The head of the Board of Commissioners Maan al-Hitawi said that the fire of the warehouses of ballot boxes in the Rusafa side of Baghdad will not affect the election results, stressing that "Shitat of the Office of elections Rusafa in safety and there are backup copies of them in the National Office."

"We received the news of the burning of UNHCR warehouses in the Office of the elections of Rusafa Baghdad from the security authorities at the third hour on the afternoon of 10/6/2018 and immediately went to the fire place accompanied by the Minister of the Interior and Mr. President The Supreme Electoral Security Committee, the Baghdad Operations Commander, the Civil Defense Teams, the Criminal Evidence Directorate and the Criminal Investigations Department, where the fire in the warehouses was controlled. "

"He did not extend it to the ballot boxes and ballot papers."

"The fire included all the hardware acceleration of the results and electronic verification devices of the election office in Baghdad Rusafa."

He went on to say that "the investigation is underway through the security services to uncover the circumstances of the incident."

"The fire does not affect the results of the elections, because the results of the checks we have a backup in the National Office and the Office of the elections in Rusafa and ballot papers in the funds."

"This is the concern of the Commission on the voice of the Iraqi voter and the outcome of the electoral process."

"The UNHCR today is targeted by all parties to discourage it from performing its democratic work under the law and the constitution."

On Tuesday, the Iraqi election commission in Baghdad was set up to store ballot boxes in the last legislative elections.

According to the deputy chairman of the security committee in the Baghdad Provincial Council Mohammed al-Rubaie, the funds "burned completely," noting that the stores were heavily guarded.

But the Iraqi Interior Ministry, according to its spokesman Major General Saad Maan, announced that the ballot boxes did not burn during the incident.

The Interior Ministry confirmed the extinguishing of a fire broke out in the largest warehouses of the ballot boxes of the Electoral Commission in Rusafa on the eastern side of the city of Baghdad amid accusations that the incident was orchestrated while the security forces saved dozens of boxes that did not reach the fire.

The ministry spokesman Major General Saad Maan said the fire broke out in one of four stores containing electronic equipment and documents belonging to the Electoral Commission. He pointed out in a press statement that the civil defense teams were able to put out the fire.

Civil Defense Director General Kazem Bohan also confirmed the control of the polling stations' warehouses and said the fire had completely collapsed and would be completely extinguished within two hours.

Photographs of social networking sites showed officers and soldiers of the security forces moving boxes that were not reached by fire outside the stores.

The fire came on the largest ballot boxes located in Rusafa before the start of the manual counting of the ballot boxes. The timing of the fire came after the parliament's decision to re-count and more than 10 million votes manually after complaints of major fraud during the legislative elections on the 12th of the month Which was won by a coalition led by Shiite leader Moqtada al-Sadr and a secular alliance, including the Communist Party.

Sadr's spokesman, Dia al-Asadi, said: "Those who deliberately set fire to the verification apparatus and the location of the election data aim at two things: either to cancel the elections or to destroy the ballot papers that were counted in the election results."

Al-Asadi wrote in a tweet on Twitter, which was followed by Mawazine News. "Those who deliberately burned the verification apparatus and the location of the election data are aiming at two things, either canceling the elections or damaging the ballot papers that were counted in the election results."
"The fire is targeting the voices of the poor and the deprived who voted for the resistance and those who defend their aspirations and represent them," he said.
The head of the House of Representatives, earlier in the day, said that the fire that lasted the warehouses of the Commission aims to hide manipulation and fraud, calling for the re-election and prosecution of those who contributed to the sabotage operations.

Sadr's coalition, led by cleric Moqtada al-Sadr, won the highest vote in the Iraqi parliamentary election and won 54 seats.

The coalition had warned a few days before efforts to invalidate the election results, calling on the Electoral Commission to maintain the outputs of the democratic process.

Burning of Baghdad funds threatens elections: the most dangerous attempts to cover fraud

The burning of the warehouses of the Iraqi Electoral Commission in Baghdad, on Sunday, a few hours after the imposition of the Supreme Judicial Council in the country and his guardian to the Electoral Commission and the announcement of the assignment of judges to start the process of counting and sorting manually to the results of elections in all cities of the country, the political crisis in Iraq on the edge of the slope The preliminary investigation of the scene confirmed that the fire of the UNHCR warehouses came at a large number of ballot boxes, including ballot papers related to the votes of the voters from Baghdad and East of the capital, private voting and the voting of prisoners, hospital and displaced people, Which makes the task of the judiciary in verifying the rigging of elections impossible in the capital Baghdad, and it confirms accusations of fraud and manipulation of the elections.

An official at the Iraqi Interior Ministry said in an interview with "The New Arab" that a large number of funds were burned and it is not possible at this time to know their number, but a considerable number of them were also rescued by the Civil Defense and local residents from the nearby houses on the stores. , Stressing that many boxes did not burn but destroyed by water.
The same official explained that the warehouse guards disappeared and are currently being sought. There are also visible acts of violence on the outer doors of the stores, which show that they were opened with iron hammers or any other machine, and the place was breached and the fire started.
In turn, a member of the provincial council of Baghdad, Mohammed al-Rubaie, "the burning of all the funds of parliamentary elections to the Rusafa side," amid sources confirmed that "burned stores contain more than 3 million forms of voters."
He said in an audio recording carried by Iraqi media that "the stores of the Ministry of Commerce containing the funds of the Electoral Commission in the Rusafa side burned completely." He added that "the civil defense teams went to the stores to put out the fire and remove the ballot boxes safe from them."

For his part, said a member of the fact-finding commission charged with investigating the manipulation of the election results, Adel Nouri, in an interview with "the new Arab", "The fire is fabricated and done by members of the Commission, which has been frozen." He pointed out that "criminals and forgers burned the effects of their crime, the crime of fraud because we know and God knows before us that the results are unrealistic and forged, so they burned the boxes," stressing that "this crime is not a transient crime but a scandal must be pursued and ask the Prime Minister and the judiciary deal with the subject as a file Sovereign and threatening national security and the political process in Iraq as a whole. "

For his part, said the leader of the National Alliance led by Iyad Allawi, Kazem al-Shammari, said that "the funds did not burn until after the counting of counting and manual counting hours after the proceedings of the Judicial Council," He said, "This confirms the fact that the election is rigged and serious manipulation and must Prime Minister Haidar Abadi to deal with the event very seriously. "

In the meantime, did not rule out the legal committee in the current Iraqi parliament to go to the judiciary to cancel the electoral process throughout the country because of the fire. The committee member, Zana Said, said that the judiciary has the authority to cancel the results of funds exposed to the fire in Baghdad or cancel the results of a full province, likely to cancel the electoral process in full in the event of a second fire in a warehouse of the Commission after a fire Kilani in central Baghdad. He pointed out that "the House of Representatives has a new option after the amendment of the election law by merging the parliamentary elections and return them with the provincial councils at the end of this year." He explained in a press statement that the process of counting and sorting the hand will reveal the falsity of many of the political blocs participating in the electoral competition

Before the outbreak of the fire sources leaked within the Higher Judicial Council in Baghdad, hours after the imposition of a judicial team on the headquarters of the Electoral Commission for the elections, "the existence of at least a quarter of a million votes were filled in the ballot boxes do not have any data and the verification of the identity of voters for that Forms are expected electronically, with the expectation that "the counting process will take more than 15 days if the process actually begins."

This came in conjunction with the submission of a number of Iraqi parties winning the elections filed a lawsuit before the Federal Court challenging the decision of the last parliament , to amend the election law and obligate the Commission to count and sorting hand and cancel the votes of voters of the Diaspora and displaced. In contrast, the Federal Court (the highest authority in the country) continued to respond to queries and requests for a statement of opinion and complaints submitted to it regarding the legality of canceling the votes of Iraqi voters abroad and displaced persons and the process of re-counting and counting of votes manually, including from President Fuad Masum and other deputies and political blocs, More than a week ahead of the scheduled time to answer those questions set by the Iraqi Constitution only forty-eight hours within the category of urgent cases. This shows that there is a real dispute within the Iraqi judicial institution regarding the file of the elections, the appeals and the parliamentary procedures.

Stores of the Ministry of Commerce containing the funds of the Electoral Commission in the side of Rusafa burned completely

"

According to political sources in Baghdad, "the division is clear between members and advisers and judges in both the Supreme Judicial Council and the Presidency of the Federal Court, and the reason for the existence of more than one interpretation of the articles of the Iraqi Constitution on the problem such as Article 20 and Article 78 and 80 of the Iraqi Constitution, And the Prime Minister as well as the inability to cancel or confiscate the right of citizens to vote in the elections. " The same sources said that "the other team believes that the evidence of fraud and manipulation of the elections are in the court yard and must take a final decision and refer those involved to the judiciary and not allow the birth of a parliament or a government part of which is forged."

Americans fear a new security collapse in Iraq because of the parties

"

With at least a quarter of a million ballot papers filled in the ballot boxes, the same sources said that "the members of the Commission are those who handed over the papers to the judicial team," asserting that "it was canceled and isolated in the warehouses of the Commission," but there is a file in the case His testimony may blow up all the efforts to purify the elections and trim the fraud, a clear disparity between the participation rates announced by the Commission on 12 of last month (44.52%) and the existing ballot papers in the warehouses belonging to the polling station, "expected that" Counting more than 15 days. "

On Monday, 18 Iraqi judges will be appointed as general managers assigned to the branches of the Electoral Commission after nine judges have been appointed as councilors to oversee the manual recounting process, amid attempts by many blocs to lift the voices of displaced and displaced Iraqis. Counting and counting rather than "canceling", as well as recounting and counting 25 per cent of the votes instead of 100 per cent approved by the Iraqi Parliament. The Judicial Council seeks to prepare and end all axes of the re-counting and sorting plan once the Federal Court issues its binding decision to all parties to make the Judicial Council as the executive authority only.
Yesterday, the Supreme Judicial Council of Iraq announced the nomination of judges nominated for the mandate of the mandate of the Board of Commissioners in the Independent High Electoral Commission and judges nominated to occupy the task of directors of UNHCR offices in the provinces. "The council held its meeting under the chairmanship of Judge Faik Zaidan and in the presence of all its members, hosted by the Director of the Operations Department and Director General of the Administrative Department and Director of Complaints in the Independent High Electoral Commission." He pointed out that "the hosting of some officials of the Independent High Electoral Commission came to find out the nature of the work of the Commission and a summary of complaints raised regarding the elections of the House of Representatives for the year 2018."

Amidst expectations that manual counting and counting will result in a change of election results by as much as 30 percent, it is unlikely that the Judicial Council will begin counting and sorting before the Federal Court's decision on complaints and appeals filed by winning blocs contesting the move. Which makes the Iraqis before a long list of political scenarios about the current crisis that erupted before complaints of manipulation and fraud in the Iraqi elections.
Meanwhile, the director of the political bureau of the leader of the Sadrist movement Moqtada al-Sadr, Zia al-Asadi, "calls for the judiciary to support the peaceful transfer of power and arbitration of the laws in force." "We are very confident that the Iraqi judiciary will not be a party to the abhorrent quotas and the policy of mutual interests," he said in a tweet on his Twitter account. He added that "And the arbitration of the Constitution and the laws in force. "

For his part, said a spokesman for the alliance of conquest Ahmed al-Asadi," The coalition refuses to count and manual counting by 100 percent, "noting that" the process will take three weeks. "He explained that" the alliance with the opening of the proposed procedure The process of manual counting and sorting by 25 per cent and not 100 per cent. "He added that" everyone is waiting for the decision of the Federal Court to speak about the elections and the issue of counting and sorting and manual proportion and the issue of cancellation of elections abroad and displaced. The counting and counting need a period of three weeks to complete the process. "

Rejected the US to cancel the elections

in the meantime, a senior Iraqi official in Baghdad's "new Arab", that "at least six Iraqi leaders have received letters from the US administration warning them where the consequences of the abolition of elections completely, and the need for continued processing of appeals and charges of fraud and manipulation detection To reach a satisfactory level of integrity in the democratic process. "

A high-ranking official in the office of Prime Minister  Haider Abadi said For the "New Arab", that "the latter received with five Sunni Arab leaders, Shiites and Kurds, simultaneous messages from officials in the White House warned them to resort to the option of canceling the elections, considering it would be a threat to Iraq in terms of security." According to the same source, "Haider Abadi, Fuad Masum, Salim al-Jubouri, Ammar al-Hakim, Nuri al-Maliki and Hadi al-Amiri, received the same signals that included at the same time US support for Iraq and the willingness to deal with any government that produces negotiations according to the will of the Iraqis," in a letter may be understood to reassure the opponents of the second state To Abadi that "Washington is not sticking to the final person of Prime Minister Haider Abadi and can deal with someone else." The source said that "Americans fear a new security collapse in Iraq whose nucleus competes with political parties and blocs feed at the same time the remnants and pockets of supporters and parties and armed militias." He considered that "

He added that the decision to cancel the elections after the fire is not in the hands of the Board of Commissioners, but in the hands of the Judicial Council and the Federal Court, and the decision is after knowing the size of the fire and the amount of the exhaustion of the votes of voters.
