He said in his speech for "morning" that "the adoption of the Constitution in 2005 laid the foundations of democracy despite the gaps and the six-month period, which was determined to write in those difficult circumstances experienced by Iraq," noting that "what is taken (the Constitution) that amendments or repeal texts according to Article 126 requires a very difficult mechanism, so it is considered rigid constitutions, through the voting mechanisms that begin the study and then vote the people and his approval of these paragraphs, so the process of change on it is very difficult. 
He pointed out that "the Iraqi constitution has been a leader in an important stage of life since 2005 and so far, but our ambition is great in the constitutional amendments, because the practical application proved the effectiveness of some constitutional articles, so we have to work to create constitutional provisions that serve the community."
"Our ambition is great, especially in some constitutional articles, including Article 130, which states that the state is keen to provide housing for Iraqis. 
He pointed out that "the legislative authority to work on the enactment of 57 laws complementary to the provisions of the Constitution, which is covered by the law and words regulated by a law," stressing that "the articles of the Constitution of the 144 articles and 57 legal texts must be initiated, and all the legal texts contained in the Constitution need To amendments because they do not fit with the requirements of society. " Is one of the important constitutions



"The Iraqi constitution is one of the most important constitutions in the region and it is read as the first constitution," said Thamra al-Zuhairi. "Despite the loopholes in some of its articles, it contained pillars of democracy."

Al-Zuhairi pointed out that "the vote of the Iraqi people on the Constitution was the first step to build democratic work and the maturity of ideas of democratic culture and the right to vote and rejection and consensus on the important decisions and this was thanks to the paragraphs of the Constitution that gave the right of all Iraqis to claim their rights according to constitutional articles that guaranteed them the right to their claims" . 
"The constitution contains 150 language errors in its wording," she said. "All parties are allowed to interpret the constitution according to their wishes, which requires that the constitution be a central interpretation," she said. 
Zuhairi explained that "these mistakes change the meaning of the law, and therefore the change of these errors must be issued in a form attached to the law or at this stage as an amendment."
"It is important that we move away from civil wars because the mistakes of the constitution were exploited by an external agenda to provoke strife and wars between Iraqi nationalities and sects," she said.

He also called on "the legislative authority to begin preparing for the constitutional amendments that must be in line with the social and political developments and the important stage that Iraq is going through," calling for "the involvement of the community and legal groups and important segments in the country to give their views within the democratic work provided by the Constitution and The rights of the Iraqi people to put their views in the legal and constitutional provisions that guarantee their right based on community requirements. " The most important document  either human rights Khaled Almsalokha has explained that " the constitution is the most important document in the country, and the legislature to reconsider the gaps and materials that do not fit with the stage that passes the requirements of Iraq."




He pointed out in his speech to "Sabah" that "updating the paragraphs of the Constitution will provide features of the strength of Iraqi society and preserves its rights through constitutional laws and articles," noting that "countries know of their constitutions and laws, so must work to clarify the features of the Constitution and the enactment of laws, The rights of the people to preserve their wealth and to divide it equally on all components. " 
"The stage of writing the constitution has been difficult, and the Constitution has undergone many struggles to the extent of approval, so some of its paragraphs need to change the paragraphs that have proven to be the differences between components."
He added that "must take into account the legal articles in the Constitution through the central interpretations and the obligation of all political blocs these interpretations through the Federal Court, in order to determine the features of power in the Constitution does not allow any component to interpret the Constitution in accordance with his wishes so the Constitution requires fundamental changes in some paragraphs The protection of the unity of Iraq and the division of wealth in a fair manner.
