War on corruption: Iraq's priority is harder

27/11/2017 12:00 am

Ibrahim Al-Abbadi
entered the Iraqi Prime Minister in direct confrontation with the corruption system, declaring war on the corrupt and warning of the time of truth, the official announcement of the start of procedures dealing with the file of corruption and spoilers comes after the completion of major military operations against terrorism, and before the announcement of final military victory, The priority is to face the same threat as terrorism in the structure of the Iraqi state and the lives of Iraqis and classify Iraq at the highest levels of corrupt countries and frustrate the development of the economy and society and spread a destructive culture is the culture of exploitation and gain and benefit from the job and Administrative and governmental sites to win by any means available.
Corruption in Iraq has an old history and roots connected to power in the sense that it benefits from the structure of the political and economic system and moves with the values of an old social culture is the invasion in order to seize, own and acquire. Corruption, which has the courage to spread and declared itself clearly benefited from political and partisan cover entitled quota system and the distribution of gains And the benefit of the political parties, and benefited from weak supervision and law enforcement and the authority of the judiciary, and transformed from an act of moral and social injustice to an acceptable and legitimate action when the coalition forces and political alliances with economic interfaces for the management of contracts processing, contracting and bidding and intervened in March And the corruption and corruption movement went vertically and horizontally to become a field of competition between junior and senior employees and between parties and currents. Their temptations overthrew a wide social spectrum, with all moral, religious or civil barriers collapsing. Corruption was implicated by people who would never have thought that their likes could be swept away. Torrent of corruption.
There is no doubt that the confrontation of corruption has been delayed for many reasons, foremost of which was the lack of clarity of vision and hesitancy in confrontation and the weakness of will, which allowed the corruption machine to plunder government institutions and to remove the moral and legal obstacles and benefit from every opportunity until the society of the corrupt seems to be a broad alliance between political forces And internal and external finance focused its interest in hindering the reform project and maintaining the umbrella of corruption without resistance or obstruction.
The suffering of Iraq from corruption has reached the limit of the necessity of a firm response to him and the use of international expertise and learning from the experiences of the countries that suffered from it and the employment of civil and media institutions and the mobilization of platforms for public awareness and mobilization and means of social communication, but this will not be enough unless the work on the moral and social values in parallel with deterrence And a strict law and justice does not exclude anyone, and this means that the political collision and media campaigns and confusion and generalization and extortion will move in strong directions to impede the war just as there were impediments to the war, intimidation and intimidation and work on the unity of the Social and social tensions will be the tools of power that will face the new government policy, but the war on corruption can no longer tolerate delaying or delaying the post-Saddam Iraq should move the wheel of its economy and get the poorest of their share of wealth and must Moving sector
There is no choice but to win the battle, despite its ferocity, the battle to enter history or get out of it.

Iraqi Prime Minister Haidar al-Abadi announced that he is launching a major anti-corruption campaign after activating the work of international investigators who started their duties for this purpose in Baghdad last year.

The campaign, which will be launched by Abadi, is expected by the political and popular circles in the country, after the end of military operations against a sympathetic organization.

The Iraqi prime minister said in a statement that "a large campaign expected to be launched against the corrupt and have to return the money they invented from the Iraqi people," warning "corrupt from playing in the fire, because their fate will be prisons."

The move was seen as a major development against anti-corruption in the country, which suffers from lack of transparency and widespread administrative and financial corruption.

 Dismantling "machine corruption"

Iraq last year signed a memorandum of understanding with the United Nations to involve international investigators in the files of corruption major priority, such as smuggling of Iraqi funds abroad and embezzlement in the joints of the state, where the completion of the preparation of large files condemning the figures in the political process.

"After 2003, Iraq witnessed major and thorny corruption because of the deteriorating security situation and political rivalries, which called for the recall of international investigators with expertise and tools in the fight against corruption," said Haidar al-Fawadi, a member of the Integrity Integrity Committee.

Al-Fawadi said in a press statement that "the team of investigators presented to Prime Minister Haider Abadi serious and important files condemning senior figures in the Iraqi government and political parties, and in the coming days will witness a revolution in Iraq against corruption that gnaws the body of the political process."

According to international rankings, Iraq is ranked third in the least transparent countries, after Somalia and Sudan, while the money is smuggled abroad about one trillion dollars, and the funds wasted at home to more than 350 billion dollars.

Media reports indicate that the team of investigators has been given the power to investigate former prime ministers Iyad Allawi (2004-2005), Ibrahim al-Jaafari (2005-2006) and Nuri al-Maliki (2006-2014).

Exit from the Iraqi system

With the help of the Iraqi prime minister, he is trying to get out of the Iraqi system, which has been fighting corruption for several years but has achieved nothing. There are 19 institutions, committees and bodies in the country that fight corruption but are ineffective and subject to political rivalries and party quotas.

He also sought to select independent judges under his direct supervision to investigate these files away from the Iraqi judiciary accused of favoring officials and not being held accountable because of pressure or under the influence of financial temptations, which observers considered implicit recognition of Abadi not the independence of the judiciary and the absence of neutrality in the work.

"There is a committee that includes a number of judges directly supervised by the prime minister to follow up corruption, waste public money, and investigate corruption files," said Jassem Mohammad Jaafar, a close associate of Abadi.

He added that "the formation of this committee of judges came to expedite the resolution of these cases and ensure their exclusion from the routine and political or personal pressures."

Even companies, oil and other wise, developing and expanding oil production, other market diversification industries, re-construction of ISIS destroyed areas have not been paid. Or work has been halted because they have not been paid. Even some oil companies have abandoned certain oil fields because they have not be paid their share of the profits to date, while they footed the bill to get projects to where they are at this point. All this, and with the internet functioning inside Iraq, can be researched by  the locals if they have wifi accessible devices. And Maliki is delusional by believing that he can get  elected to the Prime Ministership again by the people of Iraq ?  Why ? If Abadi is smart he will start the trials of all the prominent ones , present the evidence, and convict them; all prior to the May 2018 elections. If he does this I predict a landslide victory.
