For their part, the ministers and representatives of the government stressed the government's keenness to achieve community reconciliation and justice, calling for the amendment to be clear and strict not to include the hands stained with the blood of Iraqis accused of kidnapping in all its forms by amnesty law.

For his part, MP Mohsen al-Sadoun, chairman of the committee that it was agreed on all the points proposed in the amendment in addition to the agreement to extend the work of law enforcement committees, pointing to the law to vote in the Council meetings next week.

The statement said that the decision includes first: the suspension of legal proceedings against members of the armed forces and internal security forces for the final crimes:

4. Crimes against military order and service

The amnesty clause in the second clause excluded the provisions of the

3. Crimes against honor. 
4- Crimes against money. 
5 - Offenses of abuse of influence. 
6 - beyond the limits of the post.

The amnesty decision referred to "joining their units within a period of (30) days from the date of its issuance, to benefit from the above decision, otherwise the legal proceedings shall be taken against the violators."

A document issued by the General Secretariat of the Council of Ministers last month, addressed to the Ministries of Interior and Justice and the Supreme Inter-Provincial Coordination Council, discussed the discussion of the general amnesty law No. 27 of 2016. 

The document referred to the Council of Ministers at its 29th ordinary session held on 25-07-2017 , To hold a meeting with the Prosecutor in the presence of the Ministers of the Interior and Justice and the representative of the Government in the House of Representatives, to discuss the subject of the amnesty law.

 
According to the document, the directive came in accordance with what was presented by the head of the Secretariat of the High Commission for Coordination between the provinces, in an emergency meeting of the Council of Ministers.
