Baghdad seeks clarifications from Rosneft on an agreement with Iraqi Kurdistan

Continue Mawazine News:

Iraqi Oil Minister Jabbar al-Allaibi said he would seek clarification from Russian oil giant Rosneft over contracts signed with Iraq's Kurdistan region.

"The contracts are preliminary, not prepared for implementation and no further details are given," Al-Allaibi told reporters in Baghdad.

On Thursday, Rosneft agreed to control Iraq's main oil pipeline, boosting its investment in the autonomous region to $ 3.5 billion.

The Iraqi government has warned companies not to sign contracts with Iraqi Kurdistan and Iraqi forces seized control of oil-rich Kirkuk this week from Kurdish forces.

Rosneft said it would invest money in expanding the pipeline, hoping to increase its capacity by one third to 950,000 bpd. This equates to about 1 percent of the world's total supply.

The pipeline is usually 600,000 barrels per day, but that amount fell to only 200,000 bpd this week after Iraqi forces took control of Kirkuk.

The signing of Rosneft means control of the Kurdish export pipeline by 60% and the private Kurdish car company (40%).

Carr will manage the pipeline that will transport 390,000 barrels / day from the fields of Khoramala Dome and Bai Hassan within the Kurdistan Region.

Rosneft will develop the current pipeline to accommodate a larger production (950,000 barrels / day) ... for the Kurdistan Regional Government

The Prime Minister Haider al-Abbadi Jabbar al-Luaibi issued an alert and warning from the Federal Oil Ministry that any contracts not known to Baghdad and is not a party is invalid.

But the Russian Energy Minister replied, "Your problems between you and the Kurds .. We will continue to seriously invest in the Kurdistan region."

Russia’s Gazprom Neft has said it expects production at the Badra oilfield to stay between 85,000 and 90,000 barrels per day (bpd) in 2018.

Deputy chief executive Vadim Yakovlev (pictured) told Reuters that Baghdad has not asked the company to curtail production, despite reports that the Oil Ministry had asked foreign producers to cut investment to reduce the cash-strapped government’s contribution in shared ventures.

Yakovlev added that production at Badra is expected to plateau as high as 110,000 bpd in the future.

I could be way off here but just like Iran, there are those who do not want Russia having a significant piece of the Iraqi (or Kurdish) economic pie in the future. I am pretty sure these agreements with Russia will get annulled. The timing of retaking the Kurdish held areas exceeding the 2003 demarcation seems odd otherwise especially considering how much of the Kirkuk oil was smuggled and lined the pockets of the Kurdish corrupt. Maybe the Ruskies had a significant take, too, and are now trying to secure a more direct benefit.

I could be wrong so my opinion and :twocents:
