The dialogue between Baghdad and Erbil between reality and aspirations

The Iraqi government remains skeptical and unconvinced that the announcement by the Kurdistan Regional Government (KRG) of its compliance with the decision of the Federal Supreme Court on the unconstitutionality of the Kurdish referendum fulfills the purpose, asserting that the «referendum owner» Massoud Barzani, despite the announcement of his abdication of the presidency of the region, no The actual ruler, and the decisive decision maker, and therefore the head of the federal government Haider Abadi, wants to «confirm» Barzani's approval of the invalidity of the referendum and its results, and «the recognition of error».

Political observers believe that this view coincides with what Barzani had previously stressed. "If the referendum succeeds, and if it fails, I will take the responsibility. And let's get what happens and tell me what you want."

Warnings

Barzani, who has insisted on holding the referendum despite the warnings of internal and external demanded to abandon this step at least now.

Observers point out that "Barzani's silence" is of great significance to him, as he will remain the "champion of the independence referendum", which was rejected by others, thus maintaining "relatively" his national popularity, despite the great losses suffered by the region and the Kurdish national cause.

On the other hand, internal and external efforts to resolve the crisis are crystallizing, centered on the cancellation of the results of the referendum in exchange for ensuring the financial share of the province and the redeployment of the Peshmerga forces in joint with the federal forces in areas under the influence of the Kurdistan Democratic Party.

Guarantees

Informed sources said that the head of the government of the region, Nechirvan Barzani is now looking for guarantees from Baghdad to fulfill its covenant with the region in terms of share of the budget and the lack of progress more towards the cities of the region militarily, and will try in the coming months to restore the relations of the government and his party with all the Kurdish parties first, As a prelude to political alliances in the upcoming elections.

As for the fate of the outgoing president of the region Massoud Barzani, sources continued «he has become outside the political game at the moment temporarily apparent, but he works in secret by supporting the son of his older brother, Nechirvan Barzani and guidance», adding that the latter works according to the map, His uncle Massoud.

On the other hand, a source close to the federal government said that Abadi told the Kurdish leadership that the price of starting dialogue with the region is to cancel the results of the referendum, otherwise there will be no dialogue or negotiations between the parties unless the results of the referendum are canceled.

The source said that after receiving the message Abadi is trying to gain the support of Kurdish parties, including his strategic ally, the National Union to prepare for the time of announcing the cancellation of the results of the referendum, stressing that the Declaration of cancellation of the results of the referendum is ready to be submitted to Baghdad, but the Kurdistan government is waiting for reference from two international parties close to the region Both politically and economically.

Solve the crisis

Washington and Berlin separately urged Baghdad and Erbil to start dialogue to defuse the crisis of its referendum on secession, the Kurdistan region of Iraq, September 25.

In a tweet on Twitter, US special envoy to the United States, Brett McGurk, said he had met in Baghdad with Prime Minister Haider al-Abbadi and stressed the importance of dialogue within the framework of the constitution to resolve outstanding issues with the regional government.

And called on the German Foreign Ministry, to accelerate the dialogue between Baghdad and Erbil.

decreased rates of violence in Iraq to the lowest level since the ouster of Saddam Hussein 's regime in 2003 by the loss of "Daesh" basic rules, as has become the bombings carried out by the organization thwarted by activity informants and double agents. A senior Iraqi security official said that the ability to gather information about potential "da'ash" attacks had evolved so that the government forces now have the ability to follow a bomb "from the moment it is assembled and installed to the moment of the explosion, and even allow it to explode after the evacuation of civilians Do not know that the bomb-making networks have penetrated.
In an interview with Iraqi Interior Minister Qassim al-Araji, the minister said: "We now have people working with a da'ash but they agreed to work with us as well. "The security forces sometimes bear the cost of the vehicle and transfer the bomb to Baghdad and detonate it in the place where it is targeted," he said. "We first urge people to leave their places and then issue an official statement containing false figures on the number of casualties," Araji said.
Al-Araji was a longtime leader of the Shiite Badr Organization and took over as interior minister last year when his predecessor resigned after a car bomb exploded in the central Baghdad district of Karrada, killing more than 300 people. Araji does not rule out the recurrence of such an incident again, but the probability of his assessment tomorrow is much weaker because the organization no longer holds cities or districts that provide a safe environment for the preparation of booby traps and bombers. "The most important and important thing is that a caliphate may have cut its back and no longer has pockets in the Western Sahara," he says.
With the continued loss of "calling" to the last strongholds and pockets were marked by the signs of defeat and the collapse of morale, but it is likely that the leaders have realized that they are defeated in Mosul inevitably due to military superiority on the part of Iraqi forces, and certainly they have prepared for that sleeping cells, The establishment of caches and reservoirs in the desert and stores of weapons, ammunition and food that enable the remaining troops to continue to work and launch attacks from time to time to prove that they are still present and are active. Al-Qaeda in Iraq, the predecessor of "Da'ash", has successfully recovered its activities after defeats and disruptions when it dwindled and halted its operations between 2007 and 2012 and then reappeared as conditions changed.
Another "advocate" will try to do this but it will not succeed if the network is discovered and eradicated. "We are receiving the cooperation of the families of important members of the organization and this strengthens the work of our security units," said Araji, speaking from his office in the Green Zone in central Baghdad. He said he was waiting for a call from the wife of one of the leaders, "We give her money and we keep quiet about her identity, but she does what she does because she wants to protect her children as she wants to survive,"
he said. On this occasion, millions of Shiites go out every year on their way to the holy city of Karbala from all over Iraq. In the past, it has been difficult to protect these vast numbers of people, so it has been a traditional target for those who "infiltrate" the crowd.
As evidence that security is now improving, Araji reads some information from a file prepared for submission to Prime Minister Haider al-Abadi. The information shows that only two attempted bombings occurred during the 40th visit, and that both suicide bombers were killed before anyone was hurt.
In the past, Iraqi officials blamed corruption whenever a suicide bomber or a truck loaded with terrorists managed to cross government checkpoints without stopping them. In Mosul, local residents say they were scared when they saw the Da'ash fighters and returned to the streets after being reported and arrested. They believed these fighters must have bought their freedom by bribery. Araji does not deny that such things were already in place, pointing out that the charge will soon be brought to an officer in the Interior for helping some of the families of the rush to flee Mosul to Baghdad.
In the past six months, the mood among senior Iraqi government officials has shifted, thanks to the shameless defeat of a "supporter" in Mosul after a nine-month siege. It was the greatest military victory ever achieved by the Iraqi armed forces, although it was expected. Then came the peaceful control of Kirkuk and the disputed areas with the Kurdistan Regional Government to register a new success, but compared to Mosul was an unexpected success achieved after the Kurdish President Massoud Barzani continued to play cards with a few manage to isolate himself at the international level when the referendum on independence .
"If he had accepted the postponement of the referendum, he would have achieved many gains," said Araji. "We in the Iraqi government have been lucky."
Araji also reveals that the Kurdistan region of Iraq is not completely isolated from the outside world, as feared by the population last month when Turkey and Iran threatened to close all their land crossings entering the Kurdish region, surrounded by the land from all sides, and exiting unless all those crossings are placed under the control of the government Iraq.
What happened was that Turkey and Iran had a fear that one would close the border crossings on its own while the others would keep their crossings open. Then it was the party that would keep its crossings that would account for the entire trade with the Territory. Everything in Iraq is almost imported and most of the imported materials cross the Turkish and Iranian borders. Araji said Iraqi leaders met with President Recep Tayyip Erdogan, who supports the Iraqi central government and supports its position, but did not discuss with him the question of closing the crossings.
Araji notes that the northern border of Iraq, which is winding and winding through the mountains and deep delusions, interspersed with many loopholes, especially on the Iranian side, so it has always been a paradise for smugglers. Iraq officially has four border crossings, three of them with Iran and one with Turkey. Informally, it has 17 crossings, 16 of them with Iran. When the Iranian government talks about closing border crossings, it does not refer to these informal outlets. However, the negotiating position of Iraqi Kurds today is still weak, so that they are expected to give up some of their control over those crossings to Baghdad.

BAGHDAD /

Despite the welcome of political parties in Baghdad to declare the Kurdistan Regional Government, acceptance of the interpretation of the Federal Court of Article I of the Constitution on the unity of Iraq, a source close to the Iraqi government confirms that Prime Minister Haider Abadi "does not count on the Kurdish positions issued by political figures ( Former) Massoud Barzani.

The source, who preferred not to be named: "Before asked Abadi about the positions and positive movements launched by the President of the Kurdistan Regional Government, Nechirvan Barzani, he said the same word: I want a clear and explicit response from Massoud Barzani, because he is still influential and controlled the game cards in the region.

The source pointed out that "Abadi knows with certainty that Barzani is still the main player in the region, whether inside or outside the authority, and recognizes that all that was done on the referendum of Massoud Barzani, and his departure from power does not change the reality governed by the Kurdish decision on the ground" .

The Secretariat General of the Council of Ministers requested earlier from the Federal Court an interpretation of Article I of the Constitution, in the context of its response to the Kurdistan region referendum referendum on the separation from Iraq on 25 September, the Federal Court issued earlier this month a provision on the interpretation of the article, That this article and other relevant constitutional articles confirmed the unity of Iraq.

The Presidency of the Kurdistan Region issued a statement yesterday declaring that it "respects" the interpretation of the Federal Supreme Court. "At the same time, we believe that this is the basis for initiating a comprehensive national dialogue to resolve disputes by applying all constitutional articles in a manner that guarantees the protection of rights, In the Constitution ".

The Observers considered the declaration a "tacit retreat" from the region on the subject of the referendum, but it was remarkable that Haider Abadi abstained during his weekly press conference yesterday to comment on the government's acceptance of the court's decision. Barzani. "

"We will not lose our patience, but we will not wait forever, we will take action," Abadi said during the conference, stressing his commitment to his rejection of the referendum and maintaining the unity of Iraq and sending " And are ready to cooperate in all forms. "

However, the Kurdish acceptance of the decision of the Federal Court made public satisfaction in Baghdad at the popular and official levels, as it opens the door to resolve the escalating crisis between Baghdad and Erbil. The MP from the coalition of state law, Kamel al-Zaidi accept the territorial government to interpret the court "a good step" "The Kurdish position needs to be more clear," noting that "what is required of the Kurds if they wanted to reach a clear understanding with Baghdad under the roof of the Constitution is to announce clearly the cancellation of the results of the referendum and full commitment to the Iraqi constitution" .

The Zaidi, a member of the committee formed by the "National Alliance" to negotiate with the region before the referendum in September, the commission assigned Abadi "secret", headed by "a senior political figure to negotiate with the Kurds, and reached negotiations in advanced stages, Acceptance of the interpretation of the Court is one of the results of that Committee ".

A senior member of the "National Wisdom Stream," Fadi al-Shammari, welcomed "the acceptance of the Kurdistan government by the interpretation of the Federal Court."

He said: "We welcome this announcement, because in the end opens a new window on the nature of the relationship between Baghdad and Erbil, and reveals the impasse experienced by the Kurdistan government, so it is seeking today to re-crystallize a new attitude towards Baghdad.

"Baghdad is dealing more flexibly, because the government and the forces supporting it want to preserve the Kurdish people and secure the requirements of a decent life," he said.
