yota691
Kirkuk offers a service "political" great for "Abadi" and paving the way for a third term !! 19-10-2017 03:23 PM Readers Baghdad News - The newspaper 'Arabs' London, in a report published on Thursday, the echo of the Kurdish referendum held by the Kurdistan region to serve the Prime Minister Haider Abadi at the political level, and expected fierce competition between Abadi and Nouri al-Maliki in the elections, indicated that the alignment behind Abadi will not Continue. The newspaper said in its report that 'the referendum conducted by the Kurds of Iraq on the independence of their territory, and the subsequent events ended in the restoration of Baghdad to a number of disputed areas, most notably Kirkuk oil-rich, served a great political service to Iraqi Prime Minister Haider Abadi, who won the honor of preserving the territorial integrity To Iraq after he was the hero of the liberation of its regions of the organization of the preacher '.She added that these two factors will provide great support for Abadi to renew his term at the head of the Iraqi government during the upcoming elections scheduled for the spring of 2018 and support him to stand up to fierce rivals from within his Shiite political family, the first of which is Nuri al-Maliki, former prime minister and leader of the Islamic Dawa Party Belongs to Abadi himself. ' "Despite the great influence that Maliki still has in Iraq and derives from his arms extended within the organs of the state and from his alliance with senior leaders of the Shiite factions, most notably the leader of the Badr Organization Hadi al-Ameri, but his rival to the prime minister became more difficult with the accumulation of achievements calculated within The last and most recent restoration of Kirkuk. She pointed out that 'Maliki will face in the competition Abbadi paradox shocking and visible to the fact that the preacher occupied more than a third of the territory of Iraq under his rule, and the Kurds of the country have extended the borders of their territory outside what is known as the limits of 2003 in the same era. While liberating from urging and returning the Kurds to their old border in the era of Abbadi '. "It is not only that Maliki's task in competing for the post of prime minister, but also what is wearing his political reputation is the responsibility for the weakness and decline that hurt the Iraqi state in various sectors and areas, and corruption that permeated the various joints, during his two terms of government Which extended from 2006 to 2014 and ended with the collapse of the Iraqi armed forces and the control of the organization calling on large areas in northern Iraq and west to the outskirts of the capital Baghdad and some of its southern suburbs in Babil province."In the past few days, Iraqi forces have entered the disputed areas between the Kurds and the central government and pushed the Kurdish Peshmerga forces to the pre-invasion borders of the country in 2014 without a military confrontation except for some skirmishes, Limited of the dead and wounded among the Kurdish forces, the Iraqi political front appeared fully unified behind the decision Haider Abadi to recover Kirkuk and other areas'.The newspaper pointed out in its report that 'the Shiite forces and figures, including Nuri al-Maliki, showed support for the Prime Minister's decision and provided him with the political and media cover, in order to participate in the achievement on the one hand, and aligned, on the other hand, and Iran, The hands of the Kurds, because the fact that Tehran is like Ankara is directly concerned with the establishment of the Kurdish state in its infancy because if it is born, it will not delay in claiming the lands of the Kurds in Iran, Turkey and Syria. However, the Shiite forces showed their rupture between the support of Abadi and the fear of the rise of political shares, and went to criticism and bidding by accusing him of a lack of firmness towards Kurdish leaders who supported the referendum, led by the President of the Kurdistan region of Iraq Massoud Barzani, demanding him to arrest and trial."The line-up behind Abbadi will not last long as the Shiite political family is expected to resume their escalating anxieties as the election approaches. And are preparing to resume the battle over the composition of the Electoral Commission, which had begun recently, but the events of Kirkuk blocked and put them down until '. "The Iraqis argue that the rise to power in Iraq is not dependent on programs, policies and achievements, as it is the result of internal consensus and external transactions, which since 2003 Iran has been a key party. However, Tehran can not bet on a losing horse, but on a reliable party, and so far Haider al-Abadi, who has tested him in the case of Kurdish independence and seems to have passed the test. Wiljor
October 22, 2017 Around 8 p.m. on Oct. 15, an Iranian general from the powerful Islamic Revolutionary Guard Corps (IRGC) accompanied by Iraqi Commanders Abu Mahdi al-Muhandis and Hadi al-Ameri sat down with the Kurdish commanders in Kirkuk. The IRGC commander, known only by his surname, Eqbalpour, who works closely with Quds Force chief Qasem Soleimani (pictured), told the Kurds to give up the city peacefully. “If you resist, we will crush you and you will lose everything,” the general warned the peshmerga commanders, a source with intimate knowledge of the meeting told Al-Monitor. The Kurdish leadership had turned down repeated requests by Soleimani to cancel the Sept. 25 independence referendum, to his indignation. The peshmerga commanders who had fought Saddam Hussein’s army alongside Soleimani and other IRGC commanders in the 1980s knew that the Quds Force commander would take his revenge. After consulting with the top Kurdish leadership, the peshmerga commanders told Eqbalpour that they would not give up Kirkuk. The Iranian commander took out a map of the area and spread it out in front of his Kurdish counterparts. “This is our military plan. We will hit you tonight from three points — here, here and here,” the Quds Force officer stated, and then left the meeting with his entourage. Not far from the main Patriotic Union of Kurdistan (PUK) building in Kirkuk, where the meeting took place, a group of American military advisers sat at the sprawling K1 air base. The soldiers would keep their silence as Soleimani and the Iraqis orchestrated the attacks on Kirkuk. One Kurdish official even suggested that there must have been an international agreement to launch such a coordinated strike. The Kurds were in for a big surprise. businessnews http://iraqdailyjournal.com/story-z16085740
Popular Post The Englishman
Test of Baghdad’s sincerity to Kurds, implementation of Article 140 As Iranian-backed Hashd al-Shaabi militia forces armed with US-supplied tanks, Humvees, and artillery streamed into Kirkuk and disputed territories, it left Erbil and Baghdad on the verge of a full-blown war. Amid the current chaos, it is easy to forget a political solution to Kirkuk, and all such territories, is already enshrined in Iraqi legislature which Baghdad has failed to implement. As Kurds agreed to a voluntary union in 2003 as part of the post-Saddam Hussein Iraq, a resolution to the status of Kirkuk was at the top of the discussions. Article 58 of the Transitional Administrative Law outlined a resolution for Kirkuk before it was succeeded by Article 140 of the Iraqi Constitution agreed in 2005. Under Article 140, after a period of normalization, reversing the systematic Arabization policies under the former Iraqi dictator, a census would be held, and, eventually, a referendum to decide if the population wanted to join the Kurdistan Region. The deadline to implement these measures was at the end of 2007. The status of these territories would not remain unclear or disputed 10 years later if Baghdad had implemented this key constitutional article. The question is not only what is in the constitution but also how to ensure all sides are committed to its implementation even if it may come to the detriment of one side. Baghdad clearly dragged its heels over Article 140, as it was highly likely that its implementation would have seen all such territories legally incorporated into Kurdistan. It did not even implement a national census, as a Kurdish majority would give credibility to Kurdish claims over the city. Baghdad created a legislative and political crisis by not implementing the constitution and then decided to impose a solution to the ensuing fallout with a military response. Iraqi and US officials have continuously pointed to the resolution of all Erbil-Baghdad issues in accordance with the constitution. This is a facade if Baghdad does not adhere to such constitutional articles. After days of an indifferent US response to the Iranian-backed offensive that emboldened Iraqi forces as they reached the outskirts of Erbil, the US gave a more encouraging statement after the Hashd al-Shaabi-led assault on Pirde. US State Department Spokesperson Heather Nauert stressed, “The reassertion of federal authority over disputed areas in no way changes their status.” “They remain disputed until their status is resolved in accordance with the Iraqi Constitution,” Nauert added. Importantly, Article 140 should be implemented as per legislature, with no special status for Kirkuk that many in Baghdad desire to dilute prospective Kurdish gains. Pointing to the multi-ethnic setup of Kirkuk, Iraqi Prime Minister Haider al-Abadi previously stated, “Kirkuk is for all the people of Kirkuk with all its communities.” “I think the issue should not be dealt with in the context of majority because that is the matter of coexistence and coexistence means living in one frame,” Abadi insisted. Abadi’s statement is an example of obstacles created for the implementation of the article. As the Kurdistan leadership have highlighted, if Kurds are a majority, it does not mean the sidelining of Arabs or Turkmen or peaceful co-existence. Moreover, the results of any referendum under Article 140 are no less different if the majority vote to join the Kurdistan Region. Mosul, like many other Iraqi cities, is a multi-ethnic city. Would Baghdad also propose a special status for Mosul? Any subsequent failure to implement Article 140 not only speaks volumes about the sincerity of Baghdad to the principles of partnership and federalism, but it also condones the decades of brutal Arabization policies under Hussein that Article 140 served to address. Whether its hydrocarbon laws, Article 140 or other federal government obligations to Kurdistan, Baghdad must show it can implement the constitution in full, even if the outcome is not always to its liking. http://www.kurdistan24.net/en/opinion/f7cb6d66-7fb9-4bd5-9cf6-4c84b1d7da3e 4
