Secretary Mnuchin Leads Middle East Trip Focused on Combatting Terrorist Financing

Include Meetings with Saudi Arabia, Israel, UAE, Qatar and Regional Stakeholders
 
WASHINGTON – Today, the U.S. Department of the Treasury announced some of the key engagements that will occur during Secretary Steven T. Mnuchin’s upcoming trip to the Middle East. This White House support mission is a follow-up to President Donald J. Trump’s first foreign trip in May, when he visited the region to announce the Terrorist Financing Targeting Center (TFTC) Memorandum of Understanding. Secretary Mnuchin, accompanied by Under Secretary for Terrorism and Financial Intelligence Sigal Mandelker, will lead a delegation that includes senior Treasury staff and members of the media to discuss the TFTC partnership, and other important national security initiatives to combat terrorism and illicit finance.
 
While in Saudi Arabia, Secretary Mnuchin will commemorate the opening of the TFTC, deliver the keynote address to the Future Investment Initiative summit, and meet with his official government counterparts. The Secretary will proceed to Israel to meet with Prime Minister Benjamin Netanyahu to discuss terrorist financing and other national security issues. The Secretary will then hold meetings on terrorist financing with his official government counterparts in the United Arab Emirates and Qatar.
 
“Our Middle East trip will focus on combatting terrorist financing and illicit activities, while building on the important national security and anti-terrorism initiatives that developed from the President’s successful visit to the region in May. Our trip includes meetings with Gulf partners essential to the development of the Terrorist Financing Targeting Center, and will expand the dialogue on efforts to combat terrorism in new and impactful ways,” said Secretary Mnuchin. “Our trip will include official meetings and events with leaders from Saudi Arabia, Israel, the UAE, and Qatar, and with stakeholders across the region to strengthen our shared resolve to counter the financing of terrorism. We will engage partners in the Middle East on the Trump administration’s new strategy toward countering the destabilizing influence of Iran in the region.”

  • Wednesday, October 25, 2017 Riyadh, Saudi Arabia – Secretary Mnuchin will commemorate the Terrorist Financing Targeting Center, and deliver the keynote address at the Future Investment Initiative summit. The Secretary and the delegation are pursuing bilateral meetings with official government counterparts, including with the Minister of Finance, Mohammed Al-Jadaan, and others.
Thursday, October 26, 2017 Jerusalem – Secretary Mnuchin and the delegation will participate in a series of meetings and events in Israel, including a meeting with Prime Minister Benjamin Netanyahu to discuss terrorist financing and other national security issues. Friday, October 27, 2017 Jerusalem – Secretary Mnuchin and the delegation will participate in a business roundtable, have a bilateral meeting to discuss terrorist financing with Israeli Minister of Finance, Moshe Kahlon, and participate in official events. Saturday, October 28, 2017 Jerusalem and Dubai – Secretary Mnuchin and the delegation will participate in official meetings and events. Sunday, October 29, 2017 Abu Dhabi, United Arab Emirates – Secretary Mnuchin and the delegation are pursuing bilateral meetings with official government counterparts in U.A.E. to discuss terrorist financing, including with UAE Minister of State for Financial Affairs, H.E. Al-Sabah publishes the joint statement between the Republic of Iraq and Saudi Arabia.

Following is the text of the statement, quoting the official Saudi news agency on the results of the first meeting of the Iraqi-Saudi Coordination Council:

Under the patronage and blessing of Iraqi Prime Minister Dr. Haider Al-Abbadi and the Custodian of the Two Holy Mosques King Salman bin Abdul Aziz Al-Saud and in the presence of US Secretary of State Rick Tillerson, On Sunday 22 October 2017, the minutes of the establishment of the Saudi-Iraqi Coordinating Council were signed.

The first meeting of the Council, which aims at consultation and coordination on issues of mutual interest, was also held and cooperation between the two sides in various fields was strengthened.

The members of the Council thanked the leaders of the two countries for their generous patronage and support for the promotion of relations to serve the aspirations of the governments and peoples of both countries.

The two sides stressed the common denominator between the two countries and peoples of the two brotherly ties of religion, brotherhood, neighborliness, brotherhood and common destiny.

The Council also commended the achievements made by the Iraqi Government in liberating areas that had been defiled by terrorism and the extension of State authority over Iraqi territory.

The two sides expressed their satisfaction with the direction of the oil market to recover as a result of the agreement of the OPEC countries with ten countries from outside the Organization, and stressed the importance of full commitment by all countries participating in this agreement until the balance is targeted, and the two sides will work closely to take the necessary measures after the end of the current agreement according to market data .

The Council briefed the Council on the results of the Kingdom's participation in the Baghdad International Fair, which was a special contribution to the promotion of economic and trade relations. The Saudi side also noted the level of welcome and hospitality enjoyed by the Saudi delegation from the reception to the departure.

The two sides stressed the need to work together to reduce the obstacles and facilitate the entry of exports between the two countries.

They also agreed to develop the partnership between the private sector in the two countries and to allow businessmen to learn about trade and investment opportunities, adopt effective means to help them exploit them, and encourage the exchange of technical and scientific expertise and scientific research between the two countries.

The Saudi side will also study the possibility of cooperating in the rehabilitation of Jamwa Samawa road, completing the implementation of the road pilgrimage in Anbar province, and studying the technical and economic feasibility of the Saudi-Iraqi electricity link project.

The Iraqi side also thanked the Kingdom for its initiative in studying the implementation of customs ports, which will contribute to facilitate trade exchange between the two countries.

The two sides reached an agreement on the opening of border ports and the development of ports, roads and border areas, and agreed to review the agreement for customs cooperation between the two countries, and study the trade exchange between the two countries.

Air Arabia has been re-operated from the Kingdom of Saudi Arabia to the Republic of Iraq, a consulate for Saudi Arabia has been opened in Iraq, an office of TAQA in Iraq has been opened and the SABIC office in Iraq has reopened.

The two sides also agreed that the Saudi company Salik will obtain a license to invest in Iraq in the agricultural field from the Anbar Investment Commission in Iraq, in addition to benefiting Saudi Arabia from the economic cities available in Iraq to be an agricultural and industrial source that contribute to enhancing agricultural investment to achieve food security for the two countries.

As part of the promotion of bilateral relations, it was agreed that Saudi Arabia would participate in exhibitions in the Republic of Iraq, including the Baghdad International Fair and the Basra Specialized Oil and Gas Exhibition, as well as the Business and Investment Forum, which brings together Saudi businessmen with their Iraqi counterparts.

During the first meeting of the Council, the two sides discussed the priorities of the work of the Council during the next two years, and the governance of its work, and the formation of a working group of the two parties to study them.

They also agreed to hold the second meeting of the Council in Baghdad, in the presence of their Excellencies

Abadi discusses the Iraqi vision for the future of the region

DOHA, Qatar – US Secretary of State Rex Tillerson says that the recent movement of Iraqi forces into areas in northern Iraq was aimed at bringing Iraqi control to areas it held before the ISIS war and that Washington has urged the Iraqis and Peshmerga to avoid confrontation, adding that many Kurdish rights and expectations have not been met by Baghdad and that Prime Minister Abadi has promised to commit to the constitution.
 
"So a lot of this movement that you’re watching and reporting on is really the Peshmerga forces repositioning to locations that they were prior to that fighting and Iraqi forces needing to relocate to locations prior to the fighting as well, and respect what have been the agreed-upon boundaries between the autonomous Kurdistan region and the rest of Iraq." "So we have encouraged that the parties do that, that they re-establish themselves in accordance with those previously agreed boundaries. "The Kurdish people have a number of unfulfilled expectations, rights that were promised them under the constitution that were never delivered upon, and so there are a number of actions that need to be taken by the parties to fulfill the Iraqi constitution itself."

Speaking in Doha with his Qatari counterpart, Tillerson said that areas came the under the control of different forces during the ISIS war that have to be realigned now.
 
"Our view is that there was a lot of movement of forces, whether they be Peshmerga forces or movement of Iraqi coalition forces, during the war to defeat ISIS, and this was all very well coordinated under the prime minister – Prime Minister Abadi’s leadership, also working with coalition forces as well to defeat Daesh. I think there was always a general understanding though that once the war to defeat Daesh was completed and areas were liberated and they were secure, that everyone would return to their positions where they were located prior to the emergence of Daesh in 2014."
 
According to the US Secretary of State Iraq's PM Abadi has promised to meet his obligations and commit to the constitution.
 
He said: "Prime Minister Abadi has, I think, made it clear his commitment to follow through on those constitutional obligations, and we hope the Kurds will engage with Baghdad in a very productive way to see that the constitution is fully implemented. I think many of the Kurds’ concerns will be addressed through that process. So we encourage the parties to not escalate the situation, not lead to conflict, and stay coordinated, and not forget that the war to defeat Daesh is not yet over and that remains the greatest threat to Iraq."

BAGHDAD (AFP) - US Secretary of State Rex Tillerson is expected to arrive in the Iraqi capital on Monday evening to meet Prime Minister Haider al-Abadi, an official in the prime minister's office told AFP.

"Mr. Tillerson is expected to arrive in Baghdad on Monday evening to meet with Mr. Abadi, who has returned from his tour of Riyadh, Cairo and Amman," the official said, adding that "the time has not yet been determined."

The visit comes after the Iraqi government responded to the remarks of Wilson after meeting with Abadi in Riyadh on Sunday.

"A source close to the prime minister" expressed his "surprise at the statements attributed to the US Secretary of State on the popular mobilization," he said, stressing that "no one has the right to interfere in Iraqi affairs."

"The fighters in the Popular Lobby are Iraqi nationalists who have made great sacrifices to defend their country and the Iraqi people," the source said, following Tilerson's call for "all foreign fighters" and "Iranian militias" to return home.

The popular mobilization forces include Shi'ite-backed factions backed by Iran, which number more than 60,000 fighters and were formed in 2014 after a jihadist fatwa, one of the biggest Shi'ite references to the Islamic state.

The same day, the Okaz newspaper quoted the sources as saying that the six-month Gulf Cooperation Council (GCC) summit was postponed for the purpose of removing differences and ending the crisis with Qatar. 

The newspaper pointed out that the goal of postponing the Gulf summit is the desire to "end the crisis that erupted because of the lack of commitment of the Qatari government to the Riyadh agreement 2013, and supplementary supplements in 2014, in addition to involvement in supporting terrorism and financing, and harbor symbols of terrorist groups."

The source said that the news reported yesterday that Kuwait requested the postponement of the Gulf summit to be held in December.  Al-Rai newspaper quoted Gulf diplomats as saying that the postponement of the summit "is due to the lack of progress in resolving the Gulf crisis with Qatar," adding that the summit would be delayed by six months. 

"There has been no official position yet on the date of the Gulf summit," he said, adding that the Kuwaiti government had no official position on the summit. .  The source said that "Gulf diplomats expressed their belief that there is no evidence that the solution of the crisis with Qatar is close to reach."

Abadi's Arab tour: Chance to prove he is more than Iranian puppet

Iraqi Prime Minister Haider al-Abadi has just finished his visit to Jordan as part of a regional tour including four Arab countries.

Observers said that Abdai's tour is considered a chance to prove that he is more than just an Iranian puppet and to rejoin Arab coalition led by Saudi Arabia.

On Saturday, Saudi King Salman bin Abdul Aziz received 10-minister delegation headed by Abadi in Riyadh and opened the Iraqi-Saudi Coordination Council meeting.

The inaugural of the Coordination Council meeting comes amid efforts to of restore relations between Riyadh and Baghdad. 
 
The gathering is seen as a part of US efforts to reduce Iran’s increasing influence in Iraq by encouraging Baghdad to align more closely with Riyadh.

Abadi on Saturday announced a new Iraqi vision for the future of the region which is based on development and stability rather than disputes and civil wars.

Abadi also confirmed that the region has many common crises and challenges, especially in economic and security fields.

The conflicts in the region have only brought destruction and underdevelopment. They have caused a massive drain of human and natural energies and loss of opportunities, he added.

He also stressed Iraq's willingness to build strong relations with neighboring countries, calling for signing an agreement over a comprehensive development program in light of fair policies that guarantee citizenship and equality.

On Sunday, Abadi left Riyadh. the second leg of his regional tour was Cairo.

During his four-hour visit, Abadi met with Egypt’s President Abdel Fattah al-Sisi and offered up his Arab vision project that includes closing a chapter of conflicts and wars between the countries in the region, concentrating on development and contributing to security and stability.

They also discussed the war against ISIS and the crisis between Erbil and Baghdad.

Later on Sunday, Abadi left Cairo and headed to Jordan as the third leg of his tour.

Abadi met with Jordanian King Abdullah II and offered him Iraq's new vision to end rifts and civil wars in the region. Sources said that the Jordanian King approved Abadi's vision for the region.

Insiders revealed that some of the Shiite figures within Dawa Party are furious over Abadi's recent Arab tour which they see as a threat to the Iranian-Shiite hegemony in Iraq.

The Iraqi rapprochement with its Arab neighbors is seen by most of the Iran-dominated Shiite figures as a threat to the Iranian agenda and interests inside Iraq that would destroy the whole Iranian Shiite crescent scheme, experts concluded.

Iraqi Prime Minister Haider al-Abadi's media office has criticized meddlesome comments made by US Secretary of State Rex Tillerson regarding the country’s Popular Mobilization Units or Hashd al-Sha’abi.

 

“No party has the right to interfere in Iraqi matters,” Abadi's media office said in a statement on Monday, citing a source close to the prime minister.

 

Abadi made the remarks after Tillerson said Iran and all other countries currently helping Iraq in its fight against the Daesh terrorist group needed to leave the Arab country now that the battle was drawing to a close.

 

“The foreign fighters in Iraq need to go home and allow the Iraqi people to regain control,” Tillerson said in the Saudi capital on Sunday.

 

Tillerson was speaking after a rare joint meeting with the leaders of Iraq and Saudi Arabia in Riyadh.

 

Hashd al-Sha’abi is an Iraqi state-sponsored umbrella organization composed of some 40 groups, which are mainly Shia Muslims. The force reportedly numbers more than 100,000 fighters. Iraqi authorities say there are between 25,000 and 30,000 Sunni tribal fighters within its ranks in addition to Kurdish Izadi and Christian units.

 

The fighters have played a major role in the liberation of Daesh-held areas to the south, northeast and north of the Iraqi capital Baghdad, ever since the terrorists launched an offensive in the country in June 2014.

 

On Sunday, Iranian Foreign Minister Mohammad Javad Zarif also slammed Tillerson’s remarks, saying they had been uttered under the influence of petrodollars of certain states.

“Unfortunately, the Americans do not want to rectify their viewpoint that Iran is a source of stability and peace as well as a campaigner against terrorism in the region,” he said.

 

Daesh launched a terrorist offensive inside Iraq in 2014. It swiftly took over territory in the Arab country and posed a threat to seize Baghdad.

 

Iran has been providing advisory military assistance to the central government in Baghdad and the regional government in the Iraqi Kurdistan, helping them both maintain ground and win back territory lost to the terrorist group in 2014.

Under cloak of secrecy, Secretary of State Rex Tillerson visited two war-zone capitals Monday to reaffirm Washington's desire for stability in Iraq and Afghanistan.

Tillerson traveled first to Kabul, Afghanistan, and later to Baghdad, Iraq. The State Department had not announced either trip in advance, and his visit was bracketed in heavy security out of fear of possible attack.

In the Iraqi capital, where people still celebrated having driven Islamic State militants out of large parts of the country, Tillerson urged the central government and Kurdish-dominated areas to reconcile their differences. 

Kurdish militias played a key role in the war against Islamic State in northern Iraq and now seek an independent state, which Baghdad vehemently opposes.

"We are concerned and a bit sad," Tillerson said after meeting with Iraqi Prime Minister Haider Abadi at a heavily fortified government facility late Monday.

"We have friends in Baghdad and friends in [the Kurdish capital] Irbil and we encourage all parties to enter into discussion," he said.

The Trump administration has sided with Abadi in opposing the Kurdish bid for independence and rejecting the Kurds' recent referendum in favor of the issue. The administration says it wants to see a "unified, democratic" Iraq.

Abadi may have dealt a setback to Tillerson, saying that the so-called Popular Mobilization fighters, which the U.S. considers undesirable proxies of Iran, are "part of our Iraqi institutions" who should be "encouraged."

"They will be the hope of country and the region," Abadi said.

Tillerson did not respond but had earlier called for Iranian-backed fighters to be expelled from Iraq.

Earlier in Kabul, Tillerson said the Trump administration was willing to engage "moderate" Taliban officials to reach a political solution to end America's longest war.
