Abadi holds military talks with Kurdish government, US confirms

US State Department spokesperson Heather Nauert confirmed that Iraqi Prime Minister Haider al-Abadi met with Kurdish government delegation and held military talks to end Baghdad-Erbil crisis, US Department of State reported.

She said, "Prime Minister Abadi has met with the government of Erbil and they have had direct military-to-military talks to try to de-escalate tensions. So there are steps that are taking place, there are meetings, and there are conversations that are being had. That’s a positive step."

She also confirmed that the US supports dialogue as the best way to end the crisis.

She continued, "The United States will continue to work with and have conversations with Erbil and also with Baghdad."

This comes as the crisis in Kirkuk has escalated. Peshmerga forces have been fending off attacks launched by the Iraqi forces.

Tensions between the two sides over the future of Kurdistan have been high since the Kurds voted for independence in a September referendum.

The oil-rich Kirkuk Governorate has emerged as a flashpoint in the crisis as it is claimed by both sides.

Nigervan Barzani comment on the decision of the Federal Court nullification of the referendum of Kurdistan

From 2017-11-20 at 14:53 (Baghdad time)

Baghdad Mawazine News

BAGHDAD (Reuters) - Iraq's Supreme Federal Court, which was disqualified as a result of the referendum on independence on Monday, reached its verdict without hearing the opinion of the regional government, the prime minister of the Kurdistan Regional Government said on Monday.

"Kurdish rights are stipulated in the Iraqi constitution and the Kurds are seeking to implement this constitution to resolve their issues with Baghdad," he told reporters at a news conference.

Barzani blamed the Iraqi government for pushing Arbil to hold the referendum, pointing out that Iraq did not abide by the constitution, which provides for unity and guarantee rights.

The Supreme Federal Court of Iraq issued a ruling on Monday confirming that the independence referendum organized by the Kurdistan Regional Government on September 25 in its provinces and disputed areas was not constitutional.

The provision also includes the repeal of the "effects and consequences" of this referendum.

Barzani also said: "We respect the decisions of the Federal Supreme Court, but there is no law or authority that can cancel the referendum." We were not going to the referendum if Baghdad had already adhered to the constitution.

"If Baghdad implemented from the beginning the provisions of the Constitution, there are no problems and no talk about it and we do not need a referendum, but Baghdad talks about the Constitution only when it is in its interest."

"The implementation of the constitution must be serious and we need a third party to solve the problems," he said.

The Federal Court on 18 September last "a mandate" suspended the proceedings of the referendum until the proceedings against him by the government and deputies in Parliament at the time.

The decision came about two months after the authorities of the Kurdistan region a referendum on independence in its provinces (Erbil, Sulaymaniyah and Dohuk) and other disputed areas.

The federal government in Baghdad rejected the referendum and its results, said it would not recognize it, and took administrative and military measures to strengthen its federal powers, particularly in disputed areas and border crossings.

The Federal Assembly held a session to consider four cases to challenge the unconstitutionality of the referendum held on 25/9/2017, in the Kurdistan region and the rest of the areas covered, after all parties were notified of the deadline for the consideration of these cases according to the law.

On November 14, the Kurdistan Regional Government welcomed the interpretation of Article 1 of the Constitution by the Federal Supreme Court, asserting that it is the basis for initiating a comprehensive national dialogue to resolve differences by applying all constitutional articles in a way that guarantees the protection of the rights, Only to ensure the unity of Iraq.

Kurdish politicians are likely to declare their commitment to the decision of the court because the prolongation of the crisis is not in the interest of the region, which suffers from punitive measures imposed by the federal authority, including banning foreign flights to and from the airports of Kurdistan, and control of most oil wells and disputed areas.
