ERBIL — Ghost employees make up 20% of the total number of Iraqi’s on government payroll, and they waste 10 trillion Iraqi dinars (approximately 8.4 Million USD) every month from the country’s budget, said a lawmaker. 

The total number of ghost employees, who receive monthly salaries from the Iraqi government but they do not work at all, is around 900,000 people.

Kurdish member of the Iraqi parliament, Ashwaq Jaff, told Kurdistan 24 that the Iraqi Prime Minister Haider al-Abadi himself has admitted that there are 50,000 ghost soldiers in the ranks of the Iraqi army. 

She is however not optimistic about a reform plan to fight such corruptions, saying the huge budget would not be spent to serve people even if the ghost employees are dismissed.

"These steps will end the corruption system in Iraq, and the corrupt will be revealed to all," said Darraji in an interview.

No kidding.  That's over $100 Mil a year for how many years??  Somebody check Malarky's pockets cause there is a good chance they aren't empty.

The Commission, in announcing its mid-term report, confirmed that "public funds recovered or issued by judicial rulings in response to them, which were banned and stopped by the Commission, were wasted and returned to the treasury account totaling 386,969,597,603 billion dinars during this period exclusively." (13641) reports, news and criminal cases, indicating that the number of communications was 1,361, while the number of reports reached 3807, while the criminal cases amounted to 8473 cases.

During the same year, the Commission received (16900) a form of disclosure of financial disclosure, where the response rate of the presidents of the Republic and the ministers and the House of Representatives and the judiciary and the deputies of the President of the Republic and the deputies of the President of the House of Representatives 100 percent, and the response rate of Ministers 86.4 percent, While the rate of response of the heads of bodies and entities not affiliated with the Ministry and those with the rank of Minister 67.7 percent, not disclosed 10 of them, while the outgoing members of the Council was their response rate of 36.3 percent, with only 118 deputies expressed their financial liabilities of the total of 325 deputies.

Haider al-Abadi and Salim al-Jabouri

Former MP, Ali al-Budairi revealed on Saturday that the new parliament will refer current Prime Minister Haider al-Abadi and former parliament speaker Salim al-Jabouri to judiciary over defamation and political corruption during its first session.

"The results of the elections proved that Abadi and Jabouri calls to hold manual recounting of parliamentary elections votes were an attempt to achieve political gains", Budairi said.

He added that Abadi and Jabouri must be prosecuted over defamation and political corruption after they claimed existence of electoral fraud, adding that they have wasted public money due to holding manual recounting of votes process.

On Friday, Iraq's High Electoral Commission released the results of the manual recount of parliamentary elections votes.

It said that the results of the manual recount of votes matched the initial results from 13 of Iraq’s 18 provinces.

Parliament ordered the recount in June after widespread allegations of fraud cast doubt on the integrity of the ballot.

So an ex-mp that probably just lost his job and now wants to point more fingers.  The high court ordered the recount after those that lost appealed the election.  Abadi and Jabouri had nothing to do with that.  Geez just take your loss and access to unlimited money and go pound sand.

in comparison this mess makes the usa hanging chad election look like a argument at a small town school board meeting  .... my gosh calling for abadi to be prosecuted ...  this knucklehead should be dragging Maliki out in the streets for the " defamation and political corruption " that man accomplished while his dictatorship reigned over iraq ... i will give the political hacks one thing in iraq they have certainly learned how to use the law and constitution as a weapon ,,,if they could only serve the citizens :facepalm2: ....thanks pitch ... we wait

Former MP for the bloc of wisdom, Mohamed Elkash, called on the heads of the Council of Ministers, the Judicial Council, the Integrity Commission and the Financial Control Bureau to speed up the declaration of a national day to eliminate corruption and establish a special prison for the corrupt.
"There are thousands of cases between the government, the judiciary, the Integrity Commission and the observations of the Office of Financial Supervision regarding the federal budgets have not yet been decided," Al-Wakash said in a press release. 
"Some of them still need the order of the prime minister and another is in the process of being investigated between other government institutions, the Financial Control Bureau, the Integrity Commission and the Supreme Judicial Council," he said.
