The cabinet decided on Tuesday to stop international flights to the Kurdistan region and close its informal competition.
"The Cabinet held its regular session on Tuesday under the chairmanship of Prime Minister Haider al-Abbadi. During the meeting, the vote was taken to subject the land and air borders in the region to the federal authority." 
The statement added that "In implementation of the provisions of paragraphs [I - II - III] of Article 110 of the Constitution and pursuant to the provisions of Article 3 / first of the law of the Ports Border Authority No. 30 of 2016 and Articles [4-5-9-21] of the Civil Aviation Authority Law No. On the basis of the authority vested in the Council of Ministers under Article 80 of the Constitution, the Council of Ministers shall decide the following:
1- Suspension of flights coming from other countries to Arbil and Sulaymaniyah airports or departing from them to other countries. This suspension shall remain in effect until the work of Erbil and Sulaymaniyah Airports is under the supervision and supervision of the Border Ports Authority and the Federal Civil Aviation Authority. To carry out the tasks specified by law, and excludes from the above resolution of flights of a humanitarian nature, which must obtain special approvals from the federal authorities, as well as emergency flights approved by the exclusion of the Prime Minister. 
2 - All land border crossing points that link the Republic of Iraq to the States of the streets of the Kurdistan Region to supervise and control the Federal Border Ports Authority. 
3. Closure of all informal land border crossings that are used to cross between the Kurdistan region and neighboring countries.
4. This resolution shall be implemented from the date of its issuance except for paragraph 1 at 18:00 on Friday, 29 September 2017. 
5. The concerned authorities shall implement this decision. 
On the subject of social protection network, the Council of Ministers issued a directive "the Ministry of Finance to finance the Ministry of Labor and Social Affairs salaries of social protection network of 135 billion dinars in one batch without fragmentation, the remaining amount of cash funding for 2017 in the light of supplementary budget allocations." 
The Council also issued "guidance on the financing of projects in the province of Baghdad with a completion rate of less than 80 percent and the treatment of ongoing investment projects."
The Council of Ministers voted on the file of the partnership of the Central Agency for Standardization and Quality Control, and voted to approve the recommendation of the Energy Committee No. 4 of 2017 on the German loan to be included in the budget of 2018 with the extension of the procedures for the studies of the electrical system signed between the Ministry of Electricity and Siemens. 
The Council voted to authorize the Minister of Oil to negotiate with the Kuwaiti side to sell the accompanying raw gas. 
The third round exams for the intermediate and middle grades were also held.

Iraqi Prime Minister Haidar al-Abadi said today that his government decided to ban international flights to and from northern Kurdistan if its authorities did not submit its airports to the central government and accused the Kurdish leaders to transfer the amounts of the country's wealth to their personal accounts outside the country and stressed that no negotiations with the Kurds Unless they cancel the referendum and its results.

Abadi said during a press conference in Baghdad today after the weekly meeting of his government and his follow-up, "Elaf" that the government decided on Tuesday to impose a ban on flights to and from Iraqi Kurdistan within 3 days if the airports are not subject to the federal government. He explained that the flights will be stopped from other countries to Erbil and Sulaymaniyah airports or departing from them to other countries. This suspension will remain in force until the work of Arbil and Sulaymaniyah airports is under the supervision and supervision of the Border Ports Authority and the Federal Civil Aviation Authority. And that they should receive special approvals from the federal authorities, as well as emergency flights approved by the Prime Minister.

He added that it was also decided to subject all land border crossings linking Iraq to neighboring countries through the Kurdistan region to oversee and control the Federal Border Ports Authority as well as the closure of all land border crossings, which are used for the transit between the Kurdistan region and neighboring countries. He said all informal border crossings of Kurdistan would also be sealed off with neighbors and would prevent their use for the passage of personnel and goods.

Federal authorities will impose their authority on all regions of the country

Abadi stressed that the Iraqi government will impose its federal sovereignty over the entire territory of Iraq .. He stressed by saying, "We will not give up the unity of Iraq and sovereignty and must return the federal budget of the central government under the Constitution." He said that Iraq's unity and sovereignty would not be relinquished as a national and constitutional duty and we would refuse to be stronger than the state.

He expressed surprise that some Kurdish officials had infuriated and said that Iraqis rejected sectarianism and chauvinism from any side. He pointed out that there is in the Kurdistan region who wants to divide Iraq against the will of Iraqis and the international community .. He warned that the repercussions of the referendum will harm the region and Iraq in general.

He stressed that the federal government will impose its authority on all regions of Iraq and will stand against the dictatorship, sectarian and ethnic. He pointed to the need to return the federal budget of the state to the central government to be able to pay salaries of employees, including those in the region.

Iraq asked the countries of the world not to recognize the referendum and its results

Abadi said his government had asked the world countries not to recognize the referendum on separation and not to deal with its results and to hold a dialogue with the central government exclusively on the crisis caused by this referendum because it is illegal and unconstitutional.

He expressed his surprise at the lack of response by the regional authorities to the calls of the world countries not to hold the referendum in the form of a serious strategic error. He stressed that his government would not negotiate with Kurdish leaders on the referendum unless it announced its cancellation and results. He explained that his government demanded the region to hand over the oil wealth to the federal government and called on neighboring countries not to deal with the oil of the region, explaining that there is a response to this matter because this oil is a wealth of all Iraqis but it goes to personal accounts outside the country without any official control.

Iraqi-Turkish exercises to control the border crossings

On the joint Iraqi-Turkish military exercises that began today, Abadi pointed out that it aims to control the border crossings in the province in favor of the federal government. He said that the referendum posed a threat to the security of all countries in the region and put it at risk .. He said that the authorities of the region did not respect the partners at home and did not care about the neighborhood, which will lead to disaster for the region.

Abadi said he would visit Paris next month to attend an international conference on security in the world.

As far as I can recall, we never had all these articles before about how many billions were stolen by the Barzanis.   The Barzani family must be in shock that because of this referendum that they wanted, all their "secrets" are coming out.  :lol:

 

Too bad Maliki doesn't call for some referendum, this way all his secrets would come out too.  Seems to be a good way to clean up Iraq.

Abadi has to be careful. According to the constitution the kurds have a semi-autonomous region, so they do have a lot of rights of their own, and that also includes their own borders. Yes baghdad gets some profit from these borders but they dont get it all because it falls under the semi-autonomous region and barzani knows this. I also agree with yota. One article does not make it true. The kurds have had to finance their own region, all the displaced from syria and iraq, plus they have taken care of kirkuk forever while baghdad left it to rot. Im not saying that abadi isnt doing a good job at some things but he has failed with kurdistan. He should have stood with sadr and the sunni's and he would have much more power in that country, and could have probably had hakim on his side as well. What i cant figure out for the life of me is why didnt sadr, abadi, hakim, etc all go to kurdistan and meet instead of having these stupid delegations meet and then have to shuffle the requests back and forth. This could have all been avoided if abadi would just get iran out of iraq. Its going to take new elections for that to happen and even then im not sure if they will get it together or not. ;)

During the session, a vote was taken to place the land and air borders in the region to the federal authority.

The Council also issued guidance on the financing of projects in the province of Baghdad with a completion rate of less than 80 percent and the treatment of ongoing investment projects. 

The Council of Ministers voted on the file of the partnership agreement for the Central Organization for Standardization and Quality Control.

The vote on the adoption of the recommendation of the Committee on Energy No. 4 of 2017 on the German loan to be included in the budget in 2018 with the extension of the procedures for studies of the electrical system signed between the Ministry of Electricity and Siemens. 

The Council voted to authorize the Minister of Oil to negotiate with the Kuwaiti side to sell the accompanying raw gas. 

The third round exams for the intermediate and middle grades were also held.

The General Secretariat of the Council of Ministers announced on Wednesday the suspension of official working hours on the tenth of Muharram.

"It was decided to suspend the official working hours on Sunday, 1 October 2017, on the tenth anniversary of the holy month of Muharram," the statement said.

The tenth of the holy month of Muharram or the so-called "Ashura" is the anniversary of the martyrdom of Imam Hussein bin Ali bin Abi Talib (peace be upon them).
