(Reuters) - Russia's largest oil producer plans to buy about 6 million tonnes of crude worth more than $ 2 billion from two domestic producers next year, according to an announcement by Rosneft on its website on its procurement needs.

The Russian oil giant acquired the ownership of oil and gas pipelines in the Kurdistan region in 2017, and agreed to lend the region more than two billion dollars.

According to the website, Rosneft will buy 5.14 million tons of oil worth 132.5 billion rubles ($ 1.9 billion) from Gazprom Oil.

The price is around $ 46 a barrel, compared to the current $ 51 a barrel of Russian Oral crude.

Rosneft's total oil production is expected to reach 241 million tonnes (4.82 million bpd) next year.

Rosneft did not announce total purchases of oil in 2018.

The company said in an e-mail response to a request for comment that purchases would allow for a reduction in transportation costs and "a normal practice in the oil sector."

Thank you Yota. I am a bit confused as to why Russia would purchase so much oil. They have such a large supply or fields in Russia. Do they not have the pipelines or adequate tools to drill sufficient amounts for their people? Will they resale it to the world? What am I missing here?

Russia's Rosneft is preparing to explore the Kurdistan region
{International: Euphrates News} Russian news agency quoted Igor Sechin, chief executive of Russian company Rosneft, as saying that the giant oil company plans to start exploration in the Kurdistan region this year.
Interfax news agency said the company did not expect a significant drop in production from joint ventures with Venezuelan state oil company PDVSA this year.
There is a dispute between the center and the region on the export of oil, where Baghdad stresses to limit it to her hand, while Erbil says the Constitution authorized the sale of crude.
In the latest statement on the dispute between the two sides, Prime Minister Adel Abdul-Mahdi said in his weekly press conference last Sunday that "the budget law obliged the Kurdistan region to hand over 250 thousand barrels of oil to the federal government every day and if not handed over this region, .
"We have not received any barrels of oil from the region until today and the government does not hand over the share of the whole region, but only receive salaries and this is a right for our people in Kurdistan because they are our children."
He said that "the government pays salaries and receivables to the Kurdistan region under the budget and not pay the remaining part because the budget law committed to deduct the amount offset by the amounts represented by the value of 250 thousand barrels of oil per day."

Oil confrontation between Russia and Iraq in Kurdistan

There are objective factors that push the parties to establish a long-term strategic partnership

President of the Kurdistan Region Nechirvan Barzani and Russian Ambassador Maxim Maximov (Department of Foreign Relations in the region)

The official announcement of the President of the Russian oil giant "Ross Oil" Igor Stchin at the annual conference of the shareholders of his company, a big surprise to the central government, the Russian company announced its intention to carry out a large range of geological exploration activities in the Kurdistan region of Iraq, oil exploration during this year, and determination To begin extraction and export operations next year.

The Territory has not delivered any quantity yet

The Russian announcement comes the day after a growing dispute between the Iraqi central government and its counterpart in the Kurdistan region of Iraq, mainly related to the issue of oil, the central government is demanding that the Government of the Territory 250 thousand barrels of oil per day, as part of what the parties agreed in the General Budget Law of 2019, Territory salaries of its employees and security forces.

But the government of the region has not yet delivered any amount to the central government, according to Iraqi Prime Minister Adel Abdul-Mahdi in his latest press conference, because the provincial government says it has held dozens of agreements with international companies, and the central government must announce their obligations to pay dues these companies First, it would then deliver the region's oil extracts.

Expectations

According to the details of the new oil contract signed between the parties, the Russian company, which is a quasi-governmental company and considers its policies to represent the economic and political orientations of the Russian government, intends to go to oil investment in five geological areas in the region, in which the company conducts initial studies and exploration in the first phase, Post-drilling and extraction.

The partnership between the two parties requires that the Russian company bear the costs of such operations, estimated by initially about $ 400 million, but the company expects that the amount of oil Explored be about 700 million barrels of oil, the Russian company gets 80 percent of its profits in the commercial export case later.

This amount will be added to the preliminary Russian estimates of oil reserves in the Kurdistan region of Iraq with about 45 billion barrels of oil and 5.7 trillion cubic meters of gas.

Investment area

Russia considers the Kurdistan Regional Investment region promising all forms of oil partnership, namely infrastructure and logistics, including infrastructure, the first commercial partner of the region in the oil pipeline transported and exported the region's oil through the Turkish port of Ceyhan is expected to convey that the pipe will soon EXTRACTS of the central government of the Kirkuk area , After the interruption of its export through Iran, in response to US sanctions on Tehran.

Strategic partnership

There are several objective factors that push the parties to establish a long-term strategic partnership in the oil field, evidenced by the long-standing agreements between them, at least 20 years.

The Kurdistan Region knows that the major international oil companies, European and American ones in particular, can not enter into investment partnerships with the region, as this may affect their investments and partnerships with the Iraqi central government. The region would prefer to establish a long-term partnership with Russian semi-governmental companies .

Russia shares the same thinking. It knows that the oil of Kirkuk and the southern regions of Iraq is almost entirely reserved for European and American companies. A strategic Iraqi political decision is behind it, coming from the early months of the 2003 US invasion of Iraq.

The only tool of influence

Added to this is a Russian feeling that the strategic partnership with the Kurdistan region is the only tool of influence and political presence inside Iraq. Russia did not give up that option, even at the most critical moment for the region in 2017, when it was embarking on the implementation of the independence referendum.

In February of 2017, Russia provided an exceptional loan to the region worth $ 3.5 billion, and did not give up its partnership with the region, which was going to develop five oil complexes and three gas complexes, and was a partnership of about half of the entire oil and gas sector with the region.

 Options of the Iraqi government

Baghdad does not have many options in the face of this Russian expansion in the economic sphere of oil in the Kurdistan region, which will have political consequences without doubt for the benefit of the Kurdistan region. Such strategic partnerships lead to the region's reading of the details of the Iraqi constitution, which goes on to say that oil investment and exports are the right of the regions and local authorities, not just of the central government, to be read by the international powers.

The total economic relations between Iraq and Russia are almost exclusively limited to the purchase of weapons, which is at the lowest levels, under permanent US control, and there is no significant political rapprochement between the two parties on the issues of the region because of the sharing of influence within Iraq between Iran and the United States. Also, the central government believes that it is currently unable to escalate the political situation because of the concern it is facing as a result of the American-Iranian escalation. Iraq is expected to be one of the most important areas of confrontation between the two sides.

Baghdad fear?

Iraq fears the disruption of oil exports from its southern regions for any reason in the next stage, so the need will be urgent for the export pipeline north through Turkey, where Russian companies own more than two-thirds of the ownership.

In the same vein, the current Iraqi government, which has not yet been completed, and resulting from a fragile national consensus, even within the components and political forces alike, can not escalate in the face of the Kurdistan region and its political forces, as this may lead to entering into a severe national crisis, On which the current Government was formed.

In anticipation of all this, the Iraqi government hopes to reach a firm agreement with the region in the coming months, through which the issue of the oil sector is quite clear, through which Baghdad can determine its financial policies towards Kurdistan and global companies operating in it.
