As far as I know, the Bush Administration Strategic Framework Agreement between The United States and Iraq has not yet been implemented. Here is the section I was referring to from the eight page document:

 

Section V: Economic and Energy Cooperation

Building a prosperous, diversified, growing economy in Iraq, integrated in the global economic system, capable of meeting the essential service needs of the Iraqi people, as well as welcoming home Iraqi citizens currently dwelling outside of the country, will require unprecedented capital investment in reconstruction, the development of Iraq's extraordinary natural and human resources, and the integration of Iraq into the international economy and its institutions. To that end the Parties agree to cooperate to:

1. support Iraq's efforts to invest its resources towards economic development, sustainable development and investment in projects that improve the basic services for the Iraqi people.

2. Maintain active bilateral dialogue on measures to increase Iraq's development, including through the Dialogue on Economic Cooperation (DEC) and, upon entry into force, the Trade and Investment Framework Agreement.

3. Promote expansion of bilateral trade through the U.S.-Iraq Business Dialogue, as well as bilateral exchanges, such as trade promotion activities and access to Export-Import Bank programs.

4. support Iraq's further integration into regional and international financial and economic communities and institutions, including membership in the World Trade Organization and through continued Normal Trade Relations with the United States.

5. Reinforce international efforts to develop the Iraqi economy and Iraqi efforts to reconstruct, rehabilitate, and maintain its economic infrastructure, including continuing cooperation with the Overseas Private Investment Corporation.

6. Urge all parties to abide by commitments made under the International Compact with Iraq with the goal of rehabilitating Iraq's economic institutions and increasing economic growth through the implementation of reforms that lay the foundation for private sector development and job creation.

7. Facilitate the flow of direct investment into Iraq to contribute to the reconstruction and development of its economy.

8. Promote Iraq's development of the Iraqi electricity, oil, and gas sector, including the rehabilitation of vital facilities and institutions and strengthening and rehabilitating Iraqi capabilities.

9. Work with the international community to help locate and reclaim illegally exported funds and properties of Saddam Hussein's family and key members of his regime, as well as its smuggled archeological artifacts and cultural heritage before and after April 9, 2003.

10.Encourage the creation of a positive investment environment to modernize Iraq's private industrial sector to enhance growth and expand industrial production including through encouraging networking with U.S. industrial institutions.

13.Promote access to programs that increase farm, firm, and marketing productivity to generate higher incomes and expanded employment, building on successful programs by the USDA and the USAID programs in agribusiness, agriculture extension, and policy engagement.

14. Encourage increased Iraqi agricultural exports, including through policy engagement and encouraging education of Iraqi exporters on U.S. health and safety regulations.

I wasn't able to find a Strategic Framework Agreement (SFA) based on President Donald J Trump's updates that may be available. I do not recall any statements that the SFA has been implemented but I would think it necessary for the noted reconstruction, construction, economic development, and foreign investment to begin in Iraq with any notable significance.

 

Possibly You could provide further insights into the implementation of the SFA.

Iraq's election commission has published the preliminary results for ten of the nation's 18 provinces. Incumbent Prime Minister Haider al-Abadi's Nasr (Victory) Coalition has so far failed to win a province. Meanwhile, Hashd al-Shaabi's Fatih (Conquest) Alliance and Muqtada al-Sadr's Sayirun Alliance with the Communist Party has made gains.

Media close to former Iraqi PM Nouri al-Maliki claimed his State of Law Coalition was taking the lead early on Sunday.

Later on Sunday morning, Reuters, citing an unnamed election body and an unnamed security source, reported incumbent PM Haider al-Abadi's Nasr (Victory) Coalition was ahead of Maliki's list and Moqtada al-Sadr's Sa'irun Alliance, which is in coalition with the Iraqi Communist Party.
 

Ayad Allawi, a former Iraqi Prime Minister who is considered to be a moderate Shiite leader, called for an annulment of Saturday's election.


“The refrainment of Iraqi people from voting in large numbers, the spread of violence, rigging, misinformation, purchase of votes, and exploitation of the conditions of the displaced," read an Al Wataniya Coalition statement, as reported by BBC on Sunday.

Sunni politician Salaim al-Jabouri, the incumbent parliament speaker, is on Allawi's list.
 

Voter turnout was 55 percent in Duhok, 48 percent in Erbil, and 40 percent in Sulaimani, according to the IHEC. Across Iraq's 18 provinces, it was 44.52 percent.

The Iraqi High Electoral Commission announced the preliminary results of the elections in 10 governorates, while the counting process continues in 1018 polling stations.

Iraq's electoral commission says influential Shiite cleric Muqtada al-Sadr's alliance is the early front-runner in national elections, with official results in from just over half of the country's provinces.

 

The announcement Sunday night comes a day after polls closed across Iraq. The results are from 10 of the country's 19 provinces, including Baghdad and Basra.

An alliance of candidates with close ties to Iraq's powerful Shiite paramilitary groups are in a close second while Iraqi Prime Minister Haider al-Abadi has performed poorly across majority Shiite provinces that should have been his base of support.

The election was marked by record low turnout. It was the first since Iraq declared victory over the Islamic State group and the fourth since the 2003 U.S.-led invasion that toppled Saddam Hussein.

A source from the UNHCR has announced to local media that the results to be announced in the coming hours represent 60% of the total number of views, and that next Tuesday will announce the final results.

So far, the Electoral Commission has not made any official statement about the election results except for the participation rate, which represented 44% of the total number of voters.

Voters and candidates await the official results of the Commission, to move the blocks towards its partners in order to form the next government.

The alliance, "Ssron" earlier, that the preliminary results of the counting of votes in the Iraqi elections indicate progress on the alliance victory, led by Haider Abadi.

The alliance "Ssron" is ready to deal with all political forces during the next phase.

Manual sorting

A day after the legislative elections in Iraq, which were marred by many events and vagueness throughout  Iraq , the Electoral Commission responded to the electoral lists that demanded manual sorting.

A special source in  the Electoral Commission  asked not to be named on Sunday, that the Commission decided to use the mechanism of counting and counting in dozens of polling stations in the capital Baghdad.

He added that this came after the submission of a number of electoral lists to complain to the Commission of the existence of fraud and disruption of electronic voting devices during the election process yesterday.

It is noteworthy that a number of local media reported a source in the UNHCR earlier in the day, that a number of electoral records for Iraqis abroad have been stolen.

For his part, called  Moqtada al-Sadr  through a tweet in the social networking site Twitter today, the political blocs to stay away from escalation and non-interference in the work of the Commission, to allow the opportunity to complete the declaration of results with integrity and transparency, and called for the Electoral Commission to accelerate the announcement of election results to avoid political pressure , And all must comply or be challenged by law and official means.

Cancel election results
It is noteworthy that the National Coalition headed by Allawi had called on the Commission today to cancel the election results and the announcement of the formation of a caretaker government until the provision of conditions for the holding of elections.

(Baghdad: al-Furat News) Chairman of the Board of Commissioners Maan al-Hiti announced the preliminary results of the parliamentary elections for 10 provinces,

"The results of the elections for the rest of the provinces (Erbil, Najaf, Sulaymaniyah Dohuk, Salahuddin, Maysan and Nineveh) have not yet been verified and will be announced Monday," al-Hiti told a news conference late Sunday night in Baghdad. 
He added that "the results of the 10 provinces that have been audited by the Commission and is at the level of political entities." 
For his part, said the head of the electoral district, Riad Badran, "We deal with the law with appeals filed and will be referred to all appeals to the Federal Court to be the final ratification and then start the work of the House of Representatives." 
He added: "We assure everyone that the electoral process succeeded, including the provinces of Kurdistan and objections, and that the elections were conducted with international and local monitoring, which is in accordance with international standards and the rate of satisfaction was very good."
"In terms of calculating the seats, we use the law of St. Lego to divide 1 on 7 and there is no electoral denominator," he said. "The total of the list is divided by the number of seats allocated to the constituency."

I wasn't able to find a Strategic Framework Agreement (SFA) based on President Donald J Trump's updates that may be available. I do not recall any statements that the SFA has been implemented but I would think it necessary for the noted reconstruction, construction, economic development, and foreign investment to begin in Iraq with any notable significance.

 

Possibly You could provide further insights into the implementation of the SFA.

Insights into the SFA during the Iraqi elections? LOL. Man I got several bridges going up for sale in Kalamazoo. The Iraqi elections and the US SFA are prevalent on the minds of those politicians who are dealing with that aspect of the Iraqi government but to 85 to 95 percent of Iraqi's this vote isn't about the SFA or the US. Or you don't understand that then you have absolutely zero concept or idea of how these people think. It boils down to three factions, sunni, shiite and kurd. Kurds are the redheaded stepchild no one wants to deal with. More shiites in Iraq but sunnis are more numerous in slam. and have more political umphff in the ME.  You know how each election in the US they say what are the top three things on the minds of the American people? Well this SFA doesn't even come into the top 5 in Iraq in the minds of the Iraqi people. If that list was extended out to 10 it might come in at 9 or 10 but that would just be such a minute part of the concerns iraqis have in their daily lives for the elections. It would be like saying the Kardashians created a sex tape so vote for Kayne. Doesn't equate.  

 

You are way overthinking things at this point. Its simple when people have a birthday, people say happy birthday and let them celebrate their birthday.The Department of State has protocols when governments are entering into elections.  This is all this is. To read anything more into the protocol for saying good luck is over reading into things. There are protocols and then here are protocols. That one was like I said nothing more nothing less than a good luck and see ya on the flip side.

Although not equated directly to the elections, the implementation of the SFA may require a stable Iraqi GOI or secure prospects the Iraqi GOI will be stable. There appear to be other related plans that appear to support the SFA implementation as noted here:

Although there is not a direct relationship stated in the Iraqi news articles to any of the above noted items to include the SFA and recent elections, there appears to be a relationship in these noted items to facilitating the most productive environment for reconstruction, construction, economic development, and foreign investment based on the outcome of the Iraqi elections with elected officials favorable to facilitating these items. I suspect the foreign entities, to include both The United States Of America and France with the SFAs, are looking to the positive and stable outcomes to implement the SFAs among other necessary items to facilitate the reconstruction, construction, economic development, and foreign investment. I am not inferring the Iraqi people know or care anything about the SFAs in relation to the Iraqi elections.

 

I may have assumed incorrectly You had insight in how the Iraqi Election outcome could provide a favorable environment for the SFA(s) to be implemented with the SFA implementation(s) potentially essential for the reconstruction, construction, economic development, and foreign investment to begin at a significant rate.

So you've taken a simple protocol statement by the current administration in the WH in Washington D.C. wishing all of Iraq good luck and hope to work with them in the future to some convoluted nonsense about how the Iraq elections is all about the SFA and less about everything else.  Which was the start of this whole aspect in the first place. Again, like I said earlier M R 2 Ducks.

Well, OK, I was hoping for some value added insight from You but You chose to post Your rhetoric instead. Maybe forget about my input and have a Great Night. I am still looking for some very positive developments based on the previously announced plans and recent news articles. Certainly we all have our different perspectives and opinions so I remain optimistic on the implementation of the reconstruction, construction, economic development, and foreign investment to kick in with positive results from the election whether or not directly tied to the SFAs.

However this may or may not be such a remote possibility; Prime Minister Sadr ? - uh, this is Iraq and anything is possible, right ? Not saying it will happen. Sadr " appears " to have garnered quite a bit of support these days. It is still early to call this Camel Race, but is it neck & neck or a psyche out by the opposition ?

Turnout was 44.52 percent with 92 percent of votes counted, the Independent High Electoral Commission said - significantly lower than in previous elections.

 

According to a recent nation-wide poll conducted in March, 79 percent of Iraqis accepted Abadi as prime minister. 

 

According to the nation-wide poll conducted in March, 66 percent of the Iraqi people viewed Sadr favourably across most of Iraq's provinces.

 

Hopefully Abadi will get the Prime Ministers position, and he will also hopefully not have to dilute that win to much by including a bunch of little political parties inside Iraq, as when he formed his first government, and as he forms this coalition government. A diluted coalition government seems to lend itself to corruption, which both Abadi and Sadr are against. If he can keep it between his party and al-Sadr's to gain the majority, this could be potentially good news imho. What do y'all think?
