KIRKUK, Iraq –  Iraqi Kurdish officials said early Monday that federal forces and state-backed militias have launched a "major, multi-pronged" attack aimed at retaking the disputed northern city of Kirkuk, causing "lots of casualties" in fighting south of the city.

The Kurdistan Region Security Council said in a statement that Kurdish forces known as peshmerga have destroyed at least five U.S.-supplied Humvees being used by the state-sanctioned militias following the "unprovoked attack" south of the city.

Inside Kirkuk, a multi-ethnic city that is home to more than 1 million people, residents shuttered themselves in homes and reported hearing sporadic booms they said sounded like shelling and rocket fire.

 

Brig. Gen. Bahzad Ahmed, a spokesman for Kurdish forces, said federal forces have seized an oil and gas company and other industrial areas south of Kirkuk in fighting with Kurdish forces that caused "lots of casualties," without providing a specific figure.

He said Iraqi forces have "burnt lots of houses and killed many people" in Toz Khormato and Daquq, south of the disputed city. He said Kurdish forces, known as peshmerga, have "destroyed one or two of their tanks." His claims could not be independently verified.

Tensions have soared since the Kurds held a non-binding referendum last month in which they voted for independence from Iraq. The central government, along with neighboring Turkey and Iran, rejected the vote.

The United States has supplied and trained Iraqi federal forces and the peshmerga, both of which are fighting the Islamic State group. The U.S. also opposed the referendum, and has urged both sides to remain focused on defeating the extremists.

The central government and the autonomous Kurdish region in the north have long been divided over oil revenues and the fate of disputed territories like Kirkuk that are controlled by Kurdish forces but are outside their self-ruled region.

The Kurds assumed control of Kirkuk, in the heart of a major oil-producing region, in the summer of 2014, when IS militants swept across northern Iraq and the country's armed forces crumbled. Baghdad has demanded the Kurds withdraw.

The Kurdish security council said the assault launched late Sunday was aimed at entering the city and retaking the K-1 military base and nearby oil fields.

State-run Al-Iraqiya TV had earlier reported that federal forces rolled into parts of the countryside outside Kirkuk without facing resistance. However, some residents of the city and an Iraqi militia commander reported shelling.

Al-Iraqiya carried a statement from Prime Minister Haider al-Abadi's office saying he had ordered federal forces to "impose security in the city in cooperation with the inhabitants and the peshmerga," indicating he was willing to share administration.

A commander of the local Kurdish police force said his forces remained in control of the province's disputed oil wells. "There's been no agreement to hand over the wells until now. As for the future, I don't know," said Bahja Ahmad Amin.

Iraq's state-sanctioned militias, the mostly Shiite Arab Popular Mobilization Forces, were ordered to stay out of the city, according to al-Abadi's office, and instead keep positions in the countryside. They are viewed with deep suspicion by Kurdish residents, who see them as beholden to Iran rather than Iraq's central government. The predominantly Shiite militias are sponsored and guided by Tehran.

Ercuman Turkman, a PMF commander, said shortly before forces began moving in that he expected orders to move on Kirkuk's oil wells, its airport and the nearby K-1 military base, but not the city.

Haytham Hashem, another PMF commander, reported shelling on his position in Toz Khormato, 6 miles from the edge of Kirkuk city.

Baghdad has been turning the screws on the Kurdish region since the September referendum, pushing Kurd leaders to disavow the vote and accept shared administration over Kirkuk.

Iraq's government barred international flights to and from the region and asked neighboring Turkey and Iran to close their borders. Iran closed its three official crossings with the Kurdish region Sunday, Kurdish media reported. It also froze currency transfers to four banks operating in the Kurdish region.

Al-Abadi has demanded shared administration over Kirkuk. His Cabinet said Sunday that fighters from Turkey's Kurdish insurgency, the PKK, were beginning to appear in Kirkuk, and declared that would be tantamount to an act of war.

Sources: a "tripartite" agreement on the withdrawal of Peshmerga Patriotic Union of sites claimed by Baghdad in Kirkuk

The Iraqi Prime Minister's Office and representatives of the Iranian government and the PUK leadership have agreed to spare the Kirkuk provincial center any incursions or military intervention by Iraqi forces, informed sources said on Monday.

The sources said, today (October 16, 2017), that "the tripartite agreement between Baghdad and Tehran and the leaders of the window in Sulaymaniyah provides that the PUK respond to the demands of the Iraqi government to hand over the sites controlled by (Peshmerga Alekti), to the joint forces, Forces not to incursion into the center of Kirkuk province. "

The sources added that "differences within the Patriotic Union of Kurdistan, has affected relatively the process of withdrawal approved by the tripartite agreement."

The agreement includes informing PUK cadres in Kirkuk of the commitment to calm and avoiding public moves until all items are implemented.

The commander of the Quds Force in the Iranian Revolutionary Guard Qasim Soleimani visited Sulaymaniyah yesterday, in conjunction with a high-level meeting in the resort of Dokan north of the city, in which President Fuad Masum, Kurdistan Region President Massoud Barzani and Aqila the late President Jalal Talabani and Kurdistan Regional Government President Nechervan Barzani .

Abadi said a mouthful there. He is protecting those lands from “Barzani The Corrupt”. Otherwise, the Barzani’s continue to piss it all away on themselves, leaving Kurdistan and Kirkuk barely operable..... still asking Baghdad for the moon so they can continue their lifestyles of the rich and the famous! Iraq is supposed to pay for the salaries of the  armies loyal only to Barzani..... How stupid would Abadi be to pay for those that turn against you at will....

Abadi appoints an Arab governor of Kirkuk by proxy

Iraqi Prime Minister Haidar al-Abadi appointed Rakan al-Jubouri as governor of Kirkuk until a new governor was elected to be the first Arab governor of the province since 2003, according to a media correspondent in Kirkuk.

For his part, MP Jassem Mohammed Jaafar, said in a press statement: "the legal status and according to the provincial councils, the Deputy Governor of Kirkuk, Rakan Jubouri, assumes the functions of the province in exchange for the governor article Necmettin Karim.

A security source in the province of Diyala on Monday began the withdrawal of the Peshmerga forces from Jalawla north-east of the province, while he pointed out that it is the second area after the beginning of the period from which to withdraw.

 
The source said in a press statement that 'the Peshmerga forces began to withdraw gradually from Jalawla north-east of Diyala', indicating that its withdrawal was to make room for the federal forces to regain control of the area again.

Officials from the Kurdish Regional Government say Iraqi forces have launched a major offensive around the disputed city of Kirkuk. Earlier Iraqi forces claimed to have taken control of many areas in the oil-rich region, including oilfields west of the city but those claims are being disputed by the Kurdish Regional Government.

Thank you!  I'm glad for that as well, but I am so focused on how badly EVVVERYONE needs this RV, I thought you were refering to that?  Really I dont understand what the hold up is at this point?  Soooo much has been accomplished this year, and all they hav now is the HCL, and article 7, or 8, and whatever other loose ends, because they certainly have security done???  Please, someone, anyone, just pull the trigger!!!!  And for sooo many benefiting reasons for sooo many people!!!  Just do it!!!!  Get r dun!!!!

A deputy of the coalition of state law Jassem Mohammed Jaafar, on Monday, the cooperation of the 'parties' in the Patriotic Union of Kurdistan with the security forces plan to extend the influence of the federal government in Kirkuk and Tuzkhurmatu district, while demanding the selection of a new governor of the province administration or the installation of a military commander on a temporary basis. 

Jaafar said in a press statement, that 'the efforts of our valiant forces and assistance by the parties in the Patriotic Union of Kurdistan has been the first stage of the plan to extend the influence of the federal government in Kirkuk and Tuz'. 

"The end of the first phase of the extension of the authority of the federal government on an important area of Kirkuk, which began from the junction of Kfri in Sulaiman Bek and ended to the north of Kirkuk, which is estimated 100 kilometers," he said, noting that this area contains oil and gas wells and electricity production, Band 12 and other important strategic areas. '

"Jafar said, 'the cooperation initiated by the parties of the Patriotic Union of Kurdistan to inform the Peshmerga withdrawal from the mobile forces within the plan, except for Tuz and other areas, which had the role to extend the rule of law in this area. 

He considered that 'the movement of troops in this area in the first stage, which requires negotiations with the concerned to build a partnership for the administration of the city administratively under the supervision of the federal government.' 

Jafar called on the Prime Minister 'to choose a governor to manage the province in the event of an agreement with the National Union of its administration, or the first installation of a military commander in a temporary until the election of a new governor'.

 
"The situation is now calm and stable requires a bit of caution and vigilance," he said, warning that 'the speeches of Massoud Barazani and the governor of Kirkuk has not yet ended'.

The international coalition that what is happening in Kirkuk is a coordination movements and not attacks.

The coalition said in a statement that it does not support any activity of the Iraqi government or the Kurdistan Regional Government near the province, urging the  parties to avoid escalation.

Prime Minister Haider Abadi said that it is his duty to protect all citizens without exception and to address attempts to divide the country.

Abadi said in a statement that the Iraqi government has tried to dissuade the Kurds from holding the referendum and not to violate the Constitution and focus on the fight against the Da'ash, indicating the magnitude of the danger that could be exposed to Iraq and its people because of the preference of Kurdish officials personal interest in the interest of Iraq.

He sent a message of reassurance to the citizens in the region and Kirkuk that the federal government is keen on their safety and interest, explaining that he has fulfilled his constitutional duty to extend federal authority and impose security and protect the national wealth in Kirkuk.

Abadi called on the Peshmerga forces to perform their duty under the federal leadership as part of the Iraqi armed forces, urging citizens in Kirkuk to cooperate with the security forces.

He called on the employees in Kirkuk to continue their work naturally and not to disrupt the interests of citizens, directed local police and intelligence services in Kirkuk to protect citizens and their property and beware of promoters of sedition.

Traders considered on Monday that the suspension of banking with companies in the Kurdistan region caused a rise in the prices of goods, demanding the adoption of appropriate measures in this regard. 

One of the traders, named Hussein Ahmed, told Alsumaria News that "the process of stopping the banking deal with companies in the Kurdistan region caused a rise in prices of goods in the markets."

He added that "all that happens from the rise in commodity prices in the market and exchange rates of the dollar, which is reflected in turn on the ordinary citizen with limited income question positive." 

A parliamentary source revealed on September 28, 2017, a document that was read inside the House of Representatives and the postponement of the vote, including recommendations of the parliamentary finance committee to impose sanctions on the Kurdistan region, in response to the referendum held on the twenty-fifth of September. 

As confirmed by the decision of the Finance Committee parliamentary Ahmad Haji, In (Sunday, 20 August 2017), that the Central Bank of Iraq follow the procedures of opening the bank's branches in the Kurdistan region.

Al-Mamouri said in an interview with Alsumaria News that "there is an agreement between the leaders of the Patriotic Union of Kurdistan and top government bodies to deploy federal forces in three disputed cities in Diyala without shedding one drop of blood."

 


Al-Mamouri said that "the agreement of the wise will inject the blood of the sons of one country and achieve the implementation of the Iraqi constitution in the deployment of federal forces to all cities without exception," pointing out that "the disputed cities are Jalawla and Qara Tabbah and Mandali will not witness any changes and will continue to run local activities without Any changes. " 

The local sources in Diyala province , confirmed on Monday that the Peshmerga forces withdrew from their headquarters in the area of Nagorno - Tepe (112 km north - east of Baquba ), and Jalula (60 km northeast of Baquba), hand Mandali (90 km east of Baquba). " 

The The cities of Jalawla, Qara Tabah and Mandali from the disputed cities of Diyala, and includes a mix of Arabs, Kurds and Turkmen.

Three weeks after Iraq’s Kurds voted overwhelmingly for independence, Baghdad moved to regain control of the oil that helped propel Kurdish dreams of statehood.

 

Iraqi forces took over oil fields and a military base near the city of Kirkuk that lie outside the Kurds’ semi-autonomous region but have been controlled by them since 2014. The fighting sent oil prices higher.

 

Prime Minister Haider Abadi has vowed to seek a negotiated way forward with the Kurds — but also to prevent a fracturing of the country. While it’s unclear how he’ll square the two, mounting international concern over Kirkuk could force an opening for emergency talks. Sustained conflict might drag in Turkey and Iran.

 

Kurdish fighters entered Kirkuk as Iraq’s army retreated before Islamic State offensives. Now, the collapse of the extremist group’s rule — as in Syria — is changing the calculus. 

 

The jihadists were defeated in Iraq due to the collective efforts of forces loyal to both Baghdad and the Kurdistan capital, Erbil, with outside help. There’s a risk the guns will be turned on each other.
