Corruption is the most dangerous obstacle against Iraq's development. As the country enjoys many natural resources like minerals and oil, the international community is concerned with Iraq's high level of corruption.

Corruption in Iraq has caused severe poverty in Iraq, which led to civil and sectarian strife that caused the extreme damages to the country's infrastructure.

Shia parties lead corruption

After the US invasion to Iraq in 2003, Shia parties seized all the important posts in the government and led a widespread corruption campaign, which analysts assert that Iraq's losses have reached over 1,000 billion dollars during the last ten years.

The most prominent entity that led this campaign was the ruling Dawa party, led by the former prime minister Nouri al-Maliki, who was describe by experts as the "Godfather of Corruption" as he is implicit in numerous corruption, graft and embezzlement cases.

Recently, the Iraqi Prime Minister Haider al-Abadi launched a campaign against corruption in Iraq, but analysts told The Baghdad Post that until now Abadi didn't dare to press any charges against Maliki.

They added that as Abadi's popularity increased after the victory against ISIS, the prime minister seeks to increase his popularity ahead of the elections by pretending to fight corruption, describing this campaign as an "electoral propaganda".

Politicians are also skeptical from Abadi's actions, after Abadi extradited the former trade minister Abdul Falah al-Sudany from Lebanon after cooperating with the Interpol, and the son of the Luai al-Yasiri the governor of Najaf in a drug trafficking case.

They fear that these actions are just a show ahead of the elections and the Iraq's reconstruction conference that will be held in Kuwait in February. His actions just aim at ensuring investors that their donations and investments won't be embezzled by corrupt officials and politicians.

The Iraqi people wish to see the anti-corruption slogans practiced on the ground, away from the occasion of elections or the upcoming Kuwait conference, and away from personal and electoral gains to include all corrupt politicians no matter how strong or influential they are.

Analysts say, during his tenure from 2006 to 2014, Maliki accumulated power and influence that surpassed the incumbent Abadi, stressing that this is the reason why the PM can't hold him accountable for his crimes that led to the bankruptcy of Iraq after his embezzlement of Iraq's oil profits and the country's destruction in the war against ISIS.

They added that If Abadi is serious in his war against corruption then he must begin with Maliki and his henchmen.

Politicians have pressured the Iraqi judiciary to delay resolving the file of stealing money allocated for internally displaced persons (IDPs), Salem al-Shobky, a member of parliament's displacement and migration committee, said on Sunday, without disclosing the names of these sides.

He added that the committee has transferred this file to the judiciary two years ago but no action has been taken yet.

Shobky asserted that 90% of the IDPs' money has been stolen by corrupt politicians who wait for the approval of the public budget to steal again.

The MP held Iraq's Ministry of Migration and Displacement the responsibility for the lack of services provided to IDPs.

She explained that the number of ministers and those in their ranks who were issued with the orders of recruitment was (35), were issued (47) orders, while issued a warrant for the arrest of a defendant accused of the rank of minister. 
The Commission referred to the issuance of (10) travel ban against a minister or his rank.

This said...."during the past year". So how many were ACTUALLY rounded up and arrested with charges filed?? We know they like to 'advertised' first, so the accused have a chance to slip out of the country ( even though there are travel bans with these charges ). Show us the money ( and results ) not just blabber.

BAGHDAD (Reuters) - The head of Iraq's Integrity Commission, Hassan al-Yasiri, announced on Wednesday the transfer of 3095 defendants to the judiciary, including 18 ministers, and the return of more than 132 billion dinars to the state treasury in 2017.

"The integrity teams have arrested 483 suspects in 293 operations," said Yasiri. "In these operations, more than 51 billion dinars ($ 778,000)

"837 criminal cases have been opened. The Commission considered 20,880 reports, news and criminal cases, of which 16180 were completed with a completion rate of more than 77%.

"These efforts led to the recovery of 132 billion and 946 million and 825 thousand dinars to the state treasury in 2017," said Yasiri.

He stressed that there are more than 41 billion dinars in the process of recovery, where the judicial verdicts were issued to the Treasury.

The Yasiri that "the total public funds recovered by the Commission .. and returned to the treasury of the state amounted to one trillion 305 billion 694 million and 644 thousand dinars."

He described the corruption of the leaps and bounds and called on the Ministry of Finance to cooperate in this regard.

He called on the governor of the Central Bank of Iraq to cooperate in order to eliminate the forged instruments, which have increased in recent use.

Parliamentary integrity revealed on Thursday the largest file of corruption in the history of Iraq after 2003 between the Iraqi oil companies and Arab navigators.

"This file of corruption is the largest in Iraq after 2003, and it was revealed by the committee's work in monitoring and auditing the records of the Iraqi Oil Company," MP Salim al-Issawi told the Asia News Channel.

"The first party, the Iraqi oil, bears the revenues and duties of loading the tankers from the Iraqi ports for fuel oil and other petroleum products, as well as securing the shipments with the specialized insurance companies, so as to disperse cargo in the second party carriers," Asia News said.

While the last item reveals that "in the case of the impossibility of the implementation of the partnership contract by the second party for reasons due to lack of performance, the first party is entitled to terminate the nodal bond after obtaining a decision from the competent Iraqi courts."

While the integrity did not reveal what items lead to corruption, while only the publication of documents and confirmation that it is the largest file of corruption in the history of Iraq after 2003.

BAGHDAD — Iraq is boosting its efforts to extradite fugitives wanted in corruption cases. On Jan. 25, Iraqi authorities in cooperation with Interpol took custody of former Trade Minister Abdel Falah al-Sudani, who had been extradited from Lebanon. Sudani, a fugitive since 2009, had been tried and sentenced in absentia to seven years in prison for corruption.

Ziad al-Qattan, the former general secretary in the Ministry of Defense, was extradited from Jordan and handed over to Iraqi authorities Jan. 11. Qattan is accused of embezzling about $1 billion from the ministry.

“Such steps toward trying accused [politicians] in a country that is at the top of the list of the most corrupt countries, such as Iraq, are of paramount importance to regain the people’s confidence in the Iraqi judiciary and its ability to tackle corruption,” legal expert Ali Jaber told Al-Monitor.

“The extradition of wanted people is twofold. The procedure goes through the bilateral agreement between Iraq and other countries and through the international police [Interpol],” he said.

The UN Charter allows countries fighting terrorist groups to ask for assistance from the Security Council, which is the case with Iraq. These countries can also claim funds that had been smuggled abroad.

“Many countries have been helping Iraq to recover funds and take fugitives into custody," Jaber said. "I believe that Iraq will witness many breakthroughs in the future at this level, especially since the Iraqi government said tackling corruption will be its top priority after the end of the war on the Islamic State.” In early January, a representative of the Japan International Cooperation Agency met in Iraq with Integrity Commission Chairman Hassan al-Yasiri to discuss, among other topics, coordinating anti-corruption efforts.

The Integrity Commission said Iraq, with Interpol's help, recovered about 2 billion Iraqi dinars ($1.68 million) in December from nine convicted fugitives by tracking their money and conducting investigations to follow financial transactions globally.

Many officials accused of corruption remain free, however. Some have dual nationality, which makes it easier for them to leave. For example, Basra Gov. Majid al-Nasrawi used his Australian passport to flee Iraq in August. He faces charges of stealing public money.

There are also warrants out for the arrests of fugitive officials wanted on corruption charges, including former Minister of Electricity Ayham al-Samarrai, former Transport Minister Louay al-Ors and former Defense Minister Hazim Shaalan, who was accused in 2005 of being involved in the theft of at least $1.3 billion from the ministry.

Judge Abdul-Sattar al-Birqdar, a spokesman for Iraq’s Supreme Judicial Council in Baghdad, explained extradition procedures to Al-Monitor. “The Supreme Judicial Council issues warrants for the recovery of smuggled funds. The Extradition Division in the public prosecutor's office follows up on the matter. The prosecutor then issues the necessary decisions," which could entail property confiscation.

Legal expert Tariq Harb told Al-Monitor, “The current process in Iraq is that the authorities hand over the official documents of charges of the accused to Interpol. In the event Interpol catches the accused, the Iraqi security authorities will take them into custody to stand a fair trial."

Iraq's increased efforts to recover assets from abroad will help speed up the often lengthy process of extradition. However, "this doesn't mean this road won't be fraught with many obstacles, as many of the accused are linked to powerful politicians who could pull some strings to derail or end the procedures." Some countries might also use prisoners as bargaining chips, he said.

Ahmad al-Jubouri, a member of the parliamentary Legal Committee, told Al-Monitor, “The process to recover funds and arrest [those accused] is of major importance, as the Iraqi people have been demanding reforms and the fight against corruption. Under this pressure, the Iraqi government has started to take serious steps" and has even hired foreign companies to help track funds and facilitate extradition. "The upcoming period will witness major changes in corruption investigations,” he said.

He added, “The arrest of Sudani and Qattan will open the door to further arrests of the people who misused and smuggled public funds to neighboring countries. Some of the accused are traders and businessmen who made illicit deals in the name of influential politicians or political parties. Iraq is known for the rampant corruption among politicians. The arrests will include all those who took part in or facilitated embezzlement of public funds. This will be a crucial step in recovering these funds."

SULAIMANI – Iraqi Commission of Integrity issued 89 decisions including arrest warrants, detentions and travel bans for officials and ministers in the country, last year.

Head of the Iraqi Integrity Commission, Hassan al-Yasri said during a press conference on Wednesday (January 31) that the commission issued 32 arrest warrants for 17 ministers and officials in 2017.

Releasing the data last year, Yasri added the commission also issued 47 summons and 10 travel bans for the Iraqi ministers and officials in high position.

The Iraqi Commission of Integrity also said on Wednesday it had returned 1.305 trillion Iraqi dinars to the treasure of the Iraqi government in 2017.

“The commission could return another 948 billion dinars to the government, before they are used [by those accused] for corruption,” the commission added.

Iraqi Prime Minister Haider al-Abadi has said the fight following Islamic State (ISIS) militants would be the fight against corruption.

On January 25, Interpol handed over to Iraq former trade minister Abdel Falah al-Sudani who was arrested in Beirut over a conviction for corruption, in a first such collaboration with the international police body.

Sudani, who is now aged 70 and holds citizenship of Britain where he studied, served as trade minister from 2006 to 2009, following the 2003 US-led invasion which toppled dictator Saddam Hussein.

In 2012, the former minister, who belongs to the Dawa party of Prime Minister Haider al-Abadi, was sentenced in absentia to seven years imprisonment for corruption.

He was linked to a scandal over the import of adulterated tea products during his mandate.

In 2009, he was arrested as he tried to flee the country after having been sacked and charged. He was released on payment of a $43,000 bail, but fled again.

Agreed 10YL, I believe Maliki is still in the game because he has power as far as buying people with as much money as he has stolen he can bribe his way back possibly to PM position. And I am sure he is betting on it, because if he does get the position back, he can steal twice as much as he used to bribe. He has a lot of people on the payroll.

Part of me thinks - it seems inconceivable that M would even have a chance what with literally EVERYONE knowing what a Bucket of Phlegm this guy is. Having said that however, haven't we been saying for many years - " after all, this is Iraq " 

 

There's just GOT to be something in the works that will forever prevent this Bottom Feeder from ever again holding public office. if not, woe be it to Iraq.

He added that "there are pressure on the judges from the political and partisan leaders, some of them are open and high-level in order to stop many of the detection of major thefts or attempt to include the largest number of corrupt in the amnesty law, which found the corrupt and those behind them loopholes they can pass from, That "there are acts of corruption against people between 400 and 500 million US dollars, but their files are closed in one way or another, including the general amnesty." 

It is noteworthy that the financial and administrative corruption spread in Iraq significantly, as Transparency International classified it as one of the most corrupt countries in the world, but the Iraqi government often criticized the reports of the Organization on corruption and considered inaccurate and based on information received through local and foreign companies failed to implement Service projects in Iraq.
