MOSCOW (Reuters) - The World Bank estimated the cost of reconstructing Iraqi cities and areas recovered from the terrorist Islamic state by about $ 100 billion after the battle for the restoration of Mosul in July.

The Iraqi government expects the bill to reconstruct the devastation of the Mosul and other Iraqi insurgencies to recover from the effects of the terrorist Islamic state's organization to $ 100 billion, experts said.

"Reconstruction programs in Iraq, if they cost large sums of money to the Iraqi treasury, will be at the same time a lucrative and attractive job market for major construction companies in the world," they said.

"As of 2018, Iraq will be the largest market for reconstruction in the world, which explains why Turkish construction companies have entered into this market aggressively and made huge gains," they said.

The experts pointed out that the first phase of the Iraq program for the reconstruction of war-ravaged areas with the terrorist organization in 2018, and continue until 2022, and the second and final phase will begin in 2023 and will continue until 2028.

The Baghdad government will also begin a parallel program to resettle 690,000 people from the city of Mosul, the capital of the Khilafah state and Iraq's second largest city, after they fled the city because of fighting and activities because of fighting and fighting.

The International Bank for Reconstruction and Development (IBRD) has confirmed that it will play a role in the implementation of the reconstruction program. In May, the Iraqi government began negotiating with the Bank to launch the program and 151 major projects were set to begin, prioritizing road projects and infrastructure for state utilities. Destroyed by the war against the organization of the Islamic state.

Military operations in the city of Mosul, Ninewa province, caused extensive damage to the city in its infrastructure, civilian homes and property.

MSF commented on the extent of the destruction in the city, saying that "the destruction of Mosul is extensive and very similar to the post-World War II devastation."

More than half of the 54 neighborhoods in the western section of the city were heavily damaged. The UN described 15 of these neighborhoods as "severely damaged", meaning that they were uninhabitable. Another 23 were described as "moderately damaged", half of the buildings were destroyed, and 16 were "minor damage".

The magnitude of the destruction is believed to be much greater than that of the United Nations satellite imagery, which estimates the damage to 10,000 buildings completely destroyed. But for the destruction of buildings that satellites can not detect, the United Nations estimates the real number of buildings destroyed by about 32,000.

Iraqi forces said Saturday they were about to fully control Tal Afar in western Mosul, the last stronghold of ISIS terrro group in Iraq, Reuetrs reorted.

A week ago, US-led Iraqi forces have launched an offensive to retake Tal Afar afetr the recapture of Mosul in early July.

ISIS declared its self-proclaimed caliphate over parts of Iraq and Syria in 2014.

Tal Afar was cut off from the rest of ISIS-held territory in June and the campaign to recapture it started on Aug. 20, when up to 2,000 terrroists were believed to be defending it against around 50,000 attackers, according to western military sources.

“Tal Afar city is about to fall completely into the hands of our forces, only five percent remains” under ISIS control, an Iraqi military spokesman told Reuters.

Elite forces had liberated the heart of the city “and raised the national flag on top of the citadel building,” a statement from the Iraqi joint operations command said.

Much of the Ottoman-era building was destroyed by the militants in 2014.

Such a quick collapse of ISIS which has been a breeding ground for terror groups, would confirm Iraqi military reports that the militants lack command and control structures west of
Mosul.
