Kurdistan Democratic Party (KDP) media official Said Mamuzini said on Monday that Kurdistan is waiting for an official invitation from Baghdad to start dialogue to resolve differences between the two sides.

"The Kurdistan Regional Government welcomed the calls of the Supreme Religious Leader Ali al-Sistani, as well as the invitation of Prime Minister Haider al-Abadi for dialogue and negotiation," Mamuzini said in a statement to Mawazin News.

The official added that "Kurdistan is waiting for an official invitation from the Government of Baghdad to send our delegation to start dialogue and negotiation, as the invitations are still oral," stressing "the need for all parties to the Constitution to resolve all outstanding issues."

A statement issued by Mawazine News said that during the meeting they discussed the political and security developments in Iraq and the region and the requirements of the next phase within the framework of a comprehensive dialogue that includes all political forces to get out of the crisis in which the country is going through.

The participants stressed "the need to end the file of displaced persons and return them to their liberated areas, through the creation of all conditions and requirements to restore life to cities affected by terrorism."

The meeting touched on the efforts exerted to start a comprehensive dialogue with the participation of all parties to resolve all controversial issues that would contribute to the stability and security of the country.

The meeting also discussed the opening of a serious dialogue to resolve the crisis facing the country and to stand on the most important and controversial issues in accordance with the constitution. They stressed that the current stage requires the partners of the political process to shoulder their responsibilities to the people to improve their situation and protect them from any repercussions that may contribute to destabilizing their security. Which our security forces have done against a terrorist organization.

The two sides discussed ways of cooperation and coordination between the partners of the political process in order to address outstanding problems and consolidate the pillars of the democratic process and focus on the unity of the country and impose state control over all regions of the country in accordance with the Constitution.

ERBIL, Kurdistan Region – Continued Iraqi military operations are hindering efforts to start dialogue between Erbil and Baghdad, Kurdistan Region Prime Minister Nechirvan Barzani told reporters after heading a government meeting on the mass civilian displacement from Kirkuk and other disputed areas.
 
His comments came as Kurdistan’s Security Council issued warned that Iraqi forces were building up on the Kurdistan Region borders.
 
Kurds are still reeling from last week’s loss of the disputed areas, which were taken over by Iraqi forces. At least two political parties have called for the regional government to be dissolved and for the president and vice president to resign.
 
PM Barzani said the Kurdish people have been through worse times and he is hopeful they will rise again. 
 
He said his government welcomes calls for a peaceful resolution to the crisis that have come from the international community, influential cleric Grand Ayatollah Sistani, and Iraqi Prime Minister Haider al-Abadi. There is, however, no schedule yet to send a delegation to Baghdad, he said.
 
“If we hear from Baghdad, we are in fact ready to send a delegation to have serious talks, to open a new page, to have serious meetings, and to resolve all the problems in the framework of the Iraq constitution in a peaceful way,” PM Barzani said. 
 
“The biggest problem is that their military operations are continuing in many places. Unfortunately continued military operations will both affect the stability of these areas and will definitely make problems for this process that is to happen – dialogue.”
 
The Iraqi PM just completed a regional tour that took him to Saudi Arabia, Jordan, and Egypt where he received messages of support for the protection of a united Iraq, a blow to Kurdish independence aspirations after 92.7 percent of voters supported separation from Iraq in last week’s referendum.
 
PM Abadi, who is expected to visit Turkey this week, has said that the Kurdish referendum is dead. 
 
Asked about the call from Gorran, Kurdistan’s second-largest party, to dissolve the government and for President Masoud Barzani to leave his office, PM Barzani said they are open to listening to the concerns of Gorran and other parties, but stressed that the current government is inclusive.
 
He said that President Barzani has never denied that his term, which expired in 2013, in office is over and has vowed that he will not run for office again.
 
He said the president, who is his uncle, will respect the region’s laws and hinted that the reasons for keeping the president in office beyond his term no longer exist, mainly the war against ISIS.
 
The Kurdistan Region’s election commission has stopped preparations for parliamentary and presidential elections set for November 1 because of a lack of candidates and the unstable situation. The parliament is expected to convene this week to discuss the elections, as well as confrontations between the Peshmerga and Iraqi forces in the disputed areas. 
 
Asked about sentiments among Kurds that the loss of Kirkuk has no parallel in the nation’s century-long quest for independence, PM Barzani expressed faith in Kurds’ resiliency.  
 
“I believe that Kurds had seen even worse situations that we experienced and survived.  What is important is how we will survive this situation. What is important now is the unity of the Kurdistani house,” he said. 
 
Unity is needed now more than ever to fight those who plot to divide Kurds, he said, stressing that the blame game between Kurdish political parties will not matter. 
 
“It is not time for anyone to trade blame. It is time for unity,” he said, leaving it to historians to assess what went wrong last week.
 
Russia's Foreign Minister Sergey Lavrov said on Monday at a joint press conference in Moscow with his Iraqi counterpart that Russia would continue business and diplomatic ties with the Kurdistan Region, but in coordination with Baghdad.
 
PM Barzani welcomed Lavrov’s remarks, but asserted that the Kurdistan Region is entitled to sign oil and gas contracts with foreign companies. Such business deals “do not have anything with politics,” he said.
 
Asked about the international support, PM Barzani said with a smile that every country has expressed in words that they support solving problems in light of the Iraqi constitution. “We have to see in the future how that unfolds in practice,” Barzani said. 
 
Kurdistani parties excluding Gorran and Komal have commissioned the government to hold talks with Baghdad. The Kurdistan Regional Government has welcomed in particular an initiative from the United States that calls for a ceasefire, talks to begin between the two governments, and resolving the disputed territories as per the Iraqi constitution.

The Prime Minister of the Kurdistan Regional Government, Najirvan Barzani, said that the outstanding problems will be resolved with the Baghdad government through dialogue, adding that everyone needs to unite and work together to overcome the current stage.

He pointed out that the number of displaced from Kirkuk and Tuzhurmatu reached one hundred and fifty thousand citizens, and the government of the Territory continues contacts with the United Nations to provide the necessary assistance to the displaced, expressing thanks to the people of Kurdistan for their support to their brothers displaced and continuing so far.

Noting that the salaries of the staff of the region will be distributed in the near future and the delay was the result of some technical problems in the region.

The head of the Kurdistan Regional Government of Kurdistan, Najirvan Barzani, said that the region is looking for a serious dialogue with Baghdad to resolve the problems, explaining the displacement of about 150 thousand displaced people from Kirkuk since the crisis began, and the majority went to Sulaymaniyah and Arbil.

That's why Iraq need HCL and National Oil Company Law ASAP in place. So nobody can say anything about national wealth.

The Council of Sulaymaniyah, on Tuesday, announced its decision to visit Baghdad and dialogue with the federal government to resolve the existing differences.

A source familiar with the reporter / Mawazin News /, "The Council of the province of Sulaymaniyah held today, an emergency session to discuss the internal situation in Kurdistan and recent events in Kirkuk."

Called on the leader of the Union of Power Haider Mulla, on Wednesday, the federal government to agree to start dialogue with the region, pointing out that the conditions of Baghdad on Arbil have been achieved.

The Kurdistan Regional Government (KRG) proposed freezing the results of the referendum process, while calling for a halt to all military operations, calling for an open dialogue between the regional government and the federal government on the basis of the constitution. 

The Kurdistan Regional Government said in a statement that "the situation and the danger that is exposed to Kurdistan and Iraq, impose on everyone to be the level of historical responsibility, and not to push things to the state of fighting between the Iraqi forces and the Peshmerga." 

"The attacks and clashes between the Iraqi forces and the Peshmerga since October 16, 2017 and today, led to casualties from both sides and may lead to a war of attrition and thus to the destruction of the social fabric among the components of Iraq." 

The Kurdistan Regional Government said that "fighting between the two sides does not impose the victory of any party, but leads the country to total destruction and in all aspects of life."

The Kurdistan Regional Government said that, from the position of responsibility towards the people of Kurdistan and Iraq, the following is presented to the government and Iraqi and international public opinion: 

1. Immediately cease fire and stop all military operations in the Kurdistan region. 

2 - freezing the results of the referendum process conducted in Kurdistan Iraq.

UN Special Representative to Iraq Jan Kubic called for a truce between Erbil and Baghdad and urged both sides to negotiate according to the constitution. 

"The anniversary of the entry into force of the UN Charter comes at a time when Iraq is undergoing a major change," Kubic said in a statement marking the United Nations Day.

The statement added that it "defeated the organization of calling the terrorist on a large scale, although he is still an enemy and is still facing it is a priority. This has enabled many of the millions of citizens displaced as a result of this conflict to return to their homes and rebuild their lives. It is also an opportunity to review and reform the functioning of the political system in a way that opens up all components, minorities and all Iraqis in Iraq, as well as new horizons as equal citizens with rights and opportunities, putting an end to the recurrent cycles of violence and terrorism. But once Iraq breathed a sigh of relief with a crushing defeat until recently it faced another crisis, this time between Baghdad and Erbil. The statement pointed out that 'the United Nations closely monitors the situation, while providing humanitarian support to those recently displaced and raise issues of human rights violations as required, always guided by the principle of neutrality and in the interests of the people of Iraq, including the Kurdistan Region, at the heart of its work . 

The Special Representative of the Secretary-General expressed his confidence that, despite recent tensions, Iraq would be able to overcome this crisis and offer the good offices of the United Nations Assistance Mission for Iraq (UNAMI) to facilitate dialogue if requested by both sides.

"The solution lies primarily in the cessation of military activities and pacification, including the termination of inflammatory statements and escalatory actions, in the ongoing coordination of the military and security situation in the disputed areas when necessary, in compliance with the Green Line for 2003, Partnership and negotiations between Baghdad and Erbil on the basis of the Constitution. This is very important to maintain unity, re-establish stability in the country and peaceful coexistence of all components and minorities on the basis of equal rights and justice for all citizens of Iraq under good democratic governance.

"Both sides have publicly expressed their willingness to engage in dialogue and negotiations on the basis of the Constitution. The United Nations is ready to help, if requested, as it has already begun to deal with humanitarian and human rights abuses that also occur tragically in Tuz Khurmato, Kirkuk and some other places. 

The statement pointed out that 'we are confident that the governments of Iraq and the Kurdistan Region, as they supported the defeat of an advocate, can work together to overcome their differences through dialogue and away from confrontation to resolve all outstanding issues in line with the Constitution'.

Tillerson calls on Abadi to accept the initiative of Erbil on dialogue

(Reuters) - US Secretary of State Rex Tillerson called on Iraqi Prime Minister Haider al-Abadi to accept an initiative by the North's administration to start talks on the basis of the country's constitution.

This came in a press statement made by Tillerson during his participation in a seminar in Geneva, Switzerland, on Thursday evening, noting that he had a telephone conversation with Abadi, and the President of the region, Massoud Barzani.

Tillerson expressed his country's readiness to support Baghdad and Erbil , to reach a "unified federal democratic Iraq," and called on the federal forces and regional forces, the Peshmerga, to avoid clashes.

"The tension that erupted in northern Iraq, last month (September) is worrying, America is friendly to Iraq and the region," he said, referring to Erbil held an unconstitutional referendum on secession, on 25 of last month. "We are disappointed that the parties have not reached a peaceful solution."

The US minister stressed that Iraq, under the leadership of Abbadi, fought a successful war against the organization of the "state" terrorist, was able to liberate 90 percent of the areas controlled by the organization.

On Wednesday, the administration of northern Iraq launched an initiative to freeze the results of the referendum, stop all military operations and start a dialogue with the central government on the basis of the country's constitution.

Abadi responded to the proposal by saying that his government "will only accept the cancellation of the referendum on false secession."

In another context, Tillerson pointed out that his country is not working to cancel all relations between Iraq and Iran, but added that Baghdad must develop its own capabilities, and the United States to resist the Iranian influence in Iraq.

"The Iraqis are Arabs, not Arabs, whether they are Sunnis or Shiites. I think the Saudis are willing to resume their relations with the (Iraqis) who are associated with them with old tribal brothers," he said.

With regard to the Gulf crisis, Tilerson stressed that the problem should be resolved as soon as possible.

He stressed that the United States, concerned and disturbed by the comprehensive consequences of the Gulf crisis, indicating that they will continue to support steps to resolve the crisis by working closely with the States concerned.

The Gulf has been hit by a severe crisis since June 5 after Saudi Arabia, Egypt, the United Arab Emirates and Bahrain cut off ties with Qatar on the grounds of their "support for terrorism," which Doha denied, saying it was facing a "campaign of fabrications and lies."
