Revealed a member of the Finance Committee in the Iraqi Council of Representatives for conducting a search through which the total amount spent by Iraq for the period of 2004 2017. Majid al-Tamimi told Basnews: "These expenses amounted to about one trillion US dollars, including the amount of operational budget and investment during that period." "Most of this amount has been wasted because of corruption." Tamimi added that "compared to the amounts disbursed the size of service projects and the standard of living of the individual is not at the required level and there is a huge difference."

"Iraq borrowed another $ 111 billion during this period," he said, attributed to the failure of the country's fiscal and economic policy and rampant corruption in the country's joints. 
Tamimi said he spent 40 trillion dinars a year on salaries, but the operation was also marred by corruption, with people receiving 3 to 4 salaries at the same time, while no other Iraqis have any source of livelihood.

"In 2014, 22 per cent of the Iraqi population was below the poverty line, while in 2016 the percentage had risen to 41 per cent, especially in the areas occupied by Da'ash," Majid al-Tamimi said.

He went on to say, in the southern provinces, despite the existence of relative safety and the presence of financial sources, but the rate of poverty is very high, especially in the city of Basra. 
Al-Tamimi praised the biometric system of salaries approved in the Kurdistan Region, where it can benefit from this system in the rest of Iraq, too, to prevent imaginary grades. Pointing to the presence of 16 thousand people receive two or three salaries only in three ministries, the external and financial and internal.

This revealed the reform steps carried out by the current Iraqi Prime Minister Haider Abadi, the legacy of heavy and terrible devastation caused by his predecessor Nuri al-Maliki, where there were terrible facts about corruption and abuses that reached the level of crimes in the administration of power in Iraq.

Exactly PP. Yet there is talk from Maliki camp about him making a run at PM job again in 2018, he's in Russia talking about support, and been nothing but a pain in @ss to Abadi and any progress. Massive devastation from his 8 years in office. And he still wanders around like a king. :blink:

We took out BinLaden after years of hiding and never seen.  How is it we can't take this imbecile out when he is in public so often??  A sniper one mile away and no one will ever know.  Just pull the trigger and walk away.

Yes, someone should extinguish Maliki.  The USA spent hundreds of billions in construction in the country and all was wasted.  That was Bush and Obummer and Clinton wasting our tax dollars.  1-3 Trillion spent by us on the wars.  Think of what that could have done if we had kept all that money at home.  Shore up SS, fix our infrastructure, given some of that money to the poor and middle class, etc.  Our ex Presidents should all be in jail.

Exactly!!!  The banks, wallstreeters and huge corporations were made rich from the war and our Vets and their families were kicked to the curb.  Remember how BO said he was going to fix the VA.  He did absolutely nothing because he could have cared less.

ERBIL–— Iraqi government has spent nearly 1,000 billion USD from 2004 to 2017 and the country's debts amount to over 111 billion USD in the same duration, said an MP.

Speaking to BasNews on Tuesday, Majida al-Tamimi, a member of the finance committee of the Iraqi House of Representatives, said according to her investigation the expenditures include both the government operation and investment expenses.

The least expenditure was in 2004 which amounted to more than 28 billion USD and the most, over 102 billion USD, was recorded in 2012.

"The projects, services, and the livelihood of the people are not in line with the used up fund because according to the evidence and the investigations most of the money has been wasted or stolen," she stated.

According to the MP annually nearly over 34 billion USD is spent on salaries for the public sector employees.

"But corruption is there as well," Tamimi said, indicating some people receive three to four salaries from the government while there are many who wish to employed and be on the state payroll list.

She believed for reforming in the payroll system, Baghdad can benefit from the biometric system of Kurdistan which has already been launched and aims at annihilating the ghost employment and multiple salaries.

According to Tamimi, in the three ministries of foreign affairs, finance and interior alone, some 16,000 employees have been recognized to receive more than one salary from the state. 

The MP also referred to a rise in the poverty rate among Iraqis, saying the rate rose from 22% in 2014 to 41% in only two years.  

She was extremely critical of managing Iraqi funds, saying in southern Iraqi provinces as Basra which do not face serious security concerns and generate their own income the largest underprivileged communities live.

She thought the Iraqi government's "futile financial policy" has led the country take loans which now stand at over 111 billion USD despite the oil revenues and other incomes.

"The most prominent issue with the Iraqi financial policy is mismanagement, corruption and aimlessness," said Basim Ibrahim, a finance expert.

He believed if the issue is not overcome, the loans will keep piling up and the expenses will continue increasing.

If it was not for the reserve fund at the Central Back of Iraq, Iraq had become bankrupt long ago, Ibrahim remarked.

On the surface, not good news--but this means that the corruption is being dug up and hopefully that the consequences for double-dipping will follow suit shortly.
