mylilpony
This is the decentralization that is called for in the constitution. They are working with provincial committees to take the power and functions of certain federal government ministries and giving them to the provinces. Its like here. The federal government has certain areas that they do not run for the 50 states, but is ran by the state governments. This is huge progress because its a major article in the constitution that needs to be fulfilled. Abadi meets with these guys at least once a month and he just did his meeting the other day and discussed these very issues. Once the transfer of powers are complete the provinces will get their portion of the yearly budget for these ministries and they will take over the responsibility and distribution of the funds. They have 2 amendments for this law sitting in parliament waiting on the last final vote. Lets hope it gets on the agenda very quickly.
