In contrast, the MP for the National Alliance Ahmed al-Badri that "the decision of the last parliament to prevent the interviewer from withdrawing his signature will organize the work of interrogations." 
Al-Badri said in a statement to Al-Mada yesterday that "delaying the presentation of interrogations bears responsibility for the presidency of the parliament, while the minister is sometimes busy and can not attend."
But MP Zeinab al-Tai said that "the delay deliberately to block some of the interrogations," considering that "the decision of the last parliament came after ensuring that the Minister of Commerce, Agency and Agriculture is not questioned." 

Women's control 
Most of the requests for questioning are addressed by women in parliament, with 6 out of 8 interviews since last year. 
And MP Anam al-Shomusi, one of the female parliamentarians seeking to question the head of the Martyrs' Association was successful Abdul Amir. 
"Women are more effective than men in parliament, so we are leading interrogations," Shamousi said in a statement.

The House of Representatives completes the reading of two laws and transmits the investigation file by withdrawing the signatures to the judiciary

The House of Representatives ended its 16th ordinary session held under the chairmanship of Dr. Salim Jubouri, President of the Council and in the presence of 170 deputies on Tuesday 22/8/2017 read and discuss two laws. 
At the beginning of the session, the Speaker of the House of Representatives asked the Joint Parliamentary Inquiry Committee to present the results of the investigation regarding the statements of MP Hoda Sajjad on the withdrawal of signatures of some deputies from the list of questioning ministers. 
MP Mohsen al-Saadoun, chairman of the Legal Committee, said that his committee formed a mini committee with the participation of the Integrity Committee in the ongoing investigations in order to present a final report today on the statements of MP Hoda Sajjad. 
For his part, President Jubouri called on the joint investigative committee to refer the statements of MP Hoda Sajjad on the withdrawal of the deputies to the signatures of the interrogation in all its details to the judiciary, declaring the House of Representatives to refer any accusation, news or aggression that would prove a felony and every complaint submitted with evidence to the judiciary.
The Council concluded reading a report and discussion of the draft law of ratification of the agreement to accelerate cooperation in the economic and energy affairs between the Government of the Republic of Iraq and the Government of the Republic of Korea and submitted by the committees of foreign relations, oil, energy, economy and investment. 
In the interventions of ladies and gentlemen, MP Jawad al-Bolani proposed forming a parliamentary committee and involving the government representative in order to hold a meeting of the concerned ministers with the committees of foreign relations and economy to add paragraphs that would develop relations between Iraq and Korea. 
MP Riad Gharib called for a quick vote on the agreement to Iraq's urgent need for development in various fields. 
MP Ammar Tohme pointed to the importance of allowing the government to assess the benefit or lack of Korean companies. 
MP Gidaa Kambash said the agreement places more obligations on Iraq than the rights it will get from Korea.
In its response to the interventions, the competent committee confirmed that a request had been submitted to the Ministry of Foreign Affairs in order to obtain a copy in Arabic, noting that there is no impediment to hosting a number of representatives of the ministries for the purpose of inquiring about the agreement. 
The Council completed a report and discussion of the proposed amendment to the First Law of the Judicial Supervisory Authority No. 29 of 2016, submitted by the Legal Committee. 
In the interventions of ladies and gentlemen, MP Jabbar al-Abbadi pointed out that the proposed law according to the decision of the Federal Court should not touch the financial aspects or related to judicial institutions, which increases the chances of appeal. 
MP Zana Said pointed out that the proposed law comes to address the gaps in the judicial supervision and the role of the House of Representatives, which does not violate the independence of the judiciary.
MP Ali al-Shukri called for taking the judiciary's opinion on a bill proposed by the Judicial Supervisory Authority so that it would not be overturned. 
MP Hanan al-Fatlawi expressed surprise at the legislation of the law of an independent authority without taking their opinion, urging the importance of benefiting from the substantive observations of the judicial authorities to prepare the proposed law. 
The committee confirmed its intention to consult with the Judicial Supervisory Authority, pointing out that the committee will not proceed with the legislation of the law before meeting with the judicial supervision body to know its observations on the proposed law. 
The Committee on Agriculture, Water and Marshlands subsequently submitted a report on the quarterly activity for the past period.
The committee reviewed the achievements of the committee during the last period, referring to the submission of draft laws to vote and to read the first and second as well as the exercise of oversight role through the holding of 12 meetings hosting and 5 field visits and one hearing in addition to holding meetings with a number of officials in the Ministries of Agriculture and Water Resources. 
The committee recommended the government's response to the decisions of the House of Representatives to pay the dues of farmers and activate the role of the Office of the Inspector General, pointing to the lack of allocations and financial imports and the government to withdraw several laws, which affects the legislative role, stressing the importance of conservation and development of marshes. 
For his part, MP Fratt al-Tamimi pointed out that the Committee on Agriculture and marshes dealing with serious files related to water and agricultural production and food and border crossings, calling for a general topic of discussion problems in the agricultural sector.
President Jubouri praised the Committee on Agriculture, its activities and its important role in solving the problems of the agricultural sector and farmers. 
On the other hand, the committee of civil society institutions followed a report on the hosting of the governor of Baghdad and members of the provincial council. 
The deputy Tafke Ahmed Mirza, the committee's president, said that the hosting address to the stagnant projects in the province of Baghdad, which reached the completion of about 80% of the work as well as the problems that guide.
The report recommended the formation of a committee headed by civil society institutions and members of the committees of finance, services, reconstruction, regions, economy, investment, civil society, integrity and deputies from the province of Baghdad as well as follow up with the Office of the Prime Minister and the advisers and the Economic Committee in the Prime Minister and the Ministry of Finance on the procedures of financing service projects and meetings between the Secretariat Baghdad and the province of Baghdad to resolve the problems and develop plans to enhance and maximize revenues for the province and the Secretariat in addition to follow-up implementation of policies and strategies that concern the province, both financial or economic. 
For his part, the President of the Council expressed thanks for the efforts made by the Committee of Civil Society Institutions, indicating that the recommendations will be put to the vote at a future meeting.
In another matter, MP Amer al-Khuzai reviewed the work of the Committee of Experts on the selection of members of the Electoral Commission during the last period, noting that the Committee of Experts reduced the candidates to 44 candidates after professional tests, noting that the selection of names of candidates are in accordance with the rules and laws in force. 
In his turn, MP Salah al-Jubouri, vice-chairman of the Committee of Experts, said that the committee wanted to read a report of the work of the Committee of Experts and not display the names of candidates as some MPs imagine, stressing that the decision to ratify the new members back to the House of Representatives. 
The President of the Council called on the members of the Committee of Experts to take all the observations and conditions required in consideration and work within the mechanisms of the objective to submit candidates to the Electoral Commission in order to give them confidence by the House of Representatives, announcing the scale of the report of the Committee of Experts on the agenda of the next meeting, calling on Ladies and Gentlemen Representatives to see the work Committee.
Mr. Jabouri was to be on Wednesday and Thursday to work for the parliamentary committees competent to mature important legislation.

The meeting was then adjourned.

Why did I occupy the quorum of the parliamentary session today and where are the deputies?
(Baghdad: Al Furat News) revealed a deputy for the reason for the disruption of the quorum for the parliamentary session today, which was lifted after the holiday of Eid al-Adha.
Al-Baiji told the {Euphrates News} that "today's meeting if it was not open to what was held because there is no quorum, and evidence of this was a simple laws because most of the deputies went to perform the Hajj and the other enjoys in the Kurdistan region or traveled abroad." 
He added that "the attendance was less than 100 deputies of all the blocks, and we could not vote on any law, and the agenda of the session is just a first reading of the laws," noting that "the lack of quorum for the meeting caused a failure to vote on important laws," adding " The Presidency of the Parliament of the responsibility of the non-completion of a quorum, where they had not to grant leave to the deputies until the end of the vote on all important laws. 
He pointed out that "the election law was completed voting on its paragraphs, and left only the materials for Kirkuk provincial elections, which were interrupted by differences between the region and the center."
"The members of the committee of experts are composed of two MPs and unfortunately they do not have experience as they were chosen according to the quotas of the committee," said Baige, referring to "the nomination of 9 names supported by the parties; but I think it will not Pass because of quotas. " 
He concluded that "the Independent Electoral Commission was better to be called the Electoral Commission for the elections," he said
