Announced the head of the Kurdistan Islamic Union bloc Bahzad Zebari, on Wednesday, that the Parliament of the region will discuss in its session several topics, most important relationship with Baghdad.

Zebari said in a statement received by Mawazine News that the parliament session will discuss topics and important paragraphs, most notably the law of real estate rent and the issue of budget of the region, in addition to the legal oath of two new members.

The head of the Islamic Union bloc in Berman region, "to negotiate and dialogue with the Government of Baghdad at the stage and form of relationship will top the agenda."

The parliament of the Kurdistan region , Wednesday, a condition on the reduction in the budget in 2018, while calling for the formation of a committee to address the problem of the number of employees and salaries of the Kurdistan region through dialogue. 

"If the Iraqi government does not approve the allocation of 17 percent of the budget and prevent the payment of the share of the province from the sovereign allocations, it has to spend 12.67 percent of the Iraqi budget and without cutting the sovereign allocations of 13 trillion dinars," the parliament said in a statement received by Alsumaria News. The Kurdistan Regional Parliament called on Iraqi Prime Minister Haider al-Abbadi to stay away from the language of threat and to work to find a solution to the differences and outstanding issues between Erbil and Baghdad.

 

"We believe it is necessary to move away from the language of threat, to seek an appropriate solution for both sides and to accelerate the creation of an opportunity for negotiations," a statement from the regional parliament said.

 

"We call on the federal government to stay away from resorting to the media, and the interpretation of constitutional articles individually without taking into account the opinions and observations of the Kurdistan region."

"The statement continued," Abadi, during a press conference held on Tuesday feel the language of threat, and unilateral steps that cast doubt on the official intentions of the Iraqi federal government to maintain the current situation as it is, "stressing that" this is contrary to the Constitution and the law and joint agreements. "

The Parliament of the Territory in his statement that "all decisions, statements and official meetings, issued during the last period by the Kurdistan Regional Government indicate their desire to resolve differences within the framework of the Iraqi constitution," pointing out that "This is a clear and explicit willingness by the region to accelerate the start Negotiations ".

The situation between Baghdad and Erbil intensified after the Kurdistan region held a referendum on secession from Iraq on 25 September last year.

A few days ago, the Federal Government issued an explanatory decision confirming the absence of a constitutional text authorizing the secession of any territory and the need for federal authorities to preserve territorial integrity.

Bingo, this is what I was looking for. Earlier budgets suggested the Kurdish Governorates supply 550,000 barrels per day for the 17% of the budget.

 

12.67% / 17% x 550,000 barrels per day = 409,912 barrels per day.

 

So, looks like the Kurdish Governorates still need to ante up 409,912 - 250,000 = 159,912 barrels per day.

 

159,912 barrels per day x (say) $50 per barrel = nominally 8 million USD per day or nominally 2.9 billion USD per year.

 

That is a lot of change for Baghdad to let go.

 

An earlier report suggested the Kurdistan region (with Kirkuk?) was producing 910,000 barrels per day or 360,000 barrels per day over the budgeted 550,000 barrels per day.

 

So, the nominal 160,000 barrels per day short fall here from the Kurdish Governorates could suggest there are folks intending to pilfer the crude oil funds past any Baghdad/Erbil agreement.

 

For HCL purposes, I suspect any pilfering of crude oil revenues is expressly forbidden.

Pokerplayer: I felt that there were some like minded Canuk's out there.  With my being first generation American, my parents being from Quebec and St Johns . When I had discussions with my cousins, the more approachable ones,. or so I thought, the meek cused up a storm and a half. Kind of shocked me beyond my imagination. They claimed they were regular Canadians. I knew them to be regular Canadians, patriots . It took my Bronx brother in-law to get them to come to an understanding that my opinions regarding American offense at the  Canadian payments  to this enemy combatant were reflective of most Americans.  You, and those Canadians like you need to speak up louder and be heard on a national and international basis. For the record I hear what you're saying and I respect your opinion. I also stand by what I said. Siblings fight and still care each other.

Thxs for your honest reply. While I tend to disagree to a certain point I will say that as like minded Canadians we ARE speaking up loud and hard and it may just topple the Gov't by forcing an election. Mind you while this is one of a number of issues that is ratting the ballot boxes it is probably 1 of 5 major issues.

The source said on Thursday that the recommendations made by the Parliament of the Kurdistan Region will be the negotiating paper adopted by the Government of the Territory to negotiate with the federal government in Baghdad to resolve differences and outstanding issues between the two sides.

The source told the twilight news, that these recommendations will be the basis for the provincial government in the negotiation with Baghdad as it was issued by the parliament, which represents the people of Kurdistan.

The source explained that after the issuance of recommendations, the government of Kurdistan has become officially authorized from the authority of the people to negotiate with Baghdad.

The Parliament of Kurdistan, on Wednesday, a lengthy session discussed the analytical report of the Ministry of Finance and Economy and drew 18 recommendations to the Kurdistan Regional Government in various aspects.

 A statement issued after the meeting that the recommendations from the financial side that the provincial government to defend the share of the province of the Iraqi general budget, amounting to 17% of them, as in previous years since 2005 until 2013, which is 11 trillion dinars as it is fixed in the Iraqi budget for 2017 ,.

The recommendations also included that the Iraqi government to grant the Kurdistan region share of the sovereign expenses such as foreign loans and salaries of Peshmerga and supplies and the Office of Financial Supervision and the High Human Rights and the High Commission for Elections and Referendum and the Commission of Integrity and border crossings and others.

The statement said that if the Iraqi government insisted on not keeping the province's share of the budget, amounting to 17% and not give him share of the expenses of the sovereign Vtkhm grant 12.67 of the budget without the deduction of sovereign expenses and thus reach the share of the region to 13 trillion dinars.

The recommendations added that the Kurdistan Region will commit to export 250 thousand barrels of oil per day in total.

The recommendations also included that the governments of Iraq and the region through dialogue and a committee of experts address the problem of the number of employees and wage earners in the region.

The recommendations called on the KRG to continue with radical reforms in institutions, revenues and disbursements, and the number of employees and beneficiaries of salaries.

The statement pointed out in the recommendations of parliament to send draft draft general budget for Iraq with the proposals and recommendations of the Parliament of Kurdistan, to universities and the judiciary and the Kurdish blocs in the Iraqi Council of Representatives and related organizations with the aim of enriching the draft law and include.

SULAIMANI – Kurdistan Regional Government (KRG) Prime Minister Nechirvan Barzani said the government would try to hold elections in the Kurdistan Region as soon as possible.

A KRG delegation headed by Barzani met with Kurdistan Socialist Democratic Party in Sulaimani on Tuesday (November 21) to discuss the region’s issues and crises.

KRG Premier told reporters following the meeting that the aim of the meetings with the political parties is to evaluate the KRG.

There are now two opinions, Barzani said. One is that a temporal government should be formed while the other is that the region’s elections should be held as soon as possible.

“Most of the parties think as we do,” KRG PM added. Elections should be held as soon as possible and “we will later decide how we will deal [with the situation].”

Earlier, the delegation held talks with the Change Movement (Gorran) and a project by Gorran was proposed to the KRG to rescue the region from the crises.

Parliament and presidential elections in the Kurdistan region had been due to take place on November 1, but were cancelled when tensions rose significantly with the occupation of Kirkuk and other disputed areas by Baghdad forces in mid-October.

The Kurdistan Parliament on October 24 extended its current term for another eight months after Kurdistan parliament and presidential elections were postponed.

A years-long political crisis in the Kurdistan Region has left the legislature in limbo since speaker Yousif Mohammed was blocked from entering Erbil in October 2015, as he made his way to the parliament building in the region’s capital city.

Masoud Barzani resigned his position from the office of the Presidency at the end of October. On October 29, the parliament passed new legislation temporarily redistributing the powers of his office. That law will be in effect until the new elections.

Nothing new with interruptions in Parliamentary Sessions, even in the Kurdistan Region, but the timing on all this seems a little suspicious.

"The meeting decided to form a delegation and send it to the Iraqi Council of Representatives to discuss a number of outstanding issues between Baghdad and Erbil," the source told Mawazin News, "a bilateral meeting held today, between representatives of the Kurdistan government and his parliament."

For his part, the Chairman of the Finance Committee in the Parliament of Kurdistan, Sherko Jawdat, in a press conference that followed the meeting, "We are currently seeking how to secure the salaries of employees and employees."
