I take the above to mean this:

 

Employee salaries will be paid mostly on debit cards.  Since Iraqis don't trust banks, they will probably want to take out the entire salary right away.  The bank will charge $2.00 for this.  If they use a bank other than their own, that bank will charge $3.00.  Since they don't make a lot of money in Iraq, a $2 or $3 charge is hefty.

 

I think this may be an "incentive" to keep their money in the bank, and pay their bills and buy things with their new credit cards.

The Rafidain Bank that its branches in Baghdad and the provinces have achieved a qualitative boom and wide demand by citizens to provide banking services to them.

Rafidain Bank announced on Saturday the release of salaries of some ministries of the state through an electronic payment tool. 

The bank said in a press release that it had distributed the salaries of Kirkuk's electricity network, the Imam al-Azam College, the Central Refineries Company and the University Press and Publishing House. Explaining that the payment of salaries came after the arrival of their sukuk from their departments to the bank. 

The Rafidain Bank confirmed earlier that it is committed to the process of settling the salaries of employees of the state departments in electronic accounts for the special receipt of their monthly salaries.

Al-Rasheed Bank denied on Friday the news of the suspension of payment of the dues of the owners of smart card outlets, stressing their continuation, while drawing attention to the development of a new mechanism for fear of money laundering after the discovery of excesses in some exchange offices. 

The media office of the Rasheed Bank said in a statement received by "Economy News" that it "denies the news of the suspension of payment of dues to owners of smart card outlets," explaining that "what was the process of organizing and the establishment of a new mechanism for the health of the breasts of the exchange outlets without any interruption in exchange" . 
He stressed that "the payment of salaries continues throughout Iraq and abroad through the outlets and branches of the bank," pointing out "the discovery of some abuses from the owners of some offices, the bank set a new mechanism for health of the breasts fear of money laundering and informed them."

announced , Friday, the payment of salaries of employees of some companies of the Ministry of Oil through electronic payment, while specifying the companies covered by the distribution. The bank said in a statement received by Alsumaria News, a copy of it, "the salaries of some companies of the Ministry of Oil through electronic payment," explaining that "the distribution of salaries of employees of the Central Oil Company, and the refineries of the North, the oil pipeline company, and oil exploration company."
