The head of the Security and Defense Committee in the Iraqi parliament accused the governor of Zamili, political parties and parties active behind the widening phenomenon of drug trafficking in Iraq.

He pointed out in statements to "Free Iraq" that the drugs come through Iran, Afghanistan, Syria and Lebanon to the southern and western regions in large quantities.

He said there were "senior implicators ... who import 16 million grain from the port of Basra and $ 60 million is not an ordinary trader, but a merchant is attributed to parties and blocs and officials."

Al-Zamili identified the sites of drug cultivation in the northern and central regions and pointed to the manufacture of crystal in Baghdad, which is a lucrative trade and generates large sums of money.

Observers said the drug trade in Iraq widened after 2003 to weaken the legal deterrent until it became commonplace in universities, cafes and some public places

Abadi may succeed if he makes good on corruption fighting promises: experts

April 12 2018 11:50 PM
Haider Abadi
Haider Abadi

Mostapha Hassan

Iraqi premier Haider Al-Abadi has been making a myriad of promises on fighting corruption and cracking down on those suspected in such cases. But he has gone nowhere.
Nothing significant has happened on the ground in this regard. Experts say Abadi did not bring even a single politician to justice.
"D'awa Party, the Shiite entity which has been ruling Iraq since2003, has a plethora of corrupt figures. They party has several fat cats, especially Nouri Al-Maliki. But none of them was tried over corruption," the commentators said.
Corruption is snowballing in the violence-torn country as time passes, they also argued, citing reports of Maliki, the notorious politician who has close ties to Iran and who is responsible for the collapse of the Iraqi army in 2014 and the fall of Mosul, stating he has siphoned off billions of dollars.
Political outbidding
According to the experts, who spoke to The Baghdad Post on the issue, corruption has turned out to be a tool for political outbidding among the Iraqi candidates and politicians for electoral gains.
"Those politicians are nothing but gangs. They are basking in corruption due to the country's outdated, loose and biased legal system," the experts added, noting the corrupt party ruling Iraq has embezzled about $ 500 billion since it came to power.
A document circulating on social media indicates that the former Iraqi premier Nouri Al-Maliki has assets up to $ 3 billion. The document was issued by the legal affairs department in the Central Bank.

Image1_4201812234813655446298.png
Citing this revelation, commentators said Abadi will not dare to try any member of the ruling party, saying he seeks to consolidate his power through 'compromises' that are made at the expense of the Iraqis.
Major cases
This came as Abadi chaired the meeting of the top anti-corruption body, where he asserted the necessity of focusing on 'true proofs' when it comes to probing corruption cases.
In the meeting, Abadi broached on major corruption cases that have been investigated and referred to the judiciary for further measures.
According to a statement released by Abadi's office, those engaged in these cases were arrested.
He also asserted the necessity of regulating the ork of inspectors across Iraq, for them to assume their role as determined by law.

Image1_4201812234944567909901.png
The premier yet stressed the need to focus on the cases which involved squandering of public property.
According to reports, corruption is chronic in Iraq. It nearly permeates all sectors and department of the government.
Baghdad provincial council declared that about 100 services project were suspended due to corruption. And the cases were referred to the judiciary. But no investigation has been opened so far.
Hassouma al-Azberjawi, member of the council's services committee mentioned that the financial and administrative corruption impedes the implementation of countess projects.
Experts have a dim outlook when it comes to prospects of wiping out corruption in Iraq. But they say that Abadi may be rendered successful in case he makes good on his promises to obliterate corruption from the country plagued with militias, sectarianism and violence.

Exactly, CF. They need an international commission with some clout, and let them bring these filthy scum to trial. Waiting on the GOI, especially when most of the corrupt whales are in Abadi's own political party, is going nowhere. Tackling the little minnows who stole a thousand here and there isn't going to bring Iraq to it's feet. Four years after Abadi was named PM and he announced his commitment to defeat corruption, little results. Pathetic.

He explained that the government agencies continue to follow up many files of corruption and great efforts and there are many files that have reached advanced stages in the search and will contribute significantly in the prosecution of the corrupt and arrested.

Armaments worth $ 832 million!

The Iraqi Integrity Commission announced on January 11 that a Jordanian royal decision had been issued to extradite the former Secretary-General of the Ministry of Defense, Ziad al-Qattan, to the Iraqi authorities, who had previously issued several absentee verdicts.

In a press statement, Elaph said that "the recovery department has informed the Royal Court in the Hashemite Kingdom of Jordan that Judge Ziad Al-Qattan, former Secretary General of the Ministry of Defense, will be handed over to the Iraqi authorities." Recover the convict as soon as possible ".

The Commission added that its efforts with the efforts of Iraqi law enforcement agencies resulted in the ratification of the Court of Cassation in the Hashemite Kingdom of Jordan on the decision to extradite the fugitive convicted Ziad Al-Qattan after the Integrity Commission and in cooperation with the concerned authorities prepared and processed the files of recovery issued against him and sent to the Jordanian side.

She noted that despite the follow-up to this file and for many years with the country that was sheltering the convicted, Poland, but its efforts did not succeed in time because of the lack of cooperation of the latter.

She expressed the hope that "these efforts will be crowned with success through the next step of handing over the convict to Iraq for the purpose of taking legal and judicial proceedings against him."

The amounts owed by Iraqi courts convicted by the two countries are $ 832 million, 486,750 US dollars, as well as other amounts awaiting claim after the prosecution of the affected parties.

The convictions of the convict concerned a series of irregularities in contracts for the processing of weapons, equipment, foodstuffs and relief, as well as the unlawful appropriation of funds belonging to the Ministry and its transfer to the country through private banks, contracts for the establishment of camps and weapons depots and the signing of instruments outside the powers.

Al-Qattan received several positions in the Iraqi Ministry of Defense in the interim government headed by Iyad Allawi from June 28, 2004 until the third of the same month in 2005, including Deputy Secretary General and Director General of the Department of armament and equipment and then sentenced to 7 years in absentia.

The Jordanian authorities arrested al-Qattan in February 2017 on the basis of an international arrest warrant issued by Interpol.

The Iraqi Integrity Commission said several former ministers were wanted for corruption charges but fled abroad, including Sudanese and al-Qattan, saying they were seeking to recover them and refer them to the judiciary to recover the money they had stolen.

Transparency International notes that Iraq is among the most corrupt countries in the world over the past years.

ERBIL, Kurdistan Region — A former senior defense ministry official of the US-backed Iraqi Transitional Government has been handed over to Iraq by Jordan in a corruption case.

“As a continuation of the campaign to chase corrupted individuals, and with extensive follow up and efforts for corruption cases, one of the biggest suspects of corruption, named Ziad [Tariq Abdullah] al-Qattan, the former director-general of the defense ministry in the transitional government was chased and arrested,” reads a statement from the Iraqi prime minister’s office.

Qattan had been on the run in Europe and Jordan and wanted by Iraqi courts.

“We reiterate that Ziad al-Qattan is accused of weapons deals that had big corruption of millions of dollars. He was followed in the country he resided, and in cooperation with Interpol, [he is] currently in the hands of Iraqi security,” the prime minister office’s statement added.

The government has vowed that it will follow up on corruption cases and no one is safe or insulated from being charged or investigated.

Qattan previously was residing in Poland, and that he had been advisor to the Iraqi defense ministry. He travelled to Jordan, but was arrested at Queen Alia International Airport in Amman in February 2017 after a joint operation by Interpol and Jordanian police.

While in Europe, The Guardian queried Amnesty International and British MPs over Qattan's alleged connection to a UK firm with a license to import 40,000 AK-47s from Yugoslavia. The weapons reportedly ended up in Iraq and were not traceable, thus violating international end-use agreements.

Ahead of parliamentary elections on May 12, Abadi has vowed more than once to fight rampant corruption, something he has dubbed Iraq’s war following ISIS’ war.

“The head of the council of ministers Dr. Haider al-Abadi reiterated that we (Iraqis) would not have been able to defeat Daesh if not for fighting corruption because there is a relation between the corrupt and terrorism,” said Abadi in an Arab forum on transparency and corruption.

Former Iraqi Trade Minister Abdel Falah al-Sudani, who had also been on the run, was also handed over to Iraq by Interpol in Lebanon in January on Iraqi embezzling charges.
