Mawazine News - Follow up

The disputed areas between the Iraqi government and the Kurdistan region, the most important areas of disagreement between the two sides for 14 years, and an area of about 37 thousand square kilometers.

Between these areas, a 1,000-kilometer strip extending from the border with Syria to the Iranian border lies in the south of the three provinces of Erbil, Sulaymaniyah and Dahuk, which is self-governing.

The disputed areas, where some 1.2 million Kurds live, include land in the provinces of Nineveh, Erbil, Salahuddin and Diyala, and Kirkuk, the most disputed area between Baghdad and Erbil.

There are also large numbers of Turkmen in the disputed areas, especially in the provinces of Salah al-Din and Kirkuk, according to Agence France-Presse.

After the first Gulf War in 1990, the Kurdish region, with a population of 5.5 million and covering 75,000 square kilometers, has de facto autonomy and was constitutionally established in 2005.

The Peshmerga forces gradually took control of the disputed areas, taking advantage of the weakness of the armed forces, which were restructuring units after US civil administrator Paul Bremer disbanded the army after the invasion of Iraq in 2003.

Kurdish fighters are spread over 23,000 square kilometers of land, 9,000 of them in Nineveh, 6500 in Kirkuk, 1500 in Salah al-Din, 3,500 in Diyala and 2500 in Makhmour, which the Kurds consider part of Erbil. the last century.

Kurdistan borders defined by article 143 of the Iraqi constitution  28.6.2009

June 28, 2009

BAGHDAD, — A member of parliament from the Kurdistan Alliance (KA) bloc said the content of Kurdish constitution regarding the defining of the region’s borders is in line with article 143 of the Iraqi constitution.

“Defining the administrative identity of the disputed areas mentioned in the constitution hinges on the application of article 140 of the constitution,” Mohsen al-Saadoun told Aswat al-Iraq news agency.

Article 140 of the Iraqi constitution is related to the normalization of the situation in Kirkuk city and other disputed areas.

Iraq's Kurdistan region
“The Kurdistan region has practiced its constitutional rights guaranteed by article 120 of the federal constitution. The endorsement of the region’s constitution is a step that was welcomed by all Iraqi powers,” he added.

Kurds seek to include the city in the autonomous Iraq’s Kurdistan region,
www.ekurd.net while Sunni Muslims, Turkmen and Shiites oppose the incorporation. The article currently stipulates that all Arabs in Kirkuk be returned to their original locations in southern and central Iraqi areas, and formerly displaced residents returned to Kirkuk, 250 km northeast of Baghdad.

The article also calls for conducting a census to be followed by a referendum to let the inhabitants decide whether they would like Kirkuk to be annexed to the autonomous Iraqi Kurdistan region or having it as an independent province.

These stages were supposed to end on December 31, 2007, a deadline that was later extended to six months to end in July 2008.

Kirkuk city is historically a Kurdish city and it lies just south border of the Kurdistan autonomous region, the population is a mix of majority Kurds and minority of Arabs,
www.ekurd.net Christians and Turkmen, lies 250 km northeast of Baghdad. Kurds have a strong cultural and emotional attachment to Kirkuk, which they call "the Kurdish Jerusalem." Kurds see it as the rightful and perfect capital of an autonomous Kurdistan state.

Article 140 of the Iraqi constitution is related to the normalization of the situation in Kirkuk city and other disputed areas through having back its Kurdish inhabitants and repatriating the Arabs relocated in the city during the former regime’s time to their original provinces in central and southern Iraq.

The article also calls for conducting a census to be followed by a referendum to let the inhabitants decide whether they would like Kirkuk to be annexed to the autonomous Iraqi Kurdistan region or having it as an independent province.

The former regime of Iraqi President Saddam Hussein had forced over 250,000 Kurdish residents to give up their homes to Arabs in the 1970s, to "Arabize" the city and the region's oil industry.

The last ethnic-breakdown census in Iraq was conducted in 1957, well before Saddam began his program to move Arabs to Kirkuk. That count showed 178,000 Kurds, 48,000 Turkomen, 43,000 Arabs and 10,000 Assyrian-Chaldean Christians living in the city.

Iraq is on the precipice of civil war, with tens of thousands of Kurdish Peshmerga forces preparing to face down the Iraqi Army and thousands of Iran-backed Shia militia advancing towards the northern Kurdish-controlled city of Kirkuk.

The Iraqi government, which controls the Iran-backed Shia militia known as Popular Mobilization Units (PMU), have given the Kurdish Peshmerga a Sunday 2 a.m. deadline to relinquish oil fields, an airport, and a military base under their control.

Najmaldin Karim, provincial governor of Kirkuk, told Breitbart News in a phone interview on Saturday evening just two hours before the deadline, that he has heard some Iraqi forces are going north, some east, and some coming into the city.

“We don’t know if anything happens or not,” he said. “We’re ready for them. It’s going to be hard.”

Karim said the Iraqi forces include two Iraqi army brigades, including its elite counterterrorism force known as the Golden Division, as well the Iranian-backed Badr militia, Hezbollah, and Asa’ib Ahl al-Haq, and four or five other groups controlled by Iran.

He said the Iraqi forces, including the Shia militias, are armed with U.S.-provided tanks, artillery, Humvees, armored carriers, and weapons. On the Peshmerga side, he said there are 12 to 14 Peshmerga brigades with about 2,000 forces each along the front line, which runs about 500 miles. Right now, the two sides are so close they can talk to each other, he said.

He said another 20,000 Sunni forces have pledged to fight with the Kurds.

Karim is hoping that the U.S. will intervene diplomatically with the Iraqi government before civil war breaks out.

He called on President Trump to warn Iraqi Prime Minister Haider Al-Abadi to stop the advance, otherwise the U.S. will stop supplying him with arms.

The Kurdish Peshmerga are closely-allied with U.S. forces on the battlefield in both Iraq and Syria against ISIS, even fighting side-by-side during some missions. President Trump’s son-in-law Jared Kushner visited Kirkuk this year, along with the U.S. Joint Chiefs of Staff Chairman Gen. Joseph Dunford, Karim noted.

“The president has to do something,” Karim said, adding he is trying to reach the White House through intermediaries in Congress. “If nothing is done, this will be like the Balkans.”

Erik Prince, a former Navy SEAL who founded military contractor company Blackwater, urged the U.S. government to intervene on behalf of the Kurds.

“The Kurds have been our most reliable ally in fighting against ISIS,” he told Breitbart in a phone interview on Saturday. “There’s no doubt here whatsoever who the good guys are and who the bad guys are.”

“If the United States doesn’t prevent a Shia-PMU invasion, you are guaranteeing a civil war in Iraq,” he said.

“At a minimum, there should be a negotiated settlement and not a kinetic settlement,” he said. But, he added, the U.S. has “a lot of airpower” and could put “a very quick stop of the PMUs into Kurdish territory.”

He called the impending battle a “failure of diplomacy” by the State Department, specifically ISIS envoy Brett McGurk, who is a holdover from the Obama administration.

“This is a failure of the Brett McGurk … and the same bad judgment of the Obama administration was carried over because he was not removed and replaced,” he said. “This could have been a much better-negotiated issue, but McGurk hasn’t performed for the duration of his time there.”

“The State Department is the same old stuff—I don’t want to use my French,” Karim said. Karim also blamed Tillerson for not doing more to prevent the clash.

“They were emboldened by the State department,” he said.

The showdown on Sunday was precipitated by a referendum in Kurdistan in September, where 92.7 percent of Kurds voted for statehood.

Karim and Prince both said Iran was behind the plan to takeover Kirkuk, since it did not want a successful Kurdistan due to their own Kurdish minority in Iran, which Tehran continues to persecute.

Prince said the Peshmerga were not going to let the Iraqi forces take Kirkuk.

“If stuff starts happening … the Kurds are hard fighters, they will not roll over and they are especially not going to allow a foreign invasion of Iranian and Lebanese Quds forces and operatives coming to their homeland,” he said.

“The Peshmerga will fight and fight and fight to prevent another invasion from Baghdad,” he said.

Iraq conflict: Peshmerga 'deadline to leave Kirkuk' passes

Kurdish Peshmerga fighters, 13 OctoberImage copyrightREUTERS Image captionKurdish Peshmerga fighters have been ordered to defend Kirkuk "at any cost"

A deadline allegedly set by Iraq's central government for Kurdish fighters to withdraw from key sites in the disputed city of Kirkuk has passed.

Kurdish security officials said the deadline had been set for early on Sunday but Iraqi authorities denied it.

Some reports now suggest the deadline has been extended by 24 hours.

Both sides have sent troops to Kirkuk and brief clashes have already erupted between Kurds and Shia militia backing the government.

Peshmerga fighters say they are preparing to defend positions in the city against possible attack by Iraqi forces.

Tensions have been on the rise since Kurds held a referendum on independence last month, which Iraq called illegal.

The Iraqi parliament asked Prime Minister Haider al-Abadi to send troops to Kirkuk and other disputed areas after the official referendum results - which overwhelmingly backed independence - were proclaimed.

The referendum was held in three autonomous provinces of Iraqi Kurdistan, but also in nearby Kurdish-held areas including Kirkuk.

The province, which bears the same name as the city, is thought to have a Kurdish majority, but Kirkuk has large Arab and Turkmen populations.

On Saturday, there was a brief outbreak of fighting near Kirkuk, with each side blaming the other, reports the BBC's Orla Guerin in Iraq.

Mr Abadi said last week he would accept disputed areas being governed by a "joint administration" and that he did not want an armed confrontation.

On Thursday, the prime minister and the Iraqi military reiterated that they had no plans for a military operation in Kirkuk and were focused on recapturing the last IS foothold in Iraq near the border with Syria.

But since then there has been a major build up of Iraqi forces around the city and Kurdish officials say the Peshmerga have been ordered to defend their positions "at any cost".

The oil-rich Kirkuk province is claimed by both the Kurds and Baghdad, though the two sides were recently united in the fight against the Islamic State (IS) jihadist group.

Kurdish Peshmerga forces took control of much of the province in 2014, when IS militants swept across northern Iraq and the army collapsed.

Iraq's semi-official television said on Monday that Prime Minister Haider Abadi ordered Iraqi forces to control security in the province of Kirkuk.

The television said today that the forces of the popular crowd under the command of joint operations support the armed forces outside Kirkuk.

The Kurdistan Regional Security Council announced that an Iraqi force is advancing towards positions in the province of Kirkuk.

KIRKUK, Kurdistan Region – The Iraqi forces and mainly Shiite Hashd al-Shaabi have started to move towards the Peshmerga controlled areas south and west of Kirkuk Monday night, Iraqi and Kurdish officials have said.

Clashes erupted on the Taza Khurmatu front, south of Kirkuk, a Peshmerga commander told Rudaw, with both sides exchanging fire involving heavy weaponry.

Kamil Salayi, Kirkuk mayor, told Rudaw that the situation is now calm in Taza Khurmatu. He said it was the Iraqi forces who first initiated the clashes there.

Peshmerga claim that they destroyed four Iraqi vehicles. A Kurdish official said that they have pushed back Iraqi forces twice since the fighting began between the two sides in Taza Khurmatu.

Shalal Abdul, mayor of Khurmatu, some 75 km south of Kirkuk, told Rudaw that while they chose to not to return fire from the Shite Hashd al-Shaabi on previous days, they have chosen on Monday to fight back when the two sides exchanged fire.

The objectives for the Iraqi advances are the K-1 military base, the Kirkuk airport and the oil fields that are under Kurdish control south and west of Kirkuk, the Kurdistan Security Council stated.

Lt. Col. Salah al-Kinani of the Iraqi army’s 9th armored division told Reuters that they are on the move with the aim to control the K-1 military airbase.

Kurdish President Masoud Barzani, also commander-in-chief of all Kurdish armed forces, has ordered all Peshmerga units to not initiate a war with the Iraqi forces, but if attacked, then they are given “green light to use every power” to fight against the advancing forces, Hemin Hawrami, a senior assistant to President Barzani said.

Kurdistan’s Vice President Kosrat Rasul has issued a statement, saying that they are entitled to the right to self-defence.

“It is unfortunate that the Iraqi forces and the Hashd al-Shaabi intend to attack Kirkuk. We want to reassure everyone that that we and the brave Peshmerga are in Kirkuk and will defend it. Though we do not want to initiate war, but we will defend ourselves with high morale and will not allow Kirkuk be attacked. We demand the brave and strong people of Kirkuk to help the police and security forces inside the city to better protect the situation in the city.”

The Pentagon has called on the Iraqi and Kurdish forces to "avoid escalatory actions,” and instead seek dialogue.

"We oppose violence from any party, and urge against destabilizing actions that distract from the fight against ISIS and further undermine Iraq's stability," Pentagon spokeswoman Laura Seal said, Reuters reported.

"We continue to support a unified Iraq," she said. "Despite the Kurdistan Regional Government's unfortunate decision to pursue a unilateral referendum, dialogue remains the best option to defuse ongoing tensions and longstanding issues, in accordance with the Iraqi constitution.

Iraqi state TV has claimed that the US-trained Counter Terrorism Service, the federal government, and the 9th division of the Iraqi army, have taken control of “large areas” without any confrontations, something denied by Wasta Rasul and Kamal Kirkuki, two Peshmerga commanders.

Iraqi Prime Minister Haider al-Abadi has instructed the Iraqi forces who are advancing on Kirkuk based on his orders to “protect all the people of Kirkuk,” Iraqi state TV quoted him as saying.

Kirkuk Governor Najmaldin Karim, who visited some of the civilians who have taken up arms to defend the oil-rich city of Kirkuk, said that the Peshmerga are prepared to defend the province. He also called on all able-bodied people who have their own weapons to take up arms against the Iraqi forces.

Vice President Kosrat Rasul has deployed 3,000 more Peshmerga to Kirkuk, a Peshmerga commander told Rudaw. VP Rasul had already deployed 6,000 troops to the disputed city, claimed by both Iraq and Erbil, on Thursday night.

VP Rasul is already in Kirkuk.

Hemin Hawrami, senior assistant to the Kurdish President Masoud Barzani, said that the Kurdish “Peshmerga forces are in full control of Maktab Khalid, K1 military base, [and] the Kirkuk airport.”

Karim Nuri, a commander of the Hashd al-Shaabi, told Rudaw that any force that may be fighting against the Iraqi forces are “the same as ISIS,” whose leaders are like Abu Bakir al-Baghdadi, the leader of the ISIS militants.

The Iraqi PM has instructed the Iraqi forces “to secure bases [and]  federal installations in Kirkuk province.” It added that he ordered the Iraqi Security Forces “to cooperate with Peshmerga and avoid confrontations, and to protect all civilians.”

Rudaw reporters have visited the Peshmerga controlled K-1 military base, and Maktab Khalid  where the Kurdish security forces said that they are ready to defend thee areas.

The Iraqi government has called on the Kurdistan Region to cancel the results of the Kurdish independence referendum held on September 25 that saw 92.7 percent of the people voting to leave Iraq.

The votes took place in the Kurdistan Region and the disputed or Kurdistani areas under the Kurdish control but claimed by Baghdad.

Zalmay Khalilzad, a former US Ambassador to Iraq, said in a series of tweets Monday morning that Iran’s “IRGC [Islamic Revolutionary Guards Corps] -backed militia led by terrorist Mahdi Mohandis has begun an assault on Kirkuk,” Khalilzad said, making reference to the deputy head of the mainly Shiite Hashd al-Shaabi.

“Reliable reports indicate the PMF [Hashd]  militia is using Abrams tanks provided by the US to the Iraqi armed forces against the Peshmerga,” Khalilzad continued, as he tagged the official account of the US presidency asking “Shouldn’t we disable these tanks to prevent their use by Quds force proxies?”

Run chicken run. Kinda of hard to make decisions for your precious Kirkirk if you aren't there. Maybe you really only think one person, yourself! Perhaps this will be Abadi's opportunity to put a huge dent in Barzani's door by kicking it in. All Barzanis are such wealthy little drama queens......
