Abdul Mahdi talking about arrest warrants against 11 ministers: we will mention the names of accused "in case" the charges against them !!

BAGHDAD / Prime Minister Adel Abdul Mahdi on Tuesday, the existence of arrest warrants issued against 11 ministers and those of their rank, pointing out the existence of 1367 cases of corruption referred to the courts of integrity.

Abdul Mahdi said in a speech during the weekly conference that "there are unresolved issues in various institutions of the state amounted to 4117 cases in total," pointing to the existence of "1367 cases of corruption referred to the courts of integrity." 

"There are arrest warrants issued against 11 ministers and those of their rank," Abdul-Mahdi said. "The anti-corruption council has strengthened its measures to fight corruption and to pursue the corrupt." 

"We will mention the names of the defendants if the investigations prove their corruption," Abdul Mahdi said, adding that "we have the US Treasury sanctions file on legal advisers to decide on them." 

"The US moves in Iraq are in coordination with the Iraqi government and we are monitoring the movements," he said. "There is no consolidation of the popular crowd in the army or the police because it is a special category for the armed forces."

"There are several names submitted to the Ministry of Education and the Prime Minister is the one who chooses the name of the candidate, and the consensus is important between the political blocs in order to pass the candidate to the ministry."

Abbas stressed that the most attention is focused on the laws sent by the government and the exclusion of any law submitted by the deputies, expressing the hope that the next stage will see a law submitted by members of the House of Representatives that affect the life of the citizen.

My guess is that the number of those being investigated ior caught s similar to the proporrion of cockroaches that actually has in a dwelling compared to the actual number that truly  exist (many more are obviously involved in the CBI corruption and tbose who got caught are.likely to rat out others)... my apology for my choice analogies but it seems appropriate and relevant for some reason~

Corruption and nepotism in Iraq after the US invasion have become so-called "crimes of integrity" that are difficult to eradicate. The most prominent of these crimes are embezzlement, fraud, bank robbery, money smuggling, contracts and deals and counterfeiting of the local currency. 
It is remarkable that such crimes have been committed publicly without fear of the judiciary or the authorities, especially since most of the accused are held accountable to influential parties that have exercised their influence over 16 years. 
Member of the Parliamentary Integrity Abdul Amir al-Mayahi said that after 2003 Iraqi governments suffer from anarchy and poor performance, coupled with weakness in the security services due to the penetration of parties. 
The MP pointed out that some influential parties have taken control of the judiciary. If the judge decides to hold a person accountable or issue an arrest warrant for a party figure, he may be threatened to surrender.
He said that as a member of the House of Representatives when he moves in any file of corruption comes warning messages, and comes from the figures of the authorities demanding that not open the file because these are the charges of personalities follow the Palestinian side. 
He called for the activation of the death penalty for the perpetrators of these crimes, and said that this would eliminate corruption. 
Politicians and parties 
For his part, Judge Radi Radi (former head of the Integrity Commission) and director of the Iraqi Observatory for Integrity, said that he was forced to leave in 2007 because of the dire situation that the country was "the ruling system in all its spectrums, races and parties contributed to the commission of corruption crimes." 
He warned Radi that the continuation of the situation as it is means that the Iraqi state will collapse sooner or later. 
He explained that politicians have priorities ahead of the interest of the state, which makes them go in the direction of aborting any attempt to seek a "true state with correct institutions."
The former head of the Integrity Commission pointed out that many politicians and parties are looting state funds, weapons and public property. 
He considered that the armed groups are decaying in the body of the state and that through their control of important joints that seek to conduct things according to their ideas, and may be in the interest of other countries supported, expecting a future for Iraq. 
Anti-corruption tools 
For his part, Judge Lefta al-Ajili said that administrative and financial corruption is not an Iraqi phenomenon but a global one, but it appears shyly in many world countries, while the epidemic has become rampant in the country. 
To curb corruption, the Integrity Commission and Courts were established as tools to reduce the phenomenon. 
As for the role entrusted to him, al-Ajili said that the Integrity Commission was found to investigate crimes against public duties such as bribery and embezzlement, exceeding the limits of their employees and other crimes stipulated in punitive articles of the Penal Code.
The judge pointed out that the reason for not limiting the crimes of integrity, money laundering and economic crimes lies in their inclusion in the amnesty law each time, and the existing political intervention to protect those who have influence in the state. 

Lawyer and legal expert Tariq Harb considered that the crimes of integrity and money laundering were not as widespread as drug crimes, but as a whole constitute the proportion of crimes that are more widespread than others. This is due to the fear of being told about them and the absence of those who stir them and complain about them. Prove their occurrence. 
Harb noted that the issue is very large, especially since these crimes are committed by the financial, political, military and other attributes of those who conduct these crimes.
