He also noted that approving the establishment of a Saudi-Iraqi Coordination Council by the Saudi council of ministers stressed Riyadh's eagerness to bolster bilateral relations.  

The Saudi Arabia's embassy in Iraq is receiving Sunni and Shiite businessmen without discrimination, he further stated.

He added that the Saudi-Iraqi rapprochement contributed to the decline in sectarian polarization.   

The Iraqi-Iranian relation is an internal Iraqi affair, Shammari said, adding that Saudi Arabia does not interfere in other countries' affairs.

Secret Iraq-Saudi talks for new alliance

The British the Guardian daily disclosed that "serious" talks are underway between Saudi Arabia and Iraq to form a new alliance to grant Riyadh a pioneering role in rebuilding Iraqi war-torn cities.

In its report, this move is to regain Iraq into the Arab lap, away from Iranian hegemony.

It referred to previous months' meetings that attempted to limit Iranian intervention into Iraqi affairs, which was increasing since toppling Saddam Hussein's regime kin 2003.

The paper added that the visits of the Shiite leader Muqtada al-Sadr to Saudi Arabia and the United Arab Emirates are regarded as a new step to develop relations with Gulf countries.

On the other hand , Saudi Arabia will open two consulates in Basra and Najaf provinces, Iraqi sources reported.

No response was made by the two countries.

Serious negotiations are under way between Iraq and Saudi Arabia to form a new alliance that would give Riyadh a leading role in rebuilding Iraq's war-torn cities.

A report in the Guardian newspaper that Saudi Arabia is in constant talks with the Iraqi parties in an effort to return Iraq to the Arab embrace away from Iran.

The meetings between senior officials of the two sides over the past six months focused on standing with Iraq and limiting the interference of Iran, whose influence in Iraqi affairs has increased remarkably since the overthrow of Saddam Hussein in 2003.

The Guardian said that Iraq and Saudi Arabia exceeded the differences of the past years and exchanged an official visit, which was Prime Minister Haider Abadi and the signing of agreements of partnership and investment and reconstruction with Saudi Arabia.

The official visit of Muqtada al-Sadr to Riyadh, and then to the UAE, added a new opening in relations between Iraq and the Gulf states.

Saudi Arabia is a big time international player with billions to invest, so it only makes sense that they would like to capitalize on the biggest investment opportunity on the planet. These two countries teaming up will make them the powerhouse of the ME, look at what's taking place as of late, and,  now we can see many other companies getting involved. In my humble opinion, the true value of the IQD will be brought back once the holes have been plugged from the years of corruption and bleeding of Iraq's wealth, and we know who they are. Since the liberation of Mosul we have seen many important notices coming from the CBI and they are honing in on completing Abadi's and,  the global mandate of a solid banking foundation. The security situation is becoming better with Tal Afar being the IS last stronghold and hopefully once this mission has been fulfilled they will tackle the next big challenge which is already underway, the prosecution of past criminals for crimes against its people, again, we know who they are. 

* Foreign investment is beginning to flood iraq.

* Security improving.

* Rebuilding has commenced.

* A solid international banking foundation in place.

* Corruption being dealt with.

And the list goes on and on, so, do you think the IQD is at its true value today?  The signs are all around us that Iraq WILL be brought back to its former glory, and the progress as of late is proof of that.

The head of the Association of Iraqi Private Banks, Wadih al-Hanalal, met yesterday with Dr. Fahad bin Ibrahim al-Shathri, deputy governor of the Saudi Arabian Monetary Agency. 
During the meeting held in the Iraqi Council of Ministers, the two sides discussed the issues of banking cooperation between Iraqi government and private banks and similar ones in the Kingdom of Saudi Arabia, especially in the areas of compliance requirements and credit risks. 
The two sides agreed to hold a second meeting in New York on the sidelines of the Arab Banks Union conference on October 16 to continue to discuss the prospects of banking cooperation between the two brotherly countries. 
Dr. Al-Shathri expressed the Kingdom's desire to promote and develop banking cooperation with Iraq in the framework of broader cooperation in various economic, financial and trade fields.
He also expressed a similar desire, stressing that banking cooperation between the two countries will open wide horizons for traders and investors in both countries. 
Dr. Al-Shathri is one of the members of the high delegation accompanying Saudi Minister of Commerce Dr. Majid bin Abdullah Al-Qasabi, who arrived in Baghdad yesterday night for an official visit to Iraq. 
The Saudi delegation met with Prime Minister Haider al-Abadi and met with  
an Iraqi delegation that included the ministers of planning, agriculture and electricity, the head of the Investment Authority in the presence of a number of Iraqi businessmen and economists.

The Saudi-Iraqi Coordinating Council is working to achieve five priorities, namely the development of border areas between the two countries, enhancing communication between the two countries, cooperation and protection of common interests, development of partnership between the private sector and promotion of technology and cooperation in scientific research.

According to official statistics, the volume of trade exchange between Saudi Arabia and Iraq last year reached about 610.6 million dollars and the trade balance is in favor of the Kingdom.

Among the topics expected to be discussed between the Saudi and Iraqi sides is the establishment of an economic forum between businessmen in the two countries under the auspices of the Saudi Ministry of Commerce and Investment in coordination with the Council of Saudi Chambers and the establishment of a joint Saudi-Iraqi business council to enhance trade and investment relations with Iraq. The two sides will focus on the development of bilateral trade, especially non-petroleum, and benefit from the serious desire of the two parties to build successful partnerships and long-term relations and develop direct investments between the two countries through developing and identifying investment opportunities and offering them to the private sector through chambers of commerce and forums. This comes after the decision of the Saudi Council of Ministers to approve the minutes of the establishment of the Saudi-Iraqi Coordination Council, and the delegation of the Minister of Trade and Investment, head of the Saudi side of the Saudi-Iraqi Coordination Council, to sign the format of the minutes.

The Minister of Trade and Investment, Dr. Majid al-Qasabi, announced the decision of the Council of Ministers to establish the Saudi-Iraqi Coordinating Council, which promotes trade exchange and cooperation in order to promote relations between the two countries, expressing the Kingdom's keen desire to open all fields of cooperation with Iraq to serve the interests of both countries. Al-Qasabi, who heads the coordinating council and the membership of a number of ministers from the relevant parties, stressed that the Iraqi and Saudi peoples are one social fabric and a common cultural heritage, complemented by the interconnectedness of the blood, the closeness and the neighborhood.

The Minister of Trade and Investment explained that the directives that ministers be members of this Council reflect the great importance of strengthening relations between the two countries.

The council aims to enhance communication between the two countries at the strategic level, deepen mutual political trust and open up new horizons of cooperation in various fields including economic, development, security, investment, tourism, culture and media, and promote joint cooperation between the two sides in important international and regional affairs.

In addition to protecting the common interests and developing the partnership between the private sector in the two countries, and providing the opportunity for businessmen to identify the trade and investment opportunities and to adopt the active means that contribute to helping them to exploit them, including direct and indirect government arms.

The Council also aims to encourage the exchange of technical and technical expertise among the concerned authorities through the transfer and promotion of technology and cooperation in the field of scientific research, exchange of visits and participation in training programs, development of the border areas of Iraq with the Kingdom and benefit from the economic cities available to be a major agricultural and industrial source of Iraq and enjoy Stability to settle and be an attractive environment for the private sector and investors.

The Minister of Trade and Investment pointed out that the next phase of the economic and trade relations between the Kingdom and Iraq will witness great cooperation that will contribute to increasing trade exchange and provides investment opportunities in all fields, namely: commercial, agricultural and industrial fields, adding that the Saudi- And encourages investment.

Al-Qasabi said that the meetings held during the last period between the officials of the two countries reflect the serious desire to enhance cooperation. He pointed out that the Iraqi side expressed its keenness to provide a safe investment environment and provide more incentives for Saudi investments in Iraq.

On the other hand, the Kingdom is keen to provide support and facilitate all procedures for foreign investment through laws and an attractive environment conducive to investment while ensuring the achievement of the Kingdom's economic interests, adding that this cooperation will contribute to the establishment of joint projects between our two countries.

The Acting Charge d'Affaires of the Kingdom of Saudi Arabia to Iraq said that many investments and projects serving the two countries have been signed and a memorandum of understanding has been signed on air transport in both countries. He pointed out that the port is equipped to serve the current situation. Which serves the commercial movement and passenger traffic.

For his part, the Iraqi ambassador to the Kingdom, the opening of the port will strengthen the economic movement between the two countries, noting the keenness to strengthen relations between the two countries in various fields, referring to the services and facilities provided by the Kingdom to the pilgrims of his country.
