Confiscation of the property of the Saddam Hussein regime comes into force and the parties are mostly occupied

25/03/2018

Adnan Abu Zeid

After the Supreme National Commission for Accountability and Justice issued on 5 March 2018 lists confiscated 52 movable and immovable property and seized the property of 4257 officials during the rule of Saddam Hussein, questions are asked about the timing and value of money and property, and the future disposal.

The story of this file, according to the deputy in the Iraqi parliament, Abdulrahman al-Loizi, "the law of the seizure of property numbered 76 and 88 of 2003, within the law of the Supreme National Commission for Accountability and Justice, the new name launched the law de-Baathification issued by the American civil administrator Paul Bremer, Managing Iraq after its invasion in 2003 ".

In light of this date, the recent confiscation law, according to the Louisi, "did not issue certain names, but set up a mechanism to deal with the property of predetermined entities and personalities, which number tens of hundreds of people." The benefit of the last decision, according to the Louisi, "in identifying names and reducing it to about 4000 people."

"This is one of the advantages of the recent procedure, which still contains many gaps, most notably the inclusion of specific functional grades," he said. "It includes conservatives in Saddam's regime and does not include cabinet ministers at the time because of political and mood effects."

"The resolution did not address a new state of affairs created by the events after the fall of the Saddam regime, and some of the figures covered by the law of the Supreme National Commission for Accountability and Justice reacted positively to the current situation, to participate in the war on terror against" "", Which caused the criticism of Prime Minister Haider Abadi also decision on 6 March 2018.

While he sees that "resolving the fate of the former regime's assets contributes to its employment for the benefit of society," this decisiveness seems to be taking slow steps despite the passage of 15 years since the fall of Saddam's regime. By taking advantage of the great property left by the Saddam regime, on 24 April 2009, a former palace of Saddam Hussein, overlooking the historic site of Babylon, was converted into a luxury hotel open to the public.

Saddam's palace on the banks of a river in the southern Iraqi city of Basra, home to US and Polish troops, turned into a museum.

A member of the provincial council of Babil Suhaila Abbas that "the Supreme National Commission for Accountability and Justice and real estate registration departments did not resolve much of the property of the Saddam regime," striking example in "a lot of property in the province of Babylon and the rest of the provinces and turned into headquarters of influential parties, Resolved ".

"Although most of the palaces in which Saddam and his family lived were not registered in his name but in the name of Iraqi ministries, current ministers and officials refuse to leave," Abbas said.

Abbas's statement with the news published on 10 March 2018 states that "senior officials who refuse to leave Saddam's palaces were in control after the US invasion of Iraq in the state green zone and the high-rise neighborhoods of Baghdad."

The speech of Abbas is not limited to references to the role of corruption in determining the fate of the assets of the Saddam regime and its properties. This was also confirmed on April 16, 2017 by a member of the Integrity Commission of Iraq, saying to the media that "the confiscation of funds symbols of the former regime opens the door to corruption and enrichment new to the current parties, Because most of those properties inhabited by leaders of political blocs and members of the government and parliament. "

"All the headquarters of the Ba'th party in the central and southern governorates were taken over by the parties, while others were not resolved," said one member of the former Ba'ath party in Babil, preferring not to be named. Deliberately ordered him to obsolete time and sell it later at nominal prices to influential parties. "

In another accusation of the decision that he is referring to figures and parties from the Sunni community, a senior official in the Supreme National Commission for Accountability and Justice, who asked not to be named, said: "Such accusations fall before the fact that the Supreme National Commission for Accountability and Justice did not intend any party in its final decision because it was issued Basically as a response to a letter received by the Council of Ministers. The Commission is also a revealing body that provides the relevant authorities with information on the persons involved and the extent to which they are covered by the confiscation procedures, which means that the whole process is not targeted at a particular sect. "

A member of the legal committee in the Iraqi parliament, Kamel al-Zaidi, reduces the uncertainty of the mechanisms of confiscation and the future fate of property. "Since 2017, the Commission has assigned three of its members to work with legal advisors to establish the legal mechanism governing the seizure of property and property belonging to the former regime And resolve, and how to dispose of them. "

"The executive institutions are now aware of the legal dimensions under which they act, and will act accordingly to resolve the property files, despite differences among political forces over the fate of money and property," Zaidi said.

Zaidi that the decision "introduced the mechanism of disposition of property and funds to take effect," expected that "the government will begin to work on the final decision to resolve the files of funds and property, both inside Iraq or outside."

A sensitive decision on money and property requires the concerned parties to give greater transparency to the procedures that will be implemented in the future to resolve this thorny issue associated with the control of parties and forces that control the many properties, especially as charges directed to the beneficiaries as a procrastination in the implementation of decisions, Where they will be confiscated from the property they occupy.

Good Afternoon Master Yota,

I hope that you're having a wonderful Palm Sunday.

I was wondering about this report and wanted to ask you how legitimate you think this source is?

Because in my opinion if they actually arrest Maliki that will go a long way towards stopping the interference of Iran in Iraq.
