results are destruction and sabotage, and they realized that this movement, which was supported by the outside and whose aim was to topple the political experiment and the political process, was over but left a lot of effects. People paid the price for their homes. As a people before Politicians are unfortunately aware that these adventures are the result of their nationalization. This citizen will not be a tool of some politicians who are still breathing sectarianism. They are breathing against the political process or feeding on the ideas of the former regime or otherwise. They will not respond to external plans that have accounts on Iraqi soil in conflicts. For countries struggling on Iraqi soil, the citizen will not respond, this will determine the value and importance of many politicians who lose the ability to mobilize reality towards the same conditions that produced a dizzy, meaning that no one will be able to come out situps like those that were in Anbar, and It is impossible for the people of Anbar to respond to the demands of politicians and to carry out the same process that they were at that time believing that the regime of Bashar al-Asad was falling and the forces moving from Syria to the western region on Baghdad and their slogans were the horoscope of such horrors and such bad slogans. Today the people in the western region reject any claim Of these calls for sit-ins Or demonstrations or uprising is the fact that there has been an uprising with sectarian depths and magnanimity by the countries of Praise be to God. Now the countries that were fed were hit by a big spat and disagreements. The scandal began, one of them exposing the other how they supported terrorism and how they supported sit-ins and how they were behind all this environment. Many countries, we welcome the fall of these papers and open relations with these countries that were feeding the sectarian paper and the paper of rebellion, ended the rebellion ended the ability of these countries to rebel, and the people to dismiss such politicians calling for what happened with the people of Mosul, Who got Sunnis and Shiites I also warn of the political adventures of the political processes that strike the national accord. If reconciliation does not settle on the basis of the constitution and respect for the political process, the attempts will continue, once through the electoral portal, and once by putting obstacles in the way. Wheel state.

* Intervention: Who will stand behind these moves?
Who have not reacted and did not like the new political system either on the background of sectarian or against the backdrop of regional or international conflicts there are major countries are wrestling with regional countries on Iraqi soil, this may feed some things like what now there is a tendency to feed the elections, under the title of the formation of a large block and a large list and take The state and take the prime minister to keep it through the elections and the elections do not mean to the citizen in the provinces is a terrorist act but an electoral right goes to the ballot box I warn against the return of projects and soft plots affect the political process and the state, but the call to dress and flesh is not back.

viber2-636487033601312600.jpg
* Will soon be announced by the French President will be announced in Damascus, said yesterday ... Is the region will see a threat to Egypt where he found an organization calling for safe havens in the Sinai .. Will the region will see a new scenario to confuse the situation in Egypt and the region again in this file ?
Syria has ended its call for victory and this is what we were saying. Winning in Syria means winning in Iraq and winning in Iraq means victory in Syria, and no longer is that force that can We think it is falling systems but you are doing these criminal acts as in the Sinai, but the ability of Egypt and the Egyptian army and the Egyptian internal situation can not be affected by such operations in the Sinai Yes I found some sanctuaries but I am not worried but these movements came in Egypt in the fall of Dahesh and Ihab Al-Qaeda and victory in Al-'Ara Syria, and in light of the international abandonment, has called for what it would have been without international silence or support in Iraq or Syria now that the international situation has been discovered that an indefinite supporter has started striking in France and striking in Belgium, America and Arab countries. Now the world launched a world war. With us because terrorism has no religion, no identity, no nationality, now The whole world is motivated to strike a boost, the movements of terrorism and the talk in Egypt came under these variables variable first fall in Iraq and Syria and the international motivation and change the regional positions of countries that were supportive of it does not have the duration and the ability to continue, but these operations even in Iraq may continue some criminal operations A bombing here is a kidnapping there and an assassination there. Maybe this is going on, but by urging that you be able to occupy Sinai, Syria or Iraq? Neither the world nor the countries of the region nor the people allow it yet.

* The most important manufacturers of the great Iraqi victory on the organization of a supporter of the terrorist is the popular crowd you supported the law of the body of the crowd, but this law needs instructions not issued to date ... Instructions issued by the Prime Minister to ensure its full implementation and to ensure the rights of martyrs and wounded and fighters who did much to achieve Victory, is the absence of these instructions defect or failure of the Council of Ministers Are there external pressures are those who delay the issuance of these instructions?
Yes, there are external pressures and pressures, explicit and clear, American, British, Saudi Arabia, and international pressure, many talk that the crowd will have a future similar to the future of Hezbollah and will control the state and its extensions Iran and the scenarios that they make to the crowd, there is real fear of some illusions and some exaggerated because of intentions they want The law has given instructions to the Prime Minister and the Commander-in-Chief that the instructions be issued by the Commander-in-Chief of Al-Quwa. And the commander-in-chief can not issue instructions to remove the crowd, but instructions for his formations towards the mobilization of weapons. This has not yet been issued, perhaps part of his preoccupation with the battle situation and another as a result of external pressures, but a law must be implemented. Formed units, brigades and integers

viber5-636487033602406382.jpg
[Asharq Al-Awsat] Perhaps the electoral concerns behind disabling these instructions, for example, are the participation of parties with armed wings in the crowd?
The electoral contest is a legitimate right, but it is not right to disrupt the interests of the country and the interests of the people in order to win the electoral contender and prevent progress in this party and this bloc and strike such an infrastructure law which He was building schools, building universities, building a port and threatening agriculture. Why did they stand up against him by saying explicitly that this serves Maliki in the elections? They deprived the student in elementary schools, deprived the student from the internal departments and universities, stopped farming and stopped the industry. Sharif is always crushing the interests of the people and leads to trouble, including fear of the prospect of winning the crowd because of the popular grassroots, has issued some confrontations and statements of politicians and government and others, a fear that the crowd will achieve electoral victories, and this right exists and the crowd does not have the right to download his title Armed groups and armed forces but political parties were in

[Asharq Al-Awsat] Do you not fear the participation of parties that have armed factions in the elections?
- We do not fear them at all, but they are also required not to have arms and armed forces enter the electoral process but enter a civil address.

[Asharq Al-Awsat] Your address as the next president of the National Alliance does not mean anything to you. Will the National Alliance continue to survive after the next elections?
- This is our keenness to remain constant and our keenness to keep all the components have alliances until the understanding between the components and alliances that represent the components of the Kurdish coalition Sunni Alliance Shiite alliance, these are not entrenched at the borders of their alliance, but gather to open up to the second coalition Sunnis are open to Shiites and Shiites on the Kurds And everyone is open to everyone in order to devote the national situation and the principle of citizenship in the country does not harm with the principle of citizenship that we call and the political majority that we want to be a coalition, whether Sunni or Shiite but is not to become a sectarian tangle and not be a national coalition sectarian and working Ieia away from national accounts nor the coalition nor the Sunni Cree, yes the National Alliance will remain an ongoing need to regulate the situation and not sectarian Takndqat.

viber6-636487033602875118.jpg
* Your old ally, the Kurds After the referendum, the Islamic Republic of Iran intervened with a great position. What did you see for this Iranian position, which foiled the referendum? Did it really have a real role in thwarting this referendum?
"This is what we hear that there is a certain limited effect, but that does not affect the fact that the operation was led by the armed forces and the Iraqi government, and it does not hurt us that Iran helped us in this situation because we have used 63 countries with their planes to help us. Why do we refuse to help us solve a problem that is almost I am surprised that some deny that Iran helped in the Kirkuk issue and does not object to the assistance of 63 countries in all their combat operations. Sixty-six countries came in to help and we welcome them and thank them for their assistance.

* Intervention: This military presence you are talking about is identical to the security agreement that I held with the Americans?
The United States has an agreement ratified by Parliament and the government has the right to ask the American side to help. There is a provision in the agreement to protect democracy. The government has the right under the ratified treaty to ask the American side for help. Came without an agreement and without the ratification of the parliament here, we note that it is a constitutional violation.

Intervention: Does this also include Iran?
Each country enters armed forces in the country without an agreement ratified by the parliament in which both Iran and non-Iran.

* With regard to the elections we return to its axis there is a desire to postpone it and shows otherwise, this of course appears in the secret rooms that it is with the postponement, but when they show the media that they are with the elections and established ... Is the election is more important than ensuring real opportunities for representation of the year and the Kurds as you know Sunnis are their governorates, their people displaced and not in their electoral environment?
There are people who speak openly with the elections and in secret wish to postpone them, but some are bold and courageous and publicly declare their desire to postpone the elections and provide justifications, as the most important of which is that this displaced citizen lives in a tent. I can not go to him and tell him. To return the displaced to their homes and the reconstruction of their provinces, and the martyrs who filled Iraq from Basra to Mosul also without honoring, means a set of internal reforms we need before the elections this is justified but we say first legally what is the article or constitutional paragraph or the gap that allows to postpone There is no loophole that allows postponement of the elections. This is the view of the Federal Court. I always talk with them.
Secondly, if the elections are postponed without a gap and without a legal cover, how will we come with a government and an alternative parliament for the current after four calendar years on May 15th, the parliament ends, its legitimacy ends completely and the government ends, if there are no elections, who will give us a parliament and a government, unless we go to an internationalization of the Iraqi issue and the Security Council? Make a decision and come and constitute us a government and this is a blow to all the political and democratic experience in the country.

Intervention: Declaring a state of emergency is not an alternative solution?
- We do not have an emergency in the country We have a state of emergency only a month if the government fell if the parliament dropped the government There is a business and emergency for a month until the President of the Republic assigns a new prime minister Either an extended emergency after the end of the period we do not have, The constitution is suspended in this case. The postponement of the elections is in fact a dangerous entrance through which the dictatorship may return. Each side may begin to think in its own way and affect the unity of Iraq and affect the interests of the citizens. we are together Elections strongly not to achieve electoral gain, but in order to pay a certain evil get if the elections are delayed.

viber-636487033600843839.jpg
* The next elections and a coalition of state law ... Will the coalition of state law will continue to run in the next elections or will appear in a new name?
- No state law will remain the same state of law and the new forces, some of them old and some new forces produced by the stage.

[Asharq Al-Awsat] Are your former allies still in the coalition?
Some of them exist and some of them did not exist and will enter with us in the coalitions because it is part of our former coalitions for example Badr now directed them and the rest of the factions to come down on one list and we are on the understanding but we have many factions want to enter the coalition of state law and we want to make sure the validity of these blocks Wishing.

* Talk about two electoral lists in the Dawa Party or the coalition of state law some see it as a political split, while others see that this is under pressure from the election law that it does not allow a list and its size?
It is our right to take the electoral measures that enable us to achieve the elections to compete as much as possible. Therefore, we are in front of the study of the one list and we achieve the required number of seats, or the lists, so the majority believes that the two lists do not Means the split, but is an electoral measure and the two lists under the supervision of the Dawa Party and not far from the Dawa Party, but those who like the existing list and who heads it and as a result one result we meet in one pot.

* Return to the Kurdish issue .. The last axis of our interview What is happening now is when the Federal Court issued a state order and when the Federal Court rejected the referendum of the provincial government vague vague words welcome as an external party is not interested in the subject means Will this relationship continue with the thorny region?
First the referendum was a wrong conspiracy but the referendum ended and ended its effects by the decision of the Federal Court and we should not keep this issue, the Federal Court issued its decision to cancel it and cancel the consequences of it. Second, the Kurds are still under this law and under the Constitution are part of Iraq wanted by those who wanted and refused to refuse , And therefore it is necessary to go beyond this node that got and to return dealing with the region on the basis of constitutional and have what they have and what they have to end the phenomenon of spasm and hostility that resulted because of the referendum, which affected the province much, which lives the internal situation of a state of incompatibility and But I call for the need to contain the crisis and the return of the Kurds to the political process because they are partners, but should be this experience that passed the Governor on all future work, and that the Kurds believe and adhere to the constitutional contexts and take their rights according to the Constitution and assume their responsibilities according to the Constitution, I am enmity

[Asharq Al-Awsat] Do you think, after the next elections, that the Kurds will be an ally?
I will not care about the issue of an alliance and not a coalition, but it is important for me to return the Kurds to the natural national situation and end this state of rivalry and hostility that has occurred and this tension that has happened and calm things and enter the political process and elections when the elections, and when they enter with us and end this page no We will not be allies in the future.

Baghdad News -

According to the newspaper 'Der Stendard' Austrian, the Iraqi Prime Minister, Haider Abadi, did not benefit politically from the victory achieved on the organization of a preacher in Iraq, noting that the electoral list, which will lead, 'looks weak', in light of fierce competition by his opponent waiting Nouri al-Maliki.

The newspaper said in its report that 'the government of Abadi did not benefit politically from the victory on the organization of a preacher, where the list of Abadi electoral, in fact, very weak,' adding that 'Abadi faces strong competition from the former Iraqi Prime Minister Nuri al-Maliki, who Has been held in the arms of the armed factions since its success in the elections in 2014. But his anti-Sunni policy, which resulted in the rise of a calling organization, in addition to the shameful withdrawal of the Iraqi army from the city of Mosul, led to exclusion from the circle of government.

The other potential candidate for prime minister in the next session, not Abadi and Maliki, is the Secretary General of the Badr Organization, Hadi al-Amiri, who is close to Iran. "It is possible that al-Amiri will initiate a unified bloc in order to win the next elections, which would undermine all attempts at reconciliation inside Iraq," she said.

The newspaper pointed out that 'the next step in Iraq will undoubtedly be a political step. But Shi'ite faction leaders do not believe the military should be officially withdrawn from the political arena. Iraqi Prime Minister Haider al-Abadi is trying to block all attempts to participate in May 2018 parliamentary elections. Abadi's attempts are bound to fail.

"Many forecasts suggest that Iran is trying to integrate these factions into the Iraqi army and develop it into the Iranian Revolutionary Guards, while others see Iran as seeking to establish a parallel army in Iraq under its control," the paper says. .

It notes that Hezbollah in Lebanon hosted the Secretary-General of Asa'ib Ahl al-Haq in Iraq, Qais al-Khazali, and took him to the Lebanese-Israeli border.

The newspaper reported that both 'Asaib Ahl al-Haq and the Al-Najaba movement, emanating from it, declared their allegiance to Iran, while confirming that they were fighting in Iraq under the banner of Iran. Recently, the United States has included the two movements on the terrorist lists. The secretary-general of the Al-Najba movement, Akram al-Kaabi, has been on the terrorism list in the United States since 2008.

"These factions have gained considerable experience in the war by fighting against an oppressive organization in Iraq alongside the popular mobilization forces, which include Sunni and Shiite groups, but they do not owe allegiance to Iran or to its spiritual leader, Ali Khamenei," she said. The newspaper says that 'after the elimination of the organization of a preacher in Iraq, it became necessary to determine the fate of Shiite militias in Iraq'.

"Popular forces appear to be independent of the Iraqi army, but many experts see the opposite," she said.

His party: Abadi and Maliki will surprise everyone by running together

Baghdad / Sky Press

A parliamentary source said Tuesday that intensive meetings of the Dawa party have recently been held to discuss his participation in the elections. He stressed that the party leaders will not enter more than one list, pointing out that Abadi and Maliki will all be surprised by the elections under the same dome.

"The party discussed the participation in one list or two lists, but it was stable to enter the elections under the dome of the invitation," the source, a member of the parliamentary advocacy bloc, said in a statement exclusive to Sky Press, denying the talk about the split of Abbadi or al-Maliki on the Dawa Party.

He pointed out that most of the meetings were held with the knowledge and attendance of both Abadi and Maliki, and settled the opinion to run the election under the banner of the Islamic Dawa Party.

He denied the leadership of the Dawa Party, "the existence of differences within the Dawa Party, except for the performance of the government, stressing that" there are no problems in the organization or thought or belief. "

I can’t imagine this. Green Zone Earthquake? Maybe an article to throw people off before the main action?

Maybe keep Your friends close and Your enemies closer?

Abadi may not be totally clean but Nouri al-Maliki has a lot of blood on his hands with all the Crimes Against Humanity. I wonder when the ICC will take Nouri al-Maliki into custody. The ICC prosecuted a significant number of Yugoslavian related authorities culpable of Crimes Against Humanity that is very similar to Nouri al-Maliki and his cohorts.

With the bad ranking Iraq has received regarding corruption, I can’t imagine Nouri al-Maliki staying any length of time. Once Nouri al-Maliki and the others have been removed and reasonable replacements are in place, I suspect Iraq will rocket up the list of “safe countries to invest in for foreign investors”.

I suspect the forthcoming “earthquake news” will be very interesting!

Go Moola Nova!

Western report reveals the most prominent rivals Abadi in the upcoming elections

A report by a Western news website, quoting the most prominent rival of Iraqi Prime Minister Haider al-Abadi, was announced in the upcoming legislative elections scheduled for May 12, 2018.

In its report, Basnews said the Shiite factions of the Popular Popular Militants are "now seeking to compete with the US-backed Abadi in an attempt to re-elect him as prime minister." Noting that "the process of election, depends on the nomination of the largest bloc in parliament to the Prime Minister, who should have the support of two-thirds of the Council of 328 members, if he wanted to win the post."

"Abadi seeks to curb the influence of these factions in politics, but his options are limited, especially when it comes to older and more powerful factions, many of which have close ties to Iran," the report said.

"It will not be able to restrain the forces of the crowd again, it is an evasive and temporary act that tries to keep the crowd out of politics, and this will be impossible," the Washington Post quoted Michael Knights, a fellow at the Washington Institute for Near Eastern Studies, as saying.

In the past two weeks, many factions of the popular militia have pledged to hand over control of their weapons and fighters to the Iraqi government.

The top Shiite cleric in Iraq, Ali al-Sistani, called for arms control by the state and the integration of the popular militias with the security services. He also warned that terrorism had not ended in Iraq. Criticizing Prime Minister Haidar al-Abadi and his government's anti-corruption measures, urging them to move seriously according to the law and not through reviews and media statements.

"The security system must support the fighters who took part in the war against Da'ash (in reference to the Shiite militias) and to hold arms in the hands of the state," Sistani said in a Friday sermon at al-Husseini al-Husseini, delivered on his behalf by his deputy Abdul Mahdi al-Karbalai.

Muqtada al-Sadr, the leader of the Sadrist movement, issued a similar call a few days ago, when he said: "We advise all brothers in the factions of the popular crowd to limit the arms of the state and work to strengthen its centrality and the rule of law." He also demanded that the militias of the crowd be prevented from participating in the upcoming elections .

Sistani said that the fight against "terrorism" in Iraq "has not yet ended," calling on the Iraqi government to continue the security effort.

"We must fight corruption according to legal frameworks and not through media reviews and statements," Sistani said.
"The government must fight corruption seriously, away from formal procedures," he said.

Baghdad / Range

Criticized the Presidency of the Republic, yesterday, the positions of some of the deputies of the initiative, which is planned to be launched by the President of the Republic to resolve the dispute between Baghdad and Erbil.

The Presidency described the deputies' statements as "irresponsible" and said they were aimed at misleading citizens and harming the supreme national interest.
A member of the coalition of state law MP Jassem Mohammed Jaafar, has described the talk of the President of the Republic on preparations for the gathering of Prime Minister Haider Abadi and the head of the government of the region, Nechirvan Barzani, as "the dirt in the eyes," considering that this "difficult to achieve."
The Prime Minister Haider Abadi had boycotted a meeting held by the President of the Republic, on Wednesday, called by the three presidencies and leaders of blocs and parties. He attributed the close to Abadi boycott of the meeting to his refusal to sit at the dialogue table with the Kurdistan Regional Government before implementing the conditions required of them.
MP Majid al-Shankali, a member of the Kurdistan Democratic Bloc, had criticized the prime minister and said he was reluctant to talk to the regional government.
"Prime Minister Haider Abadi, despite his obvious intransigence, is under international pressure, especially from the United States, as well as Germany and France, so the ball is now in his home if he wants to be the prime minister of all of Iraq," he said.
He criticized the media office in the Presidency of the Republic, "contradictory and irresponsible statements aimed at the presidency of the Republic, behind which sources are known for electoral or political narrow, surprising the insistence of some to overlook the facts and lack of care for national unity and the highest interests of the country.
The statement issued by the Presidency of the Republic, issued on Friday and viewed by (the extent) on Saturday, "The contradictory and irresponsible press statements that have been launched by MP Jassim Mohammed Jaafar without assigning himself just scrutiny, included misleading citizens and insulting the presidency and bypassing the assets of communication, when The statement issued by the meeting of the President of the Republic Dr. Fuad Masum with the Vice-Presidents of the Republic, Mr. Nuri al-Maliki and Dr. Iyad Allawi and the absence of the Vice President of the Republic, Mr. Osama Najafi, due to an emergency health exhibitor on Wednesday, 13/12/2017 , Which Called for "the start of an immediate dialogue between the federal government and the Kurdistan Regional Government to be under the auspices of the Presidency of the Republic and technical support to the United Nations aims to restore normal relations between the two sides on the basis of the Constitution and decisions of the Federal Court."
The President of the Republic expressed surprise at the "blatant legal and political contradictions contained in Jaafar's recent statements, as well as seeking to preach the national public opinion by presenting his own positions, not as an expression of his opinion as a parliamentary deputy, which we respect, but as an expression of his political party's position once or His parliamentary bloc once or even the position of the premiership, claiming that he is "very close to her" and is charged with pronouncing her name, while everyone knows that each has a well-known official spokesman. The president accused Jassem Mohammad Jaafar of ignoring "the assertion of the various leaders of the country and the heads of political forces on the absolute necessity of this dialogue, which aims mainly at strengthening national understanding and strengthening the unity of our Iraqi people, especially after the complete victory over terrorism by the heroes of our brave armed forces in all its formations without exception" .
At the same level, the media office in the Presidency of the Republic rejected statements to MP Majed Shankali. Noting that the latter "claimed that the dialogue between the federal government and the Kurdistan Regional Government, which invited him to the presidency of the Republic will start early next year and will be sponsored by a third party UN".
The Presidency of the Republic pointed out that "the dialogue expected will not be under the auspices or supervision of any international or international body whatsoever, but under the auspices of the presidency alone, in reference to the" technical support of the United Nations "required is not supervision or sponsorship in any form.
The Presidency renewed the call to "verify the accuracy of information before the release of such unfortunate statements that may harm the reputation of the country and security and the supreme national interest regardless of the motives behind the self."

Maliki with the postponement of the elections provided the formation of a new government

Baghdad / Mohammed Sabah

The political parties are deliberating a new proposal submitted by one of the blocs to get out of the election crisis. The delay of the poll includes five months, instead of the current date, which coincides with the high temperatures in the summer and the beginning of the month of Ramadan.

However, this scenario clashes with the insistence of Prime Minister Haider Abadi to hold elections on schedule. Abadi avoids participating in meetings that postpone the elections on her agenda. The absence of the prime minister from the meeting of the three presidencies and leaders of parties and blocs, called by the President of the Republic last weekend, to raise speculation about his position on the agenda of the meeting.
And reveals the former MP Haider Mulla (range), the scenes of the meeting of the three presidencies and the heads of political blocs and files that have been discussed. Stressing that the participants agreed to continue the debate on the file of elections, and set a new date for another meeting to be attended by the Prime Minister. "Both Speaker Salim al-Jubouri and Vice President Osama al-Nujaifi and Saleh al-Mutlaq presented at the meeting the view that the holding of elections is subject to the government's commitment to provide the guarantees it undertook to complete the electoral process," Mulla said.
In his frequent meetings with Sunni leaders, most recently with Osama al-Nujaifi, Prime Minister Haidar al-Abadi pledged his government's commitment to provide four guarantees before elections in May. The most important of these guarantees is the return of displaced persons, the non-permitting of armed factions to participate in the elections, and the provision of a safe environment and electronic voting.
The leader of the National Dialogue Front, led by Saleh al-Mutlaq, that "the absence of the Prime Minister from the meeting to a consultative session to discuss the legal and constitutional outages to postpone the upcoming elections." Mulla said that "the Speaker of the House of Representatives Salim al-Jubouri spoke to the groups about the legal and constitutional exits to postpone the elections, based on that the parliamentary session set by the Constitution four calendar years, and as a result there is no objection to the extension of the parliamentary session." The leader of the dialogue front that "al-Maliki responded to the proposal of al-Jubouri the possibility of continuing the work of parliament, but without maintaining the current government, or the formation of a new government." The Constitution of Iraq (article 65 / I) specifies the mandate of the Chamber of Deputies that the duration of the electoral cycle of the Council of Representatives shall be four calendar years, beginning with the first session and ending at the end of the fourth year.
The constitution is vague in relation to the "caretaker government." It is not specified in article 46 (II) of the constitution, which stipulates that "the President of the Republic shall call for general elections in the country within a maximum period Sixty days from the date of the solution, and the Council of Ministers in this case resigned, and continue to conduct daily affairs.
And justified the Dawa Party not to participate Prime Minister in the meeting of the three presidencies and the heads of political blocs to try to avoid the intersection with those who are determined to postpone the upcoming parliamentary elections.
"The Sunni parties that participated in the meeting of the three presidencies and the heads of the political blocs put forward the idea of postponing the elections until the return of the displaced and the stability of the liberated cities," said MP Rasul Abu Hasna, a member of the parliamentary bloc.
Abu Hasna added that "the House of Representatives will end the debate on the postponement of the elections or not when he approves the dates of the elections are fixed within the draft law of the elections of the Council of Representatives and provincial councils," revealing "the existence of initiatives of other political blocs to find a compromise formula between parties calling for postponement and rejectionists" .
The MP Abu Hasna that "the scenario under discussion in the political arena talking about changing the proposed dates for the elections and postponement of a period of five months," noting that "these blocs proposed to hold elections in October instead of next May," adding that the blocks considered This period is sufficient to return all the displaced to their cities. "The deputy of the Dawa Party naming the bloc proposed, saying only that it"
On the position of the Prime Minister of this controversy, Abu Hasna says that "Abbadi is still insisting on holding the elections on schedule," adding that "postponement of the elections is not legally possible, unless decided by both the Federal Court and the Parliament." The Council of Ministers decided to submit the election date from May 15, 2018 to May 12, after having decided to take place in mid-May next.
Last October, the Electoral Commission proposed that the date of the election of the House of Representatives at its fourth session be on Saturday, 12 May 2018. "The meeting was brief, and we were surprised that the prime minister did not attend," said MP Noura al-Bajari, deputy head of the Alliance of Forces. She stressed that the government committed itself to the return of all displaced in the month of March next.
Political sources have revealed to the (extent), the end of last October, the talks conducted by the Union of Forces with the National Alliance to determine the fate of the elections. The talks held in the presence of al-Maliki, on the eve of the vote on the Electoral Commission, led to agreement on the formation of a six-member committee to consider the issue. On 28 September, Al-Mada revealed a request by the Sunni forces to the United Nations Mission in Iraq (UNAMI) calling for postponement of the elections until further notice, citing the delay in the reconstruction of the western provinces and the non-return of all displaced persons to their areas. "The postponement of the elections is aimed at the return of all displaced people and the reconstruction of their cities to ensure their participation in the upcoming local and parliamentary elections." And ruled out holding elections "in light of these conditions and limitations in Western cities."

24 million Iraqis will participate in the elections, 44% of them recorded a record

 Baghdad / Mohammed Sabah

Concurrently with the closure of the registration of parties, the Commission announced yesterday the registration of 200 political entities, including thirty have obtained establishment licenses conditional on the completion of registration procedures later.

As the Commission continues to prepare for the elections scheduled for next May, but members of the legal committee ruled out the elections because of the request of Sunni and Kurdish forces to postpone. They spoke of several scenarios of postponement, including five-month delay in voting.
Karim al-Tamimi, spokesman for the Electoral Commission, told (Al-Mada) that "the parties that have been granted leave to establish more than 200 parties." "On Monday, December 25, it will be the last date for the registration of parties that intend to participate in the upcoming parliamentary and local elections."
Last week, the Electoral Commission announced the extension of party registration until the end of official working hours on December 25, and the extension of registration of electoral alliances until the end of official working hours on January 7.
The Electoral Commission extended the deadline for the registration of parties in an attempt to open participation in the forthcoming elections to the largest possible number of political entities.
"The process of registering parties continues throughout the year without any interruption to the parties that do not intend to participate in the elections," said a member of the council. He stressed that "the Electoral Commission will announce on Tuesday the numbers of parties that are entitled to participate in the electoral process, which the government has scheduled for the next May."
The Council of Ministers decided, at its last meeting, to submit the date of the local elections, from 15 May 2018 to 12 May.
The Council of Ministers has already set, in October last, mid-May next date for the parliamentary elections. He affirmed his commitment to providing the safe and necessary environment for holding elections, returning displaced persons to their areas and voting electronically.
In October, the Electoral Commission proposed that Saturday, 12 May 2018, be the date for the election of the Chamber of Deputies for its fourth session.
Due to the delay in reviewing the files of the parties in the accountability and justice and forensic evidence, the Electoral Commission resorted to granting conditional establishment permits, under which the parties undertake not to include members of the procedures of accountability and justice.
In this context, Karim al-Tamimi revealed that "the existence of more than thirty parties granted conditional leave until the completion of the audit of its members by the accountability and justice and forensic evidence," and noted that "170 parties to the leaves of fundamentalism after the completion of all procedures and conditions of technical, administrative and financial."
The member of the Council of the Commission that it "continues in its meetings with the Legal Committee in the House of Representatives, which revolves in its entirety on the implementation of some minor amendments to the laws in force for local and parliamentary elections," noting that the amendments do not exceed seven items only.
The Electoral Commission, in November last year, the Presidency of the House of Representatives and the financial and legal committees "to accelerate the legislation of the provincial elections and the Parliament in a period not to exceed the middle of December next," warning that the lack of legislation of these laws will push them to work in accordance with the laws in force.
On the nature of the amendments proposed by the Electoral Commission, Karim al-Tamimi explained that it "includes the number of candidates in each constituency, the testimony and age of the candidate, in addition to the electoral system, the mechanism of counting and electronic counting, which will replace the manual, and the special vote, which will take place 48 hours before the date of the general vote" .
"The Commission has agreed with some members of the Legal Committee in the House of Representatives to make minor amendments to the electoral law," Tamimi said, adding that "the Electoral Commission began to implement the law that has been in effect since the beginning of the process of updating the voter register. He revealed that "open the door of electoral alliances on 27/12, and will close on the seventh of next month."
A member of the Electoral Commission said that "the period of updating the voter register ended after 37 months," adding that "the number of voters reached 24 million allowed to vote after the rate of modernization 44%." He said "the modernization of the records of 270 thousand and give them a modern biometric cards through the mobile teams."
On the financial allocations requested by the Commission earlier to complete preparations, said Tamimi that "
Members of the Legal Committee continue their consultations with the Electoral Commission on amendments to the two influential laws, with a view to facilitating their subsequent passage in the House of Representatives.
MP Hassan al-Shammari, a member of the legal committee, describes the meetings between the Electoral Commission and the members of the legal committee as "individual and does not represent the opinion of the parliamentary legal committee." He denied holding a formal meeting between the legal committee and the commission to discuss election laws.
Al-Shammari said in a statement to Al-Mada that "the ideas reached to the Commission in terms of the election law are personal and individual ideas," calling on the Electoral Commission to "be concerned with the implementation of its procedures and not dictate to the House of Representatives amendments that you want."
A member of the Legal Committee that "
The member of the virtue bloc that "the amendments before it a long legislative track, require discussion of the law in detail and thoughtful of all parties and blocs and parliamentary committees."
Al-Shammari revealed that the Commission sent a letter to the parliamentary legal committee demanding that some amendments be made to the electoral law. "But it is not the mandate of the Commission to determine the amendments to be made to the electoral law, but the task of the House of Representatives legislative."
And on the fate of the elections, whose claims for postponement are rising, said a member of the virtue bloc that "the dates proposed by the Council of Ministers for the elections need to be ratified by the House of Representatives."
"The Shammari that" the Union of Iraqi forces and Kurdish forces are demanding to postpone the dates of the elections. " He stresses that "the House of Representatives is able to change the dates proposed by the government and the adoption of new timing as he deems appropriate." He considered that "the dates of elections and the decision or extension and postponement is up to the House of Representatives."
The former Minister of Justice, "I expect to postpone the elections by 50% given the existing data and presented within the parliamentary blocs." He pointed out that "the existence of a scenario to be studied between the parliamentary blocs to postpone the elections to the month of October next of 2018." "Everything is in this country."
The political parties are deliberating a new proposal submitted by one of the blocs to get out of the election crisis, including a delay of five months, instead of the current date.
