Arab Council called Friday in the province of Kirkuk , the oil ministry to implement the oil agreement with the province and the site in the month of January to develop a refinery in the city. 

The deputy head of the Arab Council in Kirkuk , Ismail Hadidi province , in a press statement today that we demand that the central government and the Ministry of Oil and Energy Committee the need for fairness and to help Kirkuk to develop only Mcefaha dating back to fifty years and produces less than 25 thousand barrels of gas oil and white oil. Noting also that the refinery needs for expansion and development so as to contribute to bridging the local need for the face of Kirkuk pressures and economic challenges since the June events in 2014, and stopped the Baiji refinery and the reception of the province for more than 650 000 displaced people and their need for kerosene and gasoline white oil. 

Iron and pointed to an agreement between the Kirkuk administration and the oil minister , on a range of points, including the development of refinery Kirkuk by an investor without costing the state and Kirkuk , one dollar, adding that the ministry only merely applying the terms of the ministry and other provinces without considering the interest of Kirkuk.

Didn't know where to put this, so I looked for an article with "oil" in the title.

 

Remember when President Trump said "We should've taken the oil" regarding Iraq?  Well, I just heard him on Fox News saying "Our oil doesn't belong to the government.  It belongs to the American people."

 

Where could he possibly have learned that??????  :rolleyes::rolleyes::rolleyes:

Trump is right. It does belong to the American people. The American people that run Exxon, Chevron, etc. our oil has been privatized for 100'years. It only represents about 4-6% GDP if that. Unlike these ME countries where it's more like 94-96% GDP. We are and have been capitalists so it's the nature of the beast. Over there it's their lifeblood. I feel more strongly about the people in Iraq getting a slice of that pie than I do about us as Americans getting any residuals from oil sales. We're capitalists and fortune favors the bold.

The HCL includes an oil deal with all the provinces......Maybe be we have to wait till January 2018

The Energy Committee of the Kirkuk Council calls on the Iraqi government to implement the oil agreement

A member of the Energy Committee of the Kirkuk Provincial Council, the Iraqi government and the Ministry of Oil, called for compliance with the oil agreement with the Ministry of Oil and to ensure the expansion of Kirkuk's old refinery. 

The committee member Hala Noureddine Al-Mafraji said that the governorate administration has already announced its commitment to the oil agreement signed on January 10 with the Ministry of Oil, in the presence of the governors of Nineveh, Salahuddin and the ministries of planning, electricity, finance, oil minister and governor of Kirkuk, Near Mosul with 40 thousand barrels for the production of oil derivatives in addition to the expansion of Kirkuk's old refinery to the capacity of 70 thousand barrels as it dates back to the mid-fifties of the last century. 

The process of processing crude oil is continuing, and the refinery is being processed as well as the processing of a refinery near Sulaymaniyah with 20 thousand barrels of crude, without yet being the expansion of Kirkuk's old refinery or securing the dues of the continuous supply of electricity to Kirkuk. Kirkuk continues without receiving their financial, economic and constitutional benefits, and it receives more than 650 thousand displaced people without receiving their dues from the petro-dollar through the Iraqi government since the last half of 2013. 

The Chairman of the Energy Committee in the Kirkuk Provincial Council Ahmad al-Askari confirmed (February 26, 2017), that the creation of new export outlets for the province's oil should be an agreement between Baghdad and Erbil, noting that the Constitution gave the provincial councils allocations petrodollars and contribute to contracts to develop oil fields across Specialized committees.

There is that one pressing little detail that evolved from the OPEC meeting giving both Iraq and The Kurds a window of opportunity to get this crap hammered out and done while they pump unlimited amounts of oil....

I've personally believed the HCL was done. IMO, this statement proves it.

This IMO, is why we haven't heard much on the HCL. It's done.
