Despite my cynicism about the financial side of things, it's still good that they have all of this support system" rel="">support. Having this many allies will be good for them on a global level as far as their reach, influence, and markets for oil, gas, etc. Let's hope that they learn from all of these outside contractors and can start picking up the slack and building things themselves eventually. Or that the contractors pick up some local labor to help boost the local job markets, too.

 

 

You know I was thinking about this...I wonder how much skilled workers are left in Iraq. Any and all skilled workers were sent/or volunteered to fight...not many are left I bet. Teachers? What about teachers? I remember reading that they were taken and forced to teach ISIS kids.

Yes, I imagine that is difficult. But it doesn't take skilled labor to pick debris off the streets. That alone should be enough work to keep the locals busy for some time. Then outside contractors could come in to design/build, with locals doing the hauling of goods. 

 

Though you make a good point--I wonder about their doctors, nurses, teachers, engineers, architects, etc. Those with the means probably fled early on, or were taken and forced to work for ISIS. They must be hurting for skilled workers.

Deputy Foreign Minister Khalid al-Jarallah said that his country has started extensive contacts with the countries of the world, the World Bank and Iraq to host a conference for the reconstruction of Iraq liberated from the control of "Daash." 
"There is no date for the conference, but it is likely to be in the first quarter of next year," Al-Jarallah was quoted as saying on the sidelines of an Iraqi embassy ceremony marking the liberation of Mosul. 
"The volume of work required in the liberated areas is large and needs local and international efforts to complete the implementation of projects in various sectors because of the size of the great destruction. 
He pointed out in an interview with Sabah that the development of a database of the required projects represents an important step to know the allocations necessary for these areas to be able to establish a mechanism to balance the allocation of local and international grants to find out the amount of funds required to be allocated by the government in light of financial distress. 
The student charged the relevant committees of the concerned ministries to intensify their efforts and identify projects and to implement them precisely because it makes it very easy to draw clear visions of the reconstruction process. 
It is worth mentioning that the Planning Minister Salman Jumaili announced earlier on the development of a plan to reconstruct the areas liberated from the control of the "Da'sh", which extends for 10 years at a cost of 100 billion dollars. 
"The plan to restore stability and reconstruction of the liberated areas will be part of two development plans, the first of which will extend between 2018-2022 and the second between 2023 and 2028," a ministry statement quoted Jumaili as saying on the sidelines of his meeting with the Regional Director of the World Bank in the Middle East, Saroj Kumar Jha. 
"The government is seeking to provide the amount through international grants and loans, and what is allocated from the state budget over the years of the plan."

Diyala province announced on Friday the launch of the first phase of reconstruction projects in the liberated areas of the province with the support of a government fund.

"Seven projects represent the first meal in the program for the reconstruction of the liberated areas in Diyala, which was launched with the support and funding of the government reconstruction fund, which was established to oversee and finance reconstruction projects and the construction of the liberated areas," Diyala media director Yasser Bader said in an interview with Al-Iktissad News.

An international institution holds a conference in Erbil to reconstruct Mosul

BAGHDAD (Reuters) - The Wave Business Foundation, a business conglomerate next week, will hold a conference in Erbil to rebuild Mosul, the first of its kind in Iraq. 

"The conference, which will be held for the period from 12 to 17 of this August in the hotel / vien royal / special management of works and projects, including several reconstruction and reconstruction, especially the reconstruction of Mosul." 

"The conference will be attended by senior businessmen, project managers, institutions, companies, businessmen and university professors with political figures from the region and a number of ministers, as well as companies contracting with the government to establish projects for the reconstruction of Mosul," the statement said.

OVER 1,000 STABILIZATION PROJECTS IN NEWLY LIBERATED AREAS
Iraq, August 15, 2017 

By the end of the second quarter of 2017, the Funding Facility for Stabilization (FFS) expanded its work with over 1,000 projects underway that support the Government of Iraq’s efforts to stabilize 23 newly liberated areas.

This report outlines the progress made from 1 April to 30 June 2017 by FFS in the governorates of Ninewah, Salah al-Din, Anbar, Diyala and Kirkuk.

The quarterly report focuses on Mosul, where significant progress was made in upscaling activities in the biggest stabilization effort to date. Almost 300 projects are underway in the city, including rehabilitating critical water and health infrastructure, delivering and installing key electrical supplies, supporting the revival of Mosul University, and providing work opportunities to thousands of residents.

A special feature of this report focuses on women’s participation in stabilization, where important gains have been made throughout FFS project areas. The report also updates the Government of Iraq and the 23 FFS donors on ongoing progress in liberated areas of Anbar, Salah al-Din, Diyala, and Kirkuk. Continued support to these areas ensures that stabilization gains are maintained and returnees feel they can remain in their homes.

The work of FFS has helped create the conditions for the return of almost 2 million Iraqis to their homes. At present, over 3 million Iraqis are internally displaced and the continuance of FFS activities remains an essential component to stabilization in Iraq.

Iraq, August 15, 2017 

Fallujah city in Anbar province needs $2 billion for reconstruction, the city’s mayor said on August 10.

Eissa al-Sayer told Aljournal News website that securing the amount at present would be difficult given the government’s focus on military operations against IS, adding that world donors should focus donations on service projects rather than the infrastructure.

Sayer stated that the sanitation sector needs $50 million, the water services $10 million and the municipality needs $15 million just to begin clearance and reconstruction.

In May, the Iraqi government approved a ten-year scheme for the rehabilitation of areas liberated from IS worth USD100 billion, saying it would secure the finances depending on international loans and grants.

The Minister of Construction, Housing, Municipalities and Public Works Ann Nafie Oussi signed contracts for the reconstruction and rehabilitation of 3 vital bridges in the city of Mosul, the center of Nineveh governorate, which was damaged as a result of the occupation of Mosul and the military operations to liberate them. To their areas and to ensure the transfer of agricultural, industrial and commercial products. 

A source at the Nineveh Roads and Bridges Department said in a press statement that a contract was signed for the reconstruction of the old Mosul bridge, which was damaged by the fall of the spaces (1, 2 and 7). The work was referred to Saad Company, one of the ministry's formations, for reconstruction at a cost of 2,980,300 billion dinars. 

The old bridge is an iron bridge located on the Tigris River linking Al-Faisaliah area in the left coast in the field on the right coast, which is 300 meters long. It consists of 8 spaces with a length of 37.5 meters per space. The car's corridor is 6 meters wide and the width of the walkway is 1,40 meters. It opened in 1934 and is one of the oldest bridges linking the two coasts. 

The source said that "a contract was signed for the reconstruction of Al-Muthanna II bridge and will be temporarily treated by erecting fast iron bridges. The damage will be caused by the fall of the second and third passages of the corridor to Al-Muthanna and the second space of the return corridor. The work was referred to Ashur General Contracting Company, Dinars and a period of two months. " 

The Muthanna Bridge is located on the Khosr River on the left coast and connects the Muthanna neighborhood to Al-Noor. The bridge is 100 meters long, with two bridges (Dhawahawaba). It consists of 5 spaces with a length of 20 meters per space and a width of 15.25 meters, including 11 meters for cars and 4.25 meters for walks. The bridge was opened in 1984. 

The source added that "the third contract was signed for the reconstruction of (Mosul 4 Bridge), which is located on the Tigris River, and damage as a result of the bombing by the organization advocating the fall of spaces (1, 2 and 3) of the right side, while referred to the company Faw, one of the formations of the ministry and the cost of 1,044,012 billion dinars and the duration of four months". 

The fourth bridge connects the officers' neighborhood on the left coast with the area of the pedal on the right coast. It will also be treated as a temporary solution by using bridges, which are 706 meters long, with two bridges (back and forth). It consists of 13 spaces with 56 meters of space, 45 meters long and the width of the car lane is 13 meters long and the width of the walkway is 2.50 meters with a middle carrot. 

The rehabilitation of these bridges is financed by the World Bank's emergency loan for the reconstruction of liberated areas. 

The signing ceremony was attended by Issam Abbas Mahdi, Director General of Roads and Bridges Department and a number of road and bridge engineers.

CHINA MAKES HUGE CONTRIBUTIONS TO IRAQ'S POST-WAR RECONSTRUCTION
Iraq, August 21, 2017

China has been playing an active role in Iraq's post-war reconstruction and has made a 'huge' contribution in helping rebuild the country, according to Ahmed Tahseen Berwari, the Iraqi ambassador to China.

Berwari made the remarks in a recent interview with China Central Television in Beijing. He said the two countries have enjoyed a good friendship since they first established a diplomatic relationship in 1958.

'Iraq and China have long-standing historical relations going back, from the Iraqi side, from the late 1950s. And since then the relation was always friendly despite the difficulties which Iraq went through in the last 30 or 40 years,' he said.

The ambassador said China has been actively helping Iraq to rebuild its country after the Iraq war started in 2003.

'China, the Chinese government and Chinese people stood behind Iraq and showed understanding to the situation in Iraq. After 2003, China was not a part of the military operation and was also not a part of the change which is happening in my country but immediately started, after 2003, to support Iraq and we have now strategic relations with China,' he said.

Berwari added that China has offered valuable support in helping Iraq to rebuild its infrastructure and has provided assistance in the fight against the Islamic State of Iraq and Syria (ISIS) terror group.

'And the contribution of China in helping Iraq to develop its economy to rebuild its infrastructure is huge. At the same time, the contribution of China in supporting Iraq in its fight against ISIS, it is for us clear because China donated many times financial support to help the Iraqi government to rebuild the liberated areas from ISIS,' said the ambassador.

Diyala governor Muthanna al-Tamimi announced on Monday the launch of the reconstruction of liberated areas in the Lebanese capital Beirut.

Al-Tamimi said in a statement received by "Economy News" that "the conference of the reconstruction of liberated areas in Iraq was launched in Beirut, capital of Beirut, in the presence of Mustafa al-Hiti, head of the reconstruction fund of areas affected by terrorist operations, and representatives of the provinces of Mosul and Anbar and Salahuddin."
