He added that the ministry has worked to maintain the share of the province of Nineveh soft loans amounting to 24 billion dinars and began to ease the controls on the submission of loans in terms of guarantor and guarantee the real estate and to ensure the guarantee of a bank guarantees to take into account the difficult circumstances and conditions experienced by the people of Nineveh province.

I am afraid your right and a hate to say it. Working in a different area and it is hard to get the group to think like a business. All the members of the group, with the exception of me, wanted to see if they can get grants are piggyback off of someone else's program. Hard to break a mind set.

If the tax money stayed where it originated, there would be no need for grants. Every small town, small group hires people to do their grant work. Government has gotten so out of control and makes people think they are being done a favor with a grant. With their own money? That is a good sell job. About like the shoe salesman that goes to an African country where no one wears shoes and then convinces everybody they need shoes. Pathetic to say the least.

RV would do tons more than small loans.  

My mortgage balance is 116,000,000.iqd. Now, insurance does not cover acts of war, so I need to repair my house and make the mortgage payments. 8,000,000.iqd will not do bubkiss for repairs. Give these people dignity with the tools they need to accomplish things for themselves. 

RV and jobs would pay dividends to no end.

He added that "the number of employees covered by the disbursement of 767 employees who did not respond to any negative security indicator."

GM DoD and all of DV, as stated these folks haven't paid since 2014, in which money was allocated in past budgets. DoD I hear what your saying about the supplementary budget, but these monies could be coming from those past budgets and not necessary coming from the supplementary that has just been recently passed...again GM everybody..

The Food and Agriculture Organization of the United Nations (FAO) launched for the first time a cash-for-work program aimed at rehabilitating land and agricultural infrastructure in Iraq . 

The program, funded by the Belgian government, supports 12,000 people affected by the conflict in 30 villages in Kirkuk, Anbar, Salahaddin and Nineveh provinces . Local farmers benefit from this program, which helps them to resume or expand their activities through rehabilitated infrastructure and provide agricultural livelihood opportunities for displaced persons returning to their areas.

 

The program targets families with no other income sources, including women who are usually sole breadwinners and people with special needs. 

"The use of mobile technology will simplify the safe transfer of cash transfers to participants who are among the most vulnerable in the country," said Fadel al-Zoubi, the FAO representative in Iraq, who said that providing income opportunities for rural families affected by the conflict is vital. In order to facilitate the payment process, FAO has partnered with Zain, a telecommunications and internet service provider operating in eight countries in the Middle East and Africa, to register the names of participants and their personal identification numbers in advance, and then give them SIM cards for mobile phones. 

When each participant completes a specific number of working days, he receives an SMS with a personal security code. This participant can then receive his salary from any authorized agent for transfer of funds provided that his identity number and security code match the registered numbers.

The UN might be dragging things out, but I think the program itself is a good thing. Gives the struggling locals jobs and income, which means money to spend in the local economy. Since they're working in agriculture, chances are they and their families won't go hungry--this is not entirely a bad thing, especially considering the other article just posted about over 40% of the population living below the poverty line and another recent one about ~18% unemployment rate in Iraq.

BAGHDAD — Many vulnerable rural families in Iraq can now benefit from a safer, more secure means of receiving income thanks to mobile money transfer technology adopted for the first time by FAO as part of a cash-for-work programme aimed at rehabilitating agricultural infrastructure and land.

The programme, which is funded by the Belgium Government, will support 12,000 conflict-affected people in 30 villages in Kirkuk, Anbar, Salah al-Din and Ninewa governorates. It will benefit local farmers, by enabling them to restart or expand farming activities with rehabilitated infrastructure, and provides agricultural livelihoods opportunities for displaced people returning home.

Participants, who are from households with no other income source, include women who often the sole breadwinners for their families, and people with a disability. The workers and their families are people who either remained in their villages during conflict or returned home after being displaced by the fighting.

“The use of mobile technology will streamline the safe delivery of cash transfers to participants, who are some of the most vulnerable people in the country,” said Fadel El-Zubi, FAO Representative in Iraq. “Providing income opportunities is critical in rural areas affected by conflict, where competition for employment is high, jobs are scarce and people are struggling to support their families.”

International partnership

To facilitate the payments, FAO has partnered with Zain a mobile and data services operator with a commercial footprint in eight Middle Eastern and African countries. Participant names and identity numbers are pre-registered with the company, and they receive a free SIM card. Once each person completes a certain number of days of work, they receive a text message containing a personalised security code. They can then collect their wages from any certified money mobile transfer agent, provided their code and identity number match those registered.

“As well as providing much-needed income for participants, the programme will improve agricultural production in the surrounding communities, through activities including rehabilitating canals for irrigation to grow crops and preparing farmland for planting,” said El-Zubi. “This, in turn, will encourage community members still displaced by conflict to return home and begin farming again. FAO’s aim is to support people to get back on their feet as quickly as possible, and reduce their reliance on food assistance.”

Around 12 million Iraqis reside in rural areas and depend on agriculture for their livelihoods. Years of conflict has destroyed or damaged harvests, equipment, infrastructure, livestock, seeds, crops and stored food; and left 3.2 million Iraqis food insecure. As of 15 July 2017, more than 3.3 million people remained displaced within Iraq, while about 2 million had returned home.
