Proportionally with GDP (as an example only and my be incorrect), The United States Of America could provide 4 times that, China could provide 3 times that, and Germany could provide nominally the same amount. this totals 9 of the 13 "average GDP vs. soft loan capability". All this to say this appears to be a significant chunk vs. what a country like Japan could provide and may not be all Japan plans to provide.

 

I dunno, folks, the "has provided" soft loans by Japan through the World Bank via e-government in Iraq looks like some really, really Good News to me!!! Could the ball already have started rolling???!!! Note: "stable country"!!!
