The report pointed out that "30% of them have returned to the EU countries illegally or were arrested after their arrival because the authorities identified them and revealed their plans in advance."  "Among these returnees are a large number of women and children," the report said.  The report warned that "the number of terrorists returning to European countries will increase significantly if terrorist organizations are defeated."  The report pointed out that "more than 42 thousand terrorists from 120 countries joined the Dahesh in the period between 2011 and 2016."  More than 5,000 European countries came from Belgium, France, Germany, Britain, Austria, Denmark, Finland, Italy, the Netherlands, Spain and Sweden.  20% of them have been killed in the fighting, about 30-35% have returned to their homes, and 50% are still in Syria and Iraq, according to the report. The report's authors consider the return of terrorists to be a "serious and growing concern" for Europe because of their involvement in terrorist attacks in Paris in November 2015 and in Brussels in May 2014 and March 2016.
