The President of the Kurdistan Region of Iraq on Wednesday, President of the Republic Fuad Masum, his final position on the referendum on Iraq.

This came during a meeting between the two sides in the house of Kosrat Rasul Barzani deputy in the presence of Aqila Talabani Hiro Ibrahim and most of the leaders of the Patriotic Union of Kurdistan in the city of Sulaymaniyah.

A source familiar with the twilight news, Barzani told infallible that the region will accept the opening of dialogue with Baghdad if there are international guarantees that meet the rights of the people of Kurdistan.

He added that the region will proceed in the referendum otherwise.

The source pointed out that those gathered at the house of Kosrat Rasul confirmed their move forward in holding the referendum scheduled next week.

The Supreme Council for the referendum rejected this week a proposal by the UN envoy to Iraq, Jan Kubic, and calls for the immediate start of the Iraqi government and the Government of the Territory to "organized negotiations, intensive and intensive, without preconditions and an open agenda on ways to solve all the problems, Which will determine future relations and cooperation between Baghdad and Erbil. "

Iraqi PM hopes Baghdad- Irbil crisis to be solved within hours

Al-Abadi said the referendum equals Iraq's disintegration and weakening everybody. 

The Iraqi PM said there is a great deal of confidential cooperation between Baghdad and Ankara, which opposes the referendum. But the cooperation is by no means against the Kurds, but it is only for safeguarding stability in the region.

Saying that Kirkuk has been occupied by force and Kurdistan Region must return the region to the central government, he added, some neighboring countries allow Kirkuk oil to be exported via their land, which is 'oil trafficking'. 

No concessions have yet been made; but we want some assurances from Kurdistan Region, inasmuch as if any Kurd-Arab conflict kicks off, everybody will lose.

"The Iraqi government will not take Maliki's remarks seriously," Shakhwan said. Stressing that the process of the referendum is democratic and can not use force against the will of the people. The President of the coalition of state law, Vice President of the Iraqi Republic, Nuri al-Maliki, announced on Wednesday, 20 September, 2017, rejected the initiatives presented by the Secretary-General of the United Nations and President Fuad Masum, on the referendum of the Kurdistan Region. Maliki said in a press statement about the initiative of the representative of the Secretary-General of the United Nations in Iraq on the referendum of Kurdistan: "We have seen the initiative of the representative of the Secretary-General of the United Nations in Iraq and the subject of the referendum to be held in the Kurdistan Region," adding that "the initiative contained implicitly paragraphs unconstitutional" .


He continued: "We reject the initiative presented by Mr. Jan Kubic Representative of the Secretary-General of the United Nations in Iraq, put forward by the President of the Republic, because they set the time for the success of negotiations, which is a prerequisite for dialogue, which we reject at all. He pointed out that "we reject the holding of the referendum in Kurdistan and in the disputed areas, and we reject its results and the consequences thereof, as a subject contrary to the articles of the Constitution in a flagrant manner, and the region to submit to the decisions of the Federal Court and stop the referendum immediately." Maliki stressed that "the brotherly and committed brotherly dialogue is the basis for resolving all outstanding problems, under the umbrella of the Constitution and without any conditions from any party, and work in the spirit of brotherly nationalism, away from clinging to positions that would tear up Iraq."


He called on the head of the coalition of state law "all national spectrum to make more efforts and intensify meetings in order to come up with a national initiative, adopted by all and implement its provisions after the adoption of the House of Representatives and the Council of Ministers," adding: "We highly appreciate the efforts of the Representative of the Secretary-General in this context, We categorically reject the internationalization of the referendum crisis and try to cancel the national role, which brings us back to square one and to chaos, God forbid. " He went on to say: "We support the government and the House of Representatives in their position of the crisis, and thank the countries of the world sisterly and friendly, which is committed to the unity of Iraq and its people."

Both the Iraqi government and a number of countries, notably the United States, Turkey and Iran, have refused to hold a referendum in the Kurdistan region.

Immediately after Barzani's arrival in Sulaymaniyah, dozens of supporters of the movement "both to the referendum" in the province, protested against the visit of the provincial president to the province.

The presidency of the Kurdistan region has announced a visit by Barzani to Sulaymaniyah, which will meet with President Fuad Masum to discuss the referendum file.

It is noteworthy that the movement led by the Kurdish businessman Sashwar Abdel Wahid, and a number of Kurdish figures, has called for postponement of the referendum because of the unwillingness of the region to secede at the moment, while confirmed its categorical refusal to push the people of the region to participate.

The massive military drills launched by Ankara on the Iraqi border are an unambiguous statement of its readiness to respond to a threat, which may emerge after the Kurdish vote on September 25, experts told Sputnik adding that the situation risks degrading to chaos and escalation.

Commenting on the on the exercises which kicked off on Tuesday, former Turkish ambassador to Iraq, Unal Cevikoz, told Sputnik that Ankara’s toughened rhetoric was an attempt to keep the country’s Kurds under control and was simultaneously sending a clear signal to the Kurdistan Regional Government in Iraq (KRGI).

“I believe that attempts to thwart the upcoming plebiscite are dangerous and will only add to what is already a very difficult situation. KRGI leader Masoud Barzani said he will not give up on the idea [of holding a referendum] even though Ankara and Baghdad are against it. Russia, the US and the rest of the international community also believe that the referendum is premature, but the KRGI says it will not back off,” Cevikos told Sputnik Turkey.

 

He warned against any attempts to bring the situation to a head, but said that the ongoing Turkish military exercises on the Iraqi border were doing exactly that.

 

“We all know that an independent Kurdistan will not appear the day after the September 25 referendum, and that any attempts to prevent it from happening are fraught with serious security threats to the region. What we need is a post-referendum dialogue between Erbil and Baghdad to prevent a crackdown on Turkish Kurds and an increase in tensions inside Turkey,” Unal Cevikoz emphasized.

Abdullah Agar, an ex-Turkish commando and a counterterrorism expert, welcomed the ongoing military drill on the Iraqi border as a sign of Ankara’s desire to pre-empt any “surprise developments” in the region, including the upcoming referendum.

“To prevent any potential chaos  developing in the region and the impact it could have on Turkey and its allied communities in Iraq, Ankara is trying to stabilize the situation inside the country and also in Iraq and Syria. We realize that while doing this we could  be forced to resort to a military  intervention abroad,” Agar noted.

 

He added that the Turkish military drill was being held to show Ankara’s readiness to handle any threats to its national security and its future.

 

The Turkish armed forces launched a military drill on the Iraqi border ahead of the September 25 independence referendum set by the Kurdistan Regional Government in Iraq and following a stern warning by Turkish Prime Minister Binali Yildirim of “a lightning response to any internal or external threat to our national security.”

Kirkuk, a hotly-contested city in northern Iraq is shaping up ahead of a referendum on Kurdish independence, a Reuters report revealed Wednesday.

Kurds want to cement their hold on oil-rich Kirkuk and other parts of the region by holding next Monday’s vote. 

Peshmerga, which means those who confront death, are the military forces of the autonomous region of Iraqi Kurdistan.

Kirkuk, a multi-ethnic city also claimed by Arabs since oil was discovered there in the 1930s. The Kurdistan region produces around 600,000 barrels per day (bpd) of oil.

The central government in Baghdad, Iraq’s neighbors and Western powers fear the vote could divide the country and spark a wider regional conflict, after Arabs and Kurds cooperated to dislodge ISIS from its stronghold in Mosul.

Already at least one Kurd has been killed in pre-referendum clashes, and security checkpoints have been erected across the city to prevent further violence.
But the Kurds say they are determined to go ahead with the vote, which, though non-binding, could trigger the process of separation in a country already divided along sectarian and ethnic lines. Iran, Turkey, the United States and Western allies oppose the vote.

Some non-Kurds fear Baghdad will attempt to regain control of Kirkuk and send in Shi‘ite militias Iranian militias in Iraq and Syria (IMIS), stationed just outside the province.

“I fear (IMIS) will come and fighting will start in Kirkuk,” said Nazim Mohammed, an Arab from Mosul who fled to Kirkuk when the northern city was overrun by ISIS.

Backed by Iran, the militias fear an independent Kurdistan would split Iraq, giving them and Tehran less influence.
Kirkuk, populated by Kurds, Arabs, Turkmen, Christians and other minorities, is one of 15 ethnically mixed areas in northern Iraq that will participate in the referendum. 
They are claimed by both the central government in Baghdad and the Kurdistan Regional Government (KRG).

A decision by KRG President Massoud Barzani to include these so-called disputed territories in the plebiscite was widely interpreted as a unilateral move to consolidate Kurdish control.
Critics say Kurdish intentions were already clear before the referendum was announced. Peshmerga fighters seized Kirkuk in 2014, after fleeing Iraqi security forces left its oil fields vulnerable to ISIS terrorists who had just swept across northern Iraq.
Tensions between the KRG and Baghdad are not new, and hinge on oil revenue. The Kurds have long accused Baghdad of failing to make budget payments to the region, while central government has opposed oil deals made by the Kurds without its consent.
Nevertheless, the Kurds have been marking their territory in the run-up to the vote. Peshmerga outposts dot the area, protecting the flaming oil fields on Kirkuk’s outskirts. 
Kurdish flags have been hoisted across the city since the spring, and now fly alongside Iraqi flags on government buildings.
On Monday, clashes broke out in Kirkuk after a Kurdish convoy celebrating the referendum drove by a Turkmen political party’s office. A Kurd was killed, and two others were injured, security sources said.

This followed a week of escalating rhetoric between ُقلاهم and Baghdad, where parliament voted to reject the referendum and oust Kirkuk’s Kurdish governor, Najmaddin Kareem.

The conflict over the disputed territories is bitter. If the Kurdistan region of Iraq declared a break-off from Baghdad, Kirkuk would fall right on the border between the two. Kirkuk produces around one quarter of the region’s oil.

“If the Kurds want to press for a separation of sorts,” said Joost Hiltermann, MENA programme director at the International Crisis Group, “the boundary question becomes critically important.”

“If Baghdad and Erbil continue to take unilateral steps,” he said, “things can only escalate”.
Many Arabs have been ousted since late president Saddam Hussein was toppled in 2003, emboldening the Kurds to reclaim large parts of the disputed territories, including Kirkuk. 

 

“Since 2003 some 600,000 Kurds have arrived, many of them are here illegally,” said Ali Mehdi Sadiq, a Turkman member of Kirkuk’s local council. “Without dialogue everything is possible. We need to avoid a war engulfing the whole of Iraq.”

This comment comes as tensions rise between Baghdad's government and Erbil, after Iraqi Prime Minister Haider al-Abadi declared the state of emergency in Kirkuk governorate and appointed a military governor for it and threatened to escalate the situation.

Kurdistan will hold an independence referendum on the 25th of September that will include Kirkuk governorate and several other disputed areas.

Saudi Arabia said on Wednesday it hoped Iraqi Kurdish leader Massoud Barzani would not hold an independence referendum, saying such a move could bring risks for Iraq and the region, SPA reported.


Saudi Arabia “looks to the wisdom of President Barzani in not holding the referendum”, a foreign ministry statement said.

 

Earlier, Kurdistan Regional Government announced holding independence referendum on Monday.

ERBIL — Delegations from Kurdistan Region and the Iraqi government will meet again to discuss their disputes and a planned independence vote in the Kurdistan Region, an official said.

The sides are expected to meet in the following few days, according to Habib Tarafi, member of Hikmah Faction led by Ammar al-Hakim.

They will talk about all the options available, including those proposed by the regional and world powers pertaining to Erbil’s independence vote.

Kurdistan Region has set the referendum for 25th September, rejecting the proposed alternatives for falling short of Erbil’s demand.

ERBIL — Kurdistan Region President Masoud Barzani reiterated that Erbil is open to an alternative for its planned independence referendum if it could meet Kurdistan Region’s demands, but such a proposal is yet to be put forward.

During a massive rally in Sulaymaniyah where thousands of people gathered to voice their support to independence, Barzani said that holding the referendum is not “the end of the world”, and that Kurds must not be prevented from having their voice on their destination.

The Kurdish president pointed out that Kurdistan’s political leadership is committed to hold constructive dialogues with Baghdad after the referendum, to find a solution to their prolonged disputes. “Then we will say goodbye; we have been asking you for more than 100 years to be brothers and partners but you did not accept. Now we can be [friendly] neighbours and brothers for each other,” he said.

“We made a grave mistake in 2003 when we returned to Baghdad… we actually rejoined them with a good will in hopes of establishing a democratic and federal Iraq.”

The Kurdish president criticised the political leadership in Baghdad for proceeding with the same political culture and policies of their predecessors. “Only faces changed in Baghdad,” he emphasised.

Barzani welcomed the difference in political views among various political factions, but warned to maintain unity so as to serve the people and block efforts by others who wish to stab Kurdistan in the back.

DAMASCUS, SYRIA (4:00 PM) – Turkey will impose severe sanctions upon Iraqi Kurdistan if the planned independence referendum will be held as planned on September 25. This was said by Turkish president Recep Tayyip Erdogan in the wake of the United Nations General Assembly (UNGA) meeting held on Tuesday.

Addressing the assembled press outside his hotel in New York, the Turkish president told reporters that his administration was about to discuss plans of action to come into effect if the Kurdish Regional Government (KRG) in Iraqi Kurdistan were to press on with the planned plebiscite despite the many warnings against it by several international partners.

“As the national security council, we will advise the government on our decision. With it, the cabinet will meet and discuss this. It will both evaluate this and put forth their own stance on what kind of sanctions we can impose, or if we will, but these will not be ordinary,” Erdogan stated.

 
President Erdogan’s words echo earlier statements by representatives from both Iraq and Iran. Earlier, representatives from both nations had already made it very clear that any secession of the KRG from the Republic of Iraq would not be accepted. Prime Minister of Iraq Haider al-Abadi has accused the Kurdish authorities of “playing with fire”, and Vice President Nouri al-Maliki declared that Iraq “will not allow the establishment of another Israel” on Iraqi soil.

However, the Turkish leader’s statement is the first one that carries explicit mentioning of sanctions against the Kurdish region if the referendum were to be held as planned. Earlier, Erdogan had taken the stage in the UNGA meeting to warn of the dangers of Kurdish secession, but had not elaborated on a possible response by Turk

Not long after the president’s statement in New York, Turkish Defence Minister Nurettin Canikli addressed reporters in the Turkish capital of Ankara with similar sentiments. “A change that will mean the violation of Iraq’s territorial integrity poses a major risk for Turkey (…) The disruption of Syria and Iraq’s territorial integrity will ignite a bigger, global conflict with an unseen end.”, Canikli declared.

While no specific sanctions have so far been announced, it seems likely that they would target the petroleum export sector. Turkey currently enjoys extensive commercial relations with the KRG, with hundreds of thousands of barrels of oil being pumped from the semi-autonomous Iraqi Kurdish region to Turkey every day. Just recently, the Kurdish Regional Government approved of a project by Russian company Rosneft to invest in gas pipelines between Iraqi Kurdistan and Turkey.

Relations between the two have significantly soured though after Kurdish lawmakers decided to ignore warnings by Turkey, Iran and the central Iraqi government, and to push through with the planned referendum. Reports have it that Turkey has started to drill for oil fields right at the border on Tuesday, likely in an attempt to reduce its future reliance on Kurdish petroleum imports.

The Kurdish referendum is bound to be held on September 25, despite numerous calls to cancel it from Iraq, Iran, Turkey and even the United Nations. On Monday, the Iraqi supreme court voted to suspend the plebiscite as being unconstitutional and illegal under Iraqi law. The Iraqi parliament had earlier voiced a similar sentiment, declaring that no matter what the outcome, the referendum would not be accepted as legitimate.

Northern Iraq’s Kurdish region looks forward to “serious and friendly” dialogue with Baghdad following next week’s poll on regional independence, Kurdish Regional Government (KRG) President Masoud Barzani said Wednesday.

Speaking at a campaign rally in the northern city of Sulaymaniyah, Barzani stressed the legality of the planned referendum, slated to be held next Monday.

“It [the referendum] isn’t a crime,” he asserted. “After suffering injustice for 100 years, the Kurds are finally demanding independence.”

Barzani went on to say that Erbil, the KRG’s administrative capital, was “ready to hold serious and friendly dialogue” with Baghdad following next week’s controversial poll.

“Once we resolve all our differences [with Baghdad] in one or two years, we can say goodbye in a friendly manner and live side-by-side as good neighbors,” he said.

The non-binding referendum will see Iraqis in KRG-controlled areas -- and in a handful of territories disputed between Erbil and Baghdad -- vote on whether or not to declare full independence from Iraq.

Along with Baghdad, Turkey, the U.S., Iran and the UN have all spoken out against the poll, saying it will only distract from the ongoing fight against Daesh and further destabilize the region.

Iraq’s central government has even threatened to intervene militarily in the event that the vote leads to violence.

Barzani, for his part, has said that a “yes” vote would not initiate an automatic declaration of independence but would simply lead to further negotiations with Baghdad.

Risks of the referendum 
For his part, renewed the Vice President of the Republic, Nuri al-Maliki, stressing, during his meeting with Russian Ambassador to Iraq, Maxim Maximov, that the insistence on the secession of Kurdistan puts everyone at risk of war.
