He is a member of the House of Representatives, former Minister of Planning and Development Cooperation and President of the Institute for Progress in Development Policy. He holds a Ph.D. in Economics, a Master of Sociology and a Bachelor of Science in Chemistry.  Al-Hafez is the first president of the Iraq Reconstruction Strategy 2003-2005 and the vice president of the Independent Democrats Caucus. 2003-2005.
