A recently-concluded manual recount of Iraq’s May 12 parliamentary poll results have been referred to the country’s Supreme Court for ratification, an electoral official said Thursday.

Laith Hamza, a spokesman for Iraq’s official electoral commission, said the revised vote count had been sent to the court for approval after all appeals had been reviewed by judicial authorities.

Last week, the commission announced that the final results of the manual recount corresponded -- more or less -- to initial results released after the poll.

According to the recount, only one assembly seat -- initially won by the Baghdad Coalition -- moved to the Al-Fatih bloc, which is part of a Hashd al-Shaabi-led coalition.

For more than two months, results of Iraq’s hard-fought parliamentary poll had remained the subject of bitter dispute amid widespread allegations of vote fraud.

According to the results, Shia cleric Muqtada al-Sadr's Sairoon Coalition won 54 parliamentary seats, followed by the Hashd al-Shaabi-led coalition (47 seats) and Prime Minister Haider al-Abadi's Victory Bloc (42 seats).

Once the Supreme Court approves the results of the vote recount, incoming lawmakers will hold a first assembly session to elect a new parliament speaker.

Within 30 days of that first session, the assembly will elect -- by a two-thirds majority -- the country’s next president.

The president will then task the largest bloc in parliament with forming a government, which must be referred back to parliament for approval.

ERBIL (Kurdistan 24) – The Iraqi Independent High Electoral Commission (IHEC) announced on Thursday that it had delivered final results of the recent disputed national election to the Federal Supreme Court for ratification.

The election, held on May 12, was marred by widespread allegations of fraud. With popular calls for a recount, the Iraqi parliament passed a resolution—later approved by the court—to manually recount votes cast in polling centers about which complaints had been lodged and to annul portions of the national balloting.

After the recount was completed last week, the commission said on Aug. 9 that there was no significant change from results it had initially announced and that all winning blocs maintained the same number of seats.

“The final results of the elections were sent to the Federal Supreme Court for the purpose of ratification,” IHEC Spokesperson Judge Laiyth Jabir Hamza said in a statement, adding that this was done after the Iraqi Higher Judicial Council had considered all appeals against the outcome of the process.

In late June, the Supreme Court also ratified the part of the parliament's decision to freeze the work of IHEC, assigning nine judges to instead run the recount.

“And thus the task entrusted to the Iraqi Higher Judicial Council and IHEC [headed by the nine judges] has been completed,” Hamza added.

IHEC, which oversees elections in Iraq, began conducting the manual recount on July 3, starting in Kirkuk and concluding nearly a month later on Aug. 6.

The commission, according to Hamza, “decided to cancel the recount process for the al-Rusafa district after the ballot boxes, its accessories, and the auditing equipment was damaged in a fire."

Within 15 days of the Supreme Court's ratification of final election results, the newly-seated parliament members are charged with electing a new speaker and two deputies in their first session. After a new speaker is in place, lawmakers have 30 days to elect, by a two-thirds majority, Iraq's new president, who is then given 15 days to nominate the prime minister from the largest bloc in parliament.

The prime minister, in turn, will have another 30 days to form his cabinet, with ministers then referred back to parliament for individual approval. If the effort is unsuccessful, the president has yet another 15 days to nominate another prime minister to repeat the process of forming a cabinet.

Electoral Commission: Registration of alliances will prevent manipulation of the largest bloc

"The parliamentary alliances that will be registered with the Commission will be confirmed during the first meeting. 
"This action will prevent any manipulation or change of the number of deputies of the largest bloc during the first session." 
"The registration of parliamentary alliances with the Commission is a formal document." 
The Electoral Commission announced earlier in the day to start the process of registration of alliances for the new Iraqi parliament. 
After that, Iraqi President Fuad Masoum called for parliament to convene on September 3.
Masoum held several dialogues with all political forces on the speed of resolving their political understandings to complete the constitutional entitlements resulting from the convening of the Council and the subsequent selection of the President of the Council and his two deputies and open the door for the nomination of the President of the Republic and then assign the candidate of the parliamentary bloc the most numerous to form the government. 
The powers need 165 seats, out of a total of 329, to form the largest bloc to be entrusted with the formation of the next government.

The Board of Commissioners on Monday approved the procedures and forms for the process of forming political alliances (parliamentary). 
A statement issued by the Board of Commissioners in the Electoral Commission received / Mawazin News, a copy of it, that "after the ratification of the Federal Court on the results of the election of the Iraqi Council of Representatives / the fourth session on 12 May 2018, and pursuant to the Law of parties No. (36) for the year 2015 The Council of Plenipotentiaries today approved the procedures and forms for the process of forming political alliances (parliamentary). " 
The statement added that "the Commission calls on all parties and coalitions and winning candidates who intend to form parliamentary alliances to review the headquarters of the Department of Political Parties and Organizations in the Electoral Commission as of Tuesday, 28 August 2018 for the purpose of registration in accordance with the law."
He noted that "on Friday and Saturday, the next official time in the circle above." 
The Federal Court ratified the results of the election of the Iraqi Council of Representatives / the fourth session on 12 May 2018

Something just dawned on me.

 

What would happen if there were agreements among the various blocks to reach a majority of 165 or more but then some of the members of the 165 majority do not show up for the first day or week of Parliament starting on nominally Monday, September 3 while also making for a lack of quorum???!!!

 

What if they decide they want to use up one or more of their allotted, "I don't want to show up for Parliament today when I am supposed to be there and still get paid"???!!!

 

When do the newly elected Parliament members start to get paid???!!!

 

Do they even HAVE to show up the first day or week???!!!
