The statement added that "the Council briefed the military achievements of our heroic forces to liberate Hawija and its approach to the liberation of the entire Iraqi territory and secure the border, and was briefed on the needs of civilians and the return of displaced people," noting that "the Council continued the previous resolutions regarding the illegal referendum in the Kurdistan region " . 

The statement pointed out that "it was agreed to double the emergency allocations and spend 50 percent of the addition to the social protection network according to the amended budget law for 2017," adding that "the Council directed the study of the five-year plan for the youth sector to improve the reality of this important group in society."

Kirkuk is an oil rich governorate and a disputed area between Erbil and Baghdad, as both sides claim their sovereignty over it.

On 25th of September Kurdistan carried out an independence referendum and included Kirkuk governorate in I, which caused a major rift between Baghdad and Erbil.

This sure has some good data to think about. Abadi is openly stating some things that needed to be said. imo Firstly, he wants to warn those that are stirring up strife. At this juncture it will not be seen as being for the unity of Iraq, it will be viewed as the opposite and against the constitution. Abadi clearly points out and brings up he wants no clashes with the Peshmerga and Federal Forces. He wants to be united in his approach to the people of all of Iraq. Not the few and not with sectarianism. A list of names has been issued to the proper authorities that will deal with those that were involved with the illegal Referendum.

Secondly, He is going at the corruption as well and funding education to do so and prepare those that will be in the need of understanding how to weed it out. Corruption is to be viewed as Terrorism. Best not be caught.

Thirdly, and importantly enough, He speaks a bit about the 2017 budget and even more so about the 2018 budget. It is ready or close for the: "draft budget for the year 2018 in preparation for sending to Parliament, attended the meeting a number of officials and owners advanced in the Ministry of Finance."This is imo where we should pay attention to the IMF meeting that is presently underway in the USA from the 10th - 15th.. DT Thanks,   DV,  Excellent articles.....PM Abadi is truly the best to happen to Iraq during these extremely difficult times but he is showing what "Great Leaders" can do if they believe in their country and citizens as PRIORITY ONE.    He is actually doing everything humanly possible to "MAKE IRAQ GREAT AGAIN" for all Iraqis.   We fully support PM Abadi and the push for Unity & Prosecute all politicians & officials that are guilty & corrupt who have stolen the wealth of the country for many many years.
