No International support for Kurdistani Referendum? No Problem, Says Erbil

No International Support for Kurdistani Referendum? No Problem, Says Erbil

On Monday, the European Union joined the United Nations, the United States, Turkey, and Iraq to discourage Iraqi Kurds from holding an independence referendum on Sept. 25.

That was to be expected, and won’t deter regional government authorities in Erbil, said Bayan Sami Abdul Rahman, the Kurdistan Regional Government (KRG) representative in Washington.

“This is what we expected. We’d hoped, of course, for a more positive response,” she said Monday at a media briefing. “But the pattern of independence movements elsewhere has shown that that’s the pattern. Nobody wants borders to change, nobody wants anything to change.”

Not all the damp squibs are equal. EU foreign ministers cautioned against “unilateral steps,” while the United Nations warned it would not be “engaged in any way or form.” The United States, busy with a fight against the Islamic State in Iraq, says an independence bid now would distract from more urgent priorities. Baghdad, for its part, has issues with the expansive scope of the territories Erbil wants to include in the referendum.

On timing, Sami Abdul Rahman said that, particularly with Iraqi elections coming up in 2018, there was no time to waste for the region that has long complained that it gets financially shorted by Baghdad.

“We’re not talking about Quebec. We’re not talking about Scotland,” she said in reference to separatist-prone areas in otherwise stable states. “We’re talking about Iraq.”

An Iraqi official told Foreign Policy, “We echo the statements released by our prime minister that holding the referendum and shaping the future of Iraq is a decision that all Iraqis must have a say in not only a certain group Iraqis. The government adheres to to the constitution as a legal framework to shape the relations with KRG. Any process in that direction should be discussed through dialogue and within the Iraqi constitution.” The official continued, “In relation to this matter, Prime Minister Haider al-Abadi received a phone call from KRG President Masmoud Barzani affirming continued dialogue, as well as continued cooperation in fighting ISIS.”

And on the disputed territories of Kirkuk, Makhmour, Shingal, and Khanaqin? It would be unthinkable, she said, for them not to be included, particularly since the federal government let slip a deadline to resolve uncertainty over the disputed areas fully a decade ago.

“It’s kind of a bit rich, from our perspective, to have people say, ‘how dare you think about having a referendum in the disputed territories,’ when nobody did anything about disputed territories,” she said.

The referendum will only ask whether there should be an independent Kurdistan. The authorities would then want to negotiate the terms of independence, including the fate of the disputed territories, with Baghdad.

“It’s only a referendum. It’s not a declaration of independence. Even after the referendum we still have time to persuade our friends on the Hill and elsewhere that this is something for the good.”

Update, June 19, 2017, 5:51 p.m.: This piece has been updated to include comment from Iraqi officials.

Masrour Barzani: Referendum would push Baghdad to recognize legitimate aspirations of Kurds

Masrour Barzani: Referendum would push Baghdad to recognize legitimate aspirations of Kurds

ERBIL, Kurdistan Region (Kurdistan24) – The Kurdistan Region's independence referendum scheduled for Sep. 25, 2017 aims to formalize the border of the Kurdistan Region with the rest of Iraq, a senior Kurdish official stated on Saturday.

Kurdish officials have planned to hold a referendum to separate from Iraq, an act which they state is a natural right as the people of the Kurdistan Region "should be allowed" to decide on their future.

Following the announcement of the referendum, neighboring countries expressed their opposition toward the move, fearing it might encourage the large number of Kurdish people living within their borders to ask for the same, especially in Turkey.

The Chancellor of the Kurdistan Region Security Council (KRSC) Masrour Barzani stated that Turkey has "nothing to fear" from the independence referendum.

“The referendum will shape the bilateral relationship between Kurdistan and the rest of Iraq. We do not intend to change the borders of neighboring states. It simply formalizes a delineated border between Kurdistan and the rest of Iraq,” Barzani stated during an interview with the Guardian.

Kurdish top officials have repeatedly mentioned that Baghdad does not accept a real partnership with Erbil and has marginalized Kurds in governing Iraq.

“It’s time to accept that this model is not working. Iraq is already practically divided, and this vote will reflect what has already taken place. This referendum will be binding,” Barzani continued. “It will give us a mandate to negotiate a peaceful settlement with Baghdad on terms that recognize the legitimate aspirations of our people.”

The UN, along with many other nations in the world, has stated that the timing set for the vote is "not suitable" as the battle against the Islamic State (IS) continues in northern Iraq, but Kurdish officials insist the move is an historic opportunity for the people of the Kurdistan Region, whose voice has yet to be heard and recognized by the international community.

“If we wait for all problems to be solved in Iraq, it means the referendum should never be held. We have already waited for so long,” said the President of the Kurdistan Region Masoud Barzani in a previous interview with France 24.

Kurds are believed to be the largest stateless nation in the world, estimated at over 40 million, mostly settled in Turkey, Iraq, Iran, and Syria.

The creation of a Kurdish state has long been a dream for Kurds all around the world.

Former CIA Chief: Kurds Need to Export 800,000 bpd to Afford Independence

ERBIL — Former CIA Director and Commander of international forces in Iraq and Afghanistan, David Petraeus said Kurdistan Region needs to produce and export about 800,000 barrels of oil at US$105 per barrel before it declares statehood.

“I think, ultimately, they probably do have a right to an independent state and an independent people, but again they’re going to have to get a good deal,” said Petraeus in an interview with Australian Strategic Policy Institute on Friday.

Petraeus believes that Kurds cannot afford to be independent for the time being, arguing that “We calculated at one point – the CIA – that they needed to export about 800,000 barrels of oil at US$105 per barrel. They are only producing 800,000 barrels on a really good day and exporting a subset of that now in the forties per barrel. So, they still need some of what they get from Baghdad.”

He also believes that the independence process should take place peacefully. “This has to be an amicable divorce with Iraq and a good deal with Turkey before they can risk that,” Petraeus said.

The US general believes that “Kurds will stay part of Iraq for some time longer” due to the financial status and political disputes facing the region.

The retired US General David Petraeus has served as the commander of international forces in Iraq and Afghanistan and the CIA chief.

Former CIA director David Petraeus said the Kurds have the right to their own independent state, but added it would not be an easy task.

“I think, ultimately, they probably do have a right to an independent state and an independent people, but again they’re going to have to get a good deal,” Pretraeus said in statements to Australian media.

“This has to be an amicable divorce with Iraq and a good deal with Turkey before they can risk that,” he added.
Kurdistan Region announced it would hold an independence referendum on September 25.

“But I literally don’t think they can afford to be independent. We calculated at one point – the CIA – that they needed to export about 800,000 barrels of oil at US$105 per barrel.”

“They are only producing 800,000 barrels on a really good day and exporting a subset of that now in the forties per barrel,” he claimed. “So, they still need some of what they get from Baghdad,” he concluded.

Anti-Kurds rant may throw Iraq into chaos: Experts

June 26 2017 11:39 PM
Maliki and Barzani
Maliki and Barzani

Mostapha Hassan

The remarks made by Saad Almtalibi, Baghdad's provincial council member affiliated with State of Law Coalition, headed by Nouri al-Maliki, has drew condemnations from a broad spectrum of Iraqi political forces.

Almtalibi, member of the coalition whose head has very close ties to Iran, threatened Wednesday that Kurdish citizens will be evicted from Baghdad and their citizenships will be revoked in case of supporting a yes vote in the coming independence referendum.

They should know that in case of holding the referendum, slated for September 25th, no single Kurdish national will be allowed to stay in Baghdad to hold a government office, and they will be expelled outside Baghdad after revoking their citizenships, he said in an interview.

Office of prime minister Haider al-Abadi was quick to condemn these comments, expressing utter astonishment at them.

"We are fully astonished at these condemned remarks made by one of Baghdad's provincial council members towards the Kurdish citizens living in non-Kurdish provinces, Spokesman for Abadi's media office Saad al-Hadithi announced in a statement.

Encouraging the launch of such remarks jeopardizes social peace and spreads racism and hatred among the Iraqis, he added.

"We have also made clear our position on the referendum on the fate of the Kurdistan region, which we stressed that the Iraqi constitution is the legal reference adopted by the federal government and that all Iraqi parties should abide by and respect its provisions and not take any unilateral steps."

Deliberate defaming

National Iraqi Alliance, headed by the Shiite politician Ammar al-Hakim also denounced the remarks, describing them as 'irresponsible'.

Such comments are aimed at defaming the Kurdish citizens and denting its dignity, he confirmed, stressing he will continue to defend the constitutional rights of this faction.

As we are about to declare full victory over ISIS takfiri groups, some parties are attempting to foment sedition and discord among the Iraqis, Hakim's statement said.

Maliki foments sedition

Experts told the Baghdad Post that the Iran-aligned Maliki and militias and coalition are fanning the flames of sedition.

What they are doing is totally dangerous, they added, noting, Iran regime gave them the green light to stir chaos and burn Baghdad through sedition.

They called on Maliki to shut up, saying the Iraqis are in no need to listen to traitors and killersAlso, Shiite cleric Taqi al-Deen al-Madrasi called on officials in Kurdistan not to be hasty when it comes to holding the referendum.

He cited 'inconvenient regional situation' as a cause for the Kurdish government to delay holding the plebiscite.

Holding the referendum in northern Iraq compromises the region's stability and represents a disservice to our efforts to combat terror, the cleric's statement said.

Hence, experts familiar with the situation in Iraq said that Maliki and his stalwarts will not stop raising this thorny issue to spread sedition.

Iran directives

Analysts reiterated the assertion that Maliki is implementing Iran's plot, whose foremost aim is to burn Iraqi for its interests.

They cited remarks made by Maliki months ago, where he said Kurdistan region has turned to be a springboard for Israeli intelligence.

He continued to launch rant, saying:"Kurdistan region's head Masoud Barzani should be deterred at any rate, even if this will drive us to use force."

These remarks, which he made in an interview with a Lebanese paper, provoked a strong response from Kurdish presidency spokesman, who said Maliki will be consigned into dustbin of history.

He should have hidden himself after the crimes he committed against the Iraqi people, he added.

Maliki caused Iraq to be at the top of the list of the world's most corrupt countries. And he encouraged plunder and killed transparency, the spokesman Omid Sabah explained.

We inform Maliki through this statement that the battlefield is open, and if he wants to try, we are ready, he noted.

The Kurdish people vanquished enemies whose power had been far greater than Maliki's ones.

Citing the stances of all political forces after this crisis, analysts say Maliki, boosted by Iran support, is pushing the whole country towards further rift.

They asserted the remarks made by the Maliki coalition-affiliated official jeopardizes Iraq's already fragile stability.

No one could predict the consequences of what he and his followers are plotting, the commentators added, reiterating the importance of bringing these devastating ambitions to a halt.

Yeah, this is what I am thinking is going on behind the scenes. Pretty sure it will back fire, though. If this does go out a ways and the nincompoops haven't performed, I'm pretty sure the "emergency gubmint" will be implemented on or before September 21, 2017 under the US (courtesy of President Donald J Trump and Mattis, et all) and UN auspices as advertised in earlier articles. The "emergency gubmint" will likely strip all the culpable (especially Nouri al-Maliki) of immunity for ready prosecution and get the needed laws (like HCL) implemented if not done so already.

Just my opinion and :twocents:

Yep, Yep!

Go Moola Nova!
