Deputy Minister of Labor and Social Affairs Abdul Karim al-Janabi discussed on Monday the powers of transferring and disengaging the divisions from the central districts and annexing them to the governorates according to Law No. 21 of 2013 and the preparation of the operational budget for 2018.
 
"The meeting was attended by Ammar Abdul-Wahid Al-Sudani, Director-General of the National Center for Occupational Health and Safety and Abeer Al-Chalabi, Director General of the Department of Special Needs Care, Human Resources Department Directors and Accounts in the relevant departments," the statement said. The powers and disengagement of the divisions from the central districts and their annexation to the provinces in accordance with Law No. 21 of 2013 and the preparation of the operational budget for 2018 by the Ministry according to the need of each department in coordination with the province and the involvement of the provinces in preparation. "He 
added that" To set a schedule according to their financial needs in accordance with the criteria, after the completion of the transfer of powers and their numbers as a code of procedure and published in the Iraqi fact sheet where it will be a binding reference to the parties, to prepare for a meeting with the Supreme Coordination Body in the Secretariat in the Council of Ministers.

This is the decentralization that is called for in the constitution. They are working with provincial committees to take the power and functions of certain federal government  ministries and giving them to the provinces. Its like here. The federal government has certain areas that they do not run for the 50 states, but is ran by the state governments. This is huge progress because its a major article in the constitution that needs to be fulfilled. Abadi meets with these guys at least once a month and he just did his meeting the other day and discussed these very issues. Once the transfer of powers are complete the provinces will get their portion of the yearly budget for these ministries and they will take over the responsibility and distribution of the funds. They have 2 amendments for this law sitting in parliament waiting on the last final vote. Lets hope it gets on the agenda very quickly. ;)

Nah, JulieBug - You are not losing Your mind. The IMF Article IV Review meeting regarding Iraq is actually Tuesday, August 1, 2017. So we'll see what tomorrow holds...................
