The High Commission for Human Rights called for quick and immediate action and to make maximum efforts to provide assistance and help to resettle the displaced in Iraq and to intensify diplomatic efforts to prevent the return of refugees forcibly to the country.

He added that "the Commission calls on the Iraqi government and the United Nations to intensify its efforts to represent the contents of the voluntary return of all displaced people in Iraq and restore the infrastructure of the liberated areas and achieve economic efficiency by strengthening their resources and support system" rel="">support for income-generating projects" "The UNHCR also hopes that the donor conference to be held in Kuwait is an opportunity to provide humanitarian projects to displaced people throughout Iraq and to rebuild cities destroyed by gangs and supporting terrorism and directing programs for the displaced on the subject of psychological rehabilitation and social integration."

Up to 3057 displaced families have returned to their homes in Hawija district and the surrounding areas, Kirkuk operations commander Major Gen. Ali Fadel Omran said on Wednesday.

This came after securing the recaptured areas from ISIS, he added. 

Omran praised military forces' efforts and the cooperation of citizens to regain the stability in these areas. 

Earlier on October 5, Haider al-Abadi announced the liberation of the Hawija district.

As a result of the war against ISIS terrorists in Iraq, the number of displaced people risen dramatically. This increases the burden on the central government trying to handle the problem of displaced Iraqis who escaped the atrocities of ISIS since the launch of recapture operations.

What exacerbates displaced persons' dilemma is that Iraq’s financial resources have been drained as a result of the military operations conducted to retake ISIS-held districts.

Approval of the return of 1287 displaced families to their areas in Jalawla

The local council of Jalawla province in Diyala province announced Monday (February 19th, 2018) the approval of the return of 1,887 displaced families to their areas in the area.

The head of the Committee for the Return of Displaced Persons in the Council, and Lihan Kadouri to local media, said that "the high committees on the file of the displaced officially agreed to return the 1287 families to their homes in villages and areas, notably the beautiful and the villages of Tabaj in Jalawla district northeast of Diyala, after checking its security files "He said.

He added that "the higher authorities set Tuesday, February 19, 2018, a date for the return of displaced families to their areas," adding that "the return of these families will contribute to reducing the suffering that continued throughout the period of displacement."

The areas of the Jalawla district had previously seen a large wave of displacement as a result of work in 2014.

UNMAS has been working in greater Mosul clearing explosive hazards since November 2016 and has recently commenced survey and clearance operations in the Old City in western Mosul to complement the work already carried out by the Government of Iraq.

During operations, the complexity and variety of items recovered can only be described as staggering and previously unseen. Items recovered include a range of conventional ammunition, IEDs, air-dropped munitions and stockpiles of ISIS-manufactured munitions abandoned in buildings that had been converted and used as bomb making factories. Clearance activities have been further complicated because the majority of contamination in Mosul is mixed in with or covered by rubble from damaged and destroyed buildings, UNAMI reported on Monday.

UNMAS and implementing partners working in the Old City have received many reports of explosive hazard contamination, especially in or near houses, as those displaced return home. The presence of UNMAS clearance teams in the Old City has provided an opportunity for residents to report suspected dangerous items directly to the teams for removal. However, it is anticipated the proportion of households reporting explosive hazards will increase as families return.

European Union Ambassador to Iraq, Ramon Blecua said: "This illustrates in tangible terms the EU's commitment in addressing explosive hazards. Their clearance is a pre-condition for stabilization, as the presence of such hazards will continue to impede security and stability efforts if not properly addressed. As chair of the Coalition's Explosive Hazard Management Sub-Group, the EU is determined to tackle this scourge head-on and support Iraq in strengthening the government's strategic coordination mechanisms. All these efforts will contribute to facilitating the safe returns of the Iraqi people, who have suffered long enough".

“We eliminate the explosive threat along roads, under bridges, from power and water plants, from schools, from critical infrastructure, so that those displaced by conflict can return to their homes, begin again to work, to educate their children, to contribute to society, to live a normal life. This would all be impossible without the support from our donors. We are outmost grateful for the generous support from the EU,” stated Pehr Lodhammar, UNMAS Senior Programme Manager.

UNMAS, with support from the European Union as part of a broader programme response, continues to facilitate the safe, dignified and voluntary return of families to Mosul and other liberated areas. Since 1 November 2017, UNMAS teams in Mosul have assessed and cleared over 2.1 million square metres, conducted more than 650 assessments and found and rendered safe approximately 30,000 explosive hazards.

Migration Organization: About 3 million displaced people have returned to their areas in Iraq

The International Organization for Migration (IOM) said Tuesday that some 3.3 million displaced people returned to their areas of origin in Iraq by the end of January 2018.

About 2.5 million people still live in displacement camps or areas far from their original homes, the organization said in a statement.

She added that thousands of displaced people in Iraq continue to return to their areas since the beginning of this year, and that the return movement concentrated in the provinces of Nineveh, Salahuddin, Kirkuk and Anbar.

The lack of security, services and jobs in western Mosul caused the return of some 600 families to the Haj Ali camp for displaced people east of the city last month, after the families returned to their areas earlier.

About one-third of Iraqi refugees are in Nineveh province, which has been battling for nine months and has freed it from the control of the Dahesh organization.

More than four million Iraqis have been displaced since June 2014, when Sadr was in control of large areas of Iraq at the time.

There are also ied's unexploded bombs and mines still being cleared not to mention bodies under rubble.

It is so heartbreaking.

International migration reveals 2.5 million displaced Iraqis in camps

The International Organization for Migration (IOM) said 2.5 million displaced Iraqis still live in tents, adding that a quarter of a million displaced people returned to their areas last month alone, with the number of returnees at the end of the month rising to 3.3 million.

The organization said in a report, "Information", that while thousands of displaced people in Iraq continue to return to their areas since the beginning of this year, where the movement is concentrated in the four northern and western provinces of Nineveh, Salahuddin, Kirkuk and Anbar, more than 3.3 million Iraqis returned to Their original areas while there are still 2.5 million displaced.

She noted that the province of Anbar has received in recent months the largest number of returnees thanks to improved security situation and rehabilitation of services and reconstruction of infrastructure.

Of the remaining 2.47 million displaced people in Iraq, only half (51 percent) live in special places that are not eligible for housing, while more than a quarter (26 percent) still live in camps.
