The head of the Kurdistan Regional Government , Nigervan Barzani, on Tuesday, that his government is considering the preparation of a new system of salaries of employees in the region is different from the federal government system. 

Barzani said in a joint press conference held today, with the official of the Political Bureau of the Patriotic Union of Kurdistan Mullah Bakhtiar in Erbil and attended by Alsumaria News, "The Kurdistan government has formed committees to review the subject of saving the salaries of employees of the region," stressing that " The decision to save employees' salaries ".

 

Barzani added that "the system of salaries in the region so far followed the federal system," noting that "a special system of salaries of employees in Kurdistan is currently being studied." 

The Kurdistan region suffers from a severe financial crisis, as the government of the Territory was unable to pay the salaries of its employees late, as well as delays in the timing of the distribution of salaries.

The Secretary of the Economic Council in the Kurdistan Regional Government, the latest information about the system of saving salaries in the region, explaining that the Kurdistan Regional Government is currently drafting a new system for the distribution of salaries. 

 The Ministry of Finance in the Kurdistan Regional Government is currently preparing several options to amend the system of saving salaries and the establishment of a new system for the distribution of salaries, he said, adding that the Ministry of Finance has not yet reached the final decision to choose New Payroll System. 

He pointed out that there are several signals about the improvement of the economic situation of the Kurdistan region, adding that the World Bank provides support to the Kurdistan region to formulate a new system for the distribution of salaries, noting that the concerned parties are now in the final formulation of the new system.

Dozens of citizens and civilian activists demonstrated on Wednesday in front of the building of the Council of Ministers of the Kurdistan region, in protest against the system of saving salaries and delay the salaries of retirees and the economic system in the region.

Kurdish media said that "the demonstration comes because of the situation of retirees and the distribution of salaries on time, and to cancel the system of savings and the rejection of the economic system in the Kurdistan region, which applies the World Bank's capital instructions to the citizens of the region."

She pointed out "the start of a campaign to collect signatures for a while," adding that "the campaign has collected so far 51 thousand and 800 signatures in the Kurdistan region."

October salaries for government employees will be paid via the biometric system for the first time since the program was first introduced a year ago.

“Employees’ salaries for October will be given on the basis of the biometric system. In the first phase, salaries of civilian employees will be suspended if they fail to register. In the second phase, salaries of military personnel and pensioners will be suspended if they fail to register,” Samir Hawrami, spokesperson for the biometric system and media secretary for Deputy Prime Minister Qubad Talabani, told Rudaw.

On October 10, 2016 the government launched the mandatory biometric system as part of austerity measures. The goal of the program was to cut down the government’s bloated payroll by eliminating so-called ghost employees and creating a clean list of government workers.

Thousands of ghost employees and widespread fraud were uncovered during the registration phases of the biometric program.

The registration of employees has now finished, except for some security agencies. Hawrami said fewer than 1,000 civilian employees have failed to register in the biometric system.

“The Council of Ministers should make a special decision for these people because the registration process for civilian employees has stopped,” he said.

The official said they have yet to take measures against those who were illegally receiving more than one salary. Under the new strictly regulated system, it is expected that the salaries of tens of thousands of people will be cut.

Over 1.2 million have registered.

This last article is pretty scary since it appears to be one step away from "The Mark of The Beast" that everyone will be required to have to conduct purchasing transactions (buy or sell). Apparently, back in 1982, IBM shelved an "invisible tattoo" technology. With the iris and palm (fingerprint) recognition technology noted here, the invisible tatto could be printed on the forehead and/or palm of the right hand to be simultaneously read when the iris and/or palm prints are read.

This is a double edged sword...will help weed out the 'ghost' payments and help reduce corruption, but, at the price of registering your biometric details.

I suppose this is the price to pay for all the corruption.

The agency "Eckord News" highlighted the fraud of the authorities of the Kurdistan region in terms of electronic biometric personnel and salaries, used in all departments in order to reduce the proportion of corruption and increase the proportion of integrity and transparency in the government sectors.

The agency noted in its report, "The Journal News", that more than 1.4 million employees registered in the salary system of the Kurdistan region. Since the start of the biometric system on October 10, many frauds have emerged in the region. The system has revealed that a large number of employees receive five salaries in five different sectors of the Kurdish government at the same time.

The mandatory biometric system is designed to reduce the proportion of skilled employees (who do not work specifically in Kurdish government departments but receive salaries through fraud), the agency said.

Kurdish government officials also denied their knowledge of the fraud. But this does not erase the idea that 660,000 of the 1.4 million registered employees do not actually work in the Kurdish government. They ask the Kurds why their economic region has collapsed.

"The people are following the line of their rulers," the agency said at the end of its report.

This kind of sums up much of the dysfunction in the world. Rules do not guarantee a foundation with integrity when the leaders do not display and practice the same.
