Intriguing question Indy...and a difficult one to answer. According to the definition(s) of racism, the term is more of an indicator of inequality and could generally be applied to whatever situation you are directing the term toward. You can be racist from a position of `I am better than you' and/or `You think that you are better than me'.  Both point to the same inequality, but are heard from different vantage points. The `I am better than you' vantage point' usually has an advantage in life which allows for them to overlook the inequalities that are being addressed.
